Regular Meeting Minutes, October 14, 2024
Call to Order
The regular meeting of the Village Board, for the Village of Marquette, was called
to order by Art Cybul at 7:00 p.m. The Pledge of Allegiance was recited.

There were 7 citizens in attendance.
Certification of Compliance with the Open Meetings Law
Certification of Compliance with the Open Meetings law: Agenda notice was
posted in three public places-Village Hall, kiosks at the Post Office and Truck
Garage, also posted on the Village Website.
Approve Agenda
A motion to approve the amended agenda was made. Michalos/Deiss, Motion
passed. (unanimous)
Approval of September Minutes
A motion to approve the minutes was made. Deiss/Michalos, Motion passed.
(unanimous)
Approval of Special Meeting Minutes
A motion to approve the minutes was made. Michalos/Deiss, Motion passed.

Reading and Approval of Treasurer’s Report
The Treasurer’s report was read. Motion to approve the Treasurer’s report was
made. Deiss/Michalos, Motion passed. (unanimous)
Approve Payment of Bills
Approve payment of Bills: Presented for payment were vouchers 9948-9971 in the
amount of $13301.96 plus the $4,500.00 for the maintained balance and utilities
for the Grand total of $17,801.96. The Motion to pay the bills as presented and
transfer from the appropriate accounts the amount of $18,000.00 to the General
Fund.
The motion to approve the bills, Michalos/Deiss, Motion passed. (unanimous)
Citizen Comments - Time Limits
Citizen would like village ordinances updated and fine-tuned since some are not
enforceable or do not apply anymore. It was suggested that a committee of
residents would be formed to go over the ordinances and which ones need to be
updated. The motion to approve a sub-committee to revamp the ordinances was
made. Michalos/Deiss, Motion passed. (unanimous)
Citizen wanted to know why Oberreich funds were returned and the President
Cybul explained it was on the books for over 11 years and it was time to get it off
the books since original intent on how to use funds was no longer relevant.
Questions regarding Halloween in the Village and Town were addressed. Signs
will be posted throughout the Village, and an article will be placed in the paper.
Residents can still hand out candy at their homes if they wish to between 3-5 on
Saturday, October 27th. The Village and Town are providing a safe and welcoming
Halloween event at the hall so we hope residents come and dress up and bring lots
of treats for the kids.

Approve Wolf’s Underground Estimate
The motion was made to approve the estimate was made before construction
begins. Michalos/Deiss, Motion passed. (unanimous)
Village permits and fees
The Village permits and fees are up to date and we are following the Kunkel
Contract and schedule from 2022. Any increase will have to be brought before the
board for consideration.
Budget Meeting
The budget meeting is scheduled for October 22, 2024 at 6 pm at the Village Hall.
Review ordinance 65 regarding farm animals in Village
The motion to approve a sub-committee to revamp the ordinances was made.

Gina Loeffler-Library budget
Gina presented to the board that 3 % of Village residents utilize the library and
would like to see a continuation or an increase in funding.
Board Reminders/Updates
Property assessment update
President Cybul contacted Brian Franks and the Village reassessment will be done
next year. More details will be included in the year end letter to residents.
Public Testing of the Voting Machine will be done October 29, 2024 @ 1pm
November 5, 2024 is the Election and hours at the Village Hall are 7am-8pm.
Status of ordinance enforcement within Village
Village Attorney is addressing all issues and the Village will be collecting all court
costs and legal fees from residents who are not compliant.
Residents are encouraged to contact the Red Cross Website and request a free
smoke detector. https://www.redcross.org
