VILLAGE OF MARQUETTE GREEN LAKE COUNTY, WISCONSIN Regular Meeting Minutes, July 11, 2022 - Village Hall The regular meeting of the Village Board, for the Village of Marquette, was called to order by President Cybul at 7:00 p.m. The Pledge of Allegiance was recited. Roll Call: President – Art Cybul - present Clerk - Julie Powell –present Trustee – Peter Michalos - present Treasurer – Paula Gilbertson – present Trustee Tony Deiss- present There were 10 citizens in attendance. Social distancing will be enforced and masks are optional. Certification of Compliance with the Open Meetings Law: Agenda notice was posted in three public places - Village Hall door, kiosks at the Post Office and Truck Garage and emailed to Berlin Journal Newspapers. A motion to approve the agenda was made. Michalos /Deiss. Motion passed. (Unanimous). Approval of Minutes sent to Board Members: All minutes are posted on the Village Website and in the kiosks as a draft for the Board and the public to review. A motion was made to approve the Regular Board meeting minutes on June 13, 2022 as presented with making the change. Deiss/Michalos. Motion passed. (Unanimous). The Treasurer’s report was read. A Motion to approve the treasurer’s report as read. Michalos/Deiss. Motion passed. (Unanimous). Approve Payment of Bills: Presented for payment were vouchers 9452-9471 in the amount of $10,926.12 plus $6,600.00 for the maintained balance and utilities for a Grand total of $17,526.12. Motion to pay the bills as presented and transfer from the appropriate accounts the amount of $15,700.00 to the General Fund. Michalos/Deiss. Motion passed. (Unanimous). Julie raised the maintenance balance & utilities balance to $2,000.00 instead of $1,000.00 due to some big utility bills due in the beginning of the month before the next board meeting. Citizen Comments – Time Limits and Rules Apply: Ron Flagel mentioned that there are 2 potholes by Charlevoix landing that need fixing. Janet Burdick mentioned to put in the kiosk down by Lyons St. pier to remind the Amish to pick up after their horses. Art will contact Jim Stellmacher to reach out to the head of the Amish community. Discuss / Approve: Building Inspection: Grand Valley Inspection Service has a recommendation of a 60 day notice to terminate the agreement with the Village. Art will write a letter to Grand Valley Inspection Service to terminate our agreement or to let us out sooner in writing and signed. Also, we need to talk about raising the penalty if you don’t take out a building permit. After discussion a motion was made to terminate the agreement with Grand Valley Inspection Service. Deiss/Michalos. Motion passed. (Unanimous). Ongoing Pier Responsibility and Planning: Bob Hill got a group of volunteers to put the piers in and out. Tony & Bob will be the pier commissioners and paperwork will be drawn up for the volunteers to sign each time. The pier commissioners will take inventory as the piers go in and out and the question is where to store the piers during the winter. Also thank you letters were addressed to the volunteers and Bob Hill. After discussion a motion was made to continue with Bob Hill & volunteers as ongoing putting in and out the piers for long term with Tony & Bob as pier commissioners. Deiss/Michalos. Motion passed. (Unanimous). Village Traffic Control: Julie contacted Rent-A-Flash for a quote on moveable speed bumps for Fourth St. which was $115.00 each, which we would need 2. Also, a 30 inch sign for $43.50 each which we would need 2. After discussion a motion was made to approve an expenditure of $300.00 for speed bumps. Deiss/Michalos. Motion passed. (Unanimous). Dredge Bank Project Q & A with Project Directors: The Village Board and Village residents were able to ask questions to the Project Directors. Board Reminders/Updates: Lawn Maintenance Update: Tony will give Julie a list of residents that will need a letter sent to them regarding their lawn or bushes upkeep. Art mentioned that he was having a meeting with National league of Cities consultant for grants. Also has a call with USDA for possible funding for the pavilion, playground, etc. Art will be in contact with Wil Plum regarding funding sources. Motion to adjourn at 8:17 p.m. Michalos/Deiss. Motion passed. (Unanimous).
