VILLAGE OF MARQUETTE GREEN LAKE COUNTY, WISCONSIN Regular Meeting Minutes, August 18, 2022 - Village Hall The regular meeting of the Village Board, for the Village of Marquette, was called to order by President Cybul at 7:00 p.m. The Pledge of Allegiance was recited. Roll Call: President – Art Cybul - present Clerk - Julie Powell –present Trustee – Peter Michalos - present Treasurer – Paula Gilbertson – present Trustee Tony Deiss- present There were 4 citizens in attendance. Social distancing will be enforced and masks are optional. Certification of Compliance with the Open Meetings Law: Agenda notice was posted in three public places - Village Hall door, kiosks at the Post Office and Truck Garage and emailed to Berlin Journal Newspapers. A motion to approve the agenda was made. Michalos /Deiss. Motion passed. (Unanimous). Approval of Minutes sent to Board Members: All minutes are posted on the Village Website and in the kiosks as a draft for the Board and the public to review. A motion was made to approve the Regular Board meeting minutes on July 11, 2022 as presented. Michalos/Deiss. Motion passed. (Unanimous). The Treasurer’s report was read. A Motion to approve the treasurer’s report as read. Deiss/Michalos. Motion passed. (Unanimous). Approve Payment of Bills: Presented for payment were vouchers 9472-9497 in the amount of $11,063.75 plus $5,600.00 for the maintained balance and utilities for a Grand total of $16,663.75. Motion to pay the bills as presented and transfer from the appropriate accounts the amount of $2,375.00 to the General Fund with the adjustment of 911.26 instead of 705.46 for Marquette Fire District for 2% Fire dues. Deiss/Michalos. Motion passed. (Unanimous). Julie raised the maintenance balance & utilities balance to $2,000.00 instead of $1,000.00 due to some big utility bills due in the beginning of the month before the next board meeting. Citizen Comments – Time Limits and Rules Apply: Laura Michalos mentioned about the leaves coming down the hill from Casey Wiersma’s (Richie Semrow’ s old house). Art mentioned that maybe we should send a letter to remind residents about cleaning up their leaves. Deb Flagel wanted to know when the poll workers are going to be paid for August 9, 2022 election. Julie told her that the poll workers will be paid at the next meeting in September. Discuss / Approve: Kunkel Engineering Building Inspection Agreement: Kunkel Engineering will be starting on September 13, 2022 replacing Grand Valley Inspection. After discussion a motion was made to approve the new building inspection agreement with Kunkel Engineering. Michalos/Deiss. Motion passed. (Unanimous). Review Front Street Drainage problem and Davis Bid: The drainage ditch problem is the Village’s responsibility to resolve and potential solutions were discussed for Dick Krueger’s property. The Village received a bid from Davis Construction for $10,285.00 and the Village will be checking other places for bids. The Village Board will be getting finalize quotes and legal guidance before September meeting. No action taken. Review Bid for Cemetery Road Improvement: The Village received a bid from Jim Sanders (Sanders TLC) for $2,950.00 for loads of gravel and grading it. The Village Board decided to hold off right now and see about it next month. No action taken. Amendment to increase fine for doing construction without a permit: The Village Board decided to raise the penalty for doing construction without a permit to increase to additional $500.00. After discussion a motion was made to approve an ordinance amending Section 1-1-17 of Ordinance 49 for doing work without a building permit. Michalos/Deiss. Motion passed. (Unanimous). Ayes-3. After discussion a motion was made to approve the Resolution #08/22/2022 to set fees for building permits. Michalos/Deiss. Motion passed. (Unanimous). Ayes-3. Board Reminders/Updates: Tony mentioned about sending letters for high weeds to some residents. Art talked to Dan Sondalle about the trailer with a full-time resident on Lance Michel’s property with electricity. Further legal action to be determined. Motion to adjourn at 8:10 p.m. Michalos/Deiss. Motion passed. (Unanimous).
