Broadmoor Valley Closure Public Hearing

CITY OF MARSHALL CITY COUNCIL MEETING MINUTES Wednesday, May 07, 2025 The special meeting of the Common Council of the City of Marshall was held May 07, 2025, at the Marshall Middle School, 401 South Saratoga Street. The meeting was called to order at 5:30 P.M. by Mayor Robert Byrnes. In addition to Byrnes the following members were in attendance: See Moua-Leske, John Alcorn, James Lozinski, Amanda Schwartz and Amanda Schroeder. Absent: Craig Schafer. Staff present included: Sharon Hanson; City Administrator; Pamela Whitmore, City Attorney; Jason Anderson, Director of Public Works/ City Engineer; Lauren Deutz, EDA Director; Jim Marshall, Director of Public Safety; Dave Parson, City Assessor; Ilya Gutman, Plans Examiner; Jazmin Meza, Wastewater Office Assistant; and Steven Anderson, City Clerk. Closure Notice from Broadmoor Manufactured Home Park – 1) Appoint Third-Party Neutral 2) Public Hearing Byrnes explained the purpose of the meeting. Under Minnesota Statutes Section 327C.095 that a public hearing must be held by the City of Marshall to accomplish three main goals. One: review the notice of closure statement sent by Schierholz and Associates that was received on February 10, 2025; two: to hear the impact that the park closing may have on those living in the mobile home park; and three: to appoint a qualified neutral third party whose hourly cost is to be paid from the Minnesota Manufactured Home Relocation Trust Fund. City Attorney Pamela Whitmore described the requirements needed to review and recognize receipt of the closure notice. City Council members acknowledged receipt of the closure notice. Attorney Whitmore continued that the second responsibility of the council was to appoint a qualified neutral third party to assist those that may be eligible for payments from a state relocation fund whose eligibility would be determined by the third party neutral. Mayor Byrnes announced that representatives from the mobile home park requested that Angela Larson from United Community Action Partnership be appointed as a neutral third party. Mr. Paul Schierholz also agreed to the appointment of Angela Larson. Mayor Byrnes also noted that Southwest Health and Human Services was another resource available for mobile park residents. Motion made by Councilmember Alcorn, seconded by Councilmember Moua-Leske to appoint Angela Larson as a qualified neutral third party agreed upon by both the residents of Broadmoor Valley and Paul Schierholz as representative for park owner Schierholz and Associates. Voting Yea: Mayor Byrnes, Councilmember Alcorn, Councilmember Lozinski, Councilmember Moua-Leske, Councilmember Schroeder, Councilmember Schwartz. The motion Carried. 6-0. Councilmembers heard testimony of those impacted by the closure of Broadmoor Valley Mobile Home Park. Adjournment At 6:22 PM Motion made by Councilmember Lozinski, Seconded by Councilmember Schroeder to adjourn the meeting. Voting Yea: Mayor Byrnes, Councilmember Alcorn, Councilmember Lozinski, Councilmember Moua-Leske, Councilmember Schroeder, Councilmember Schwartz. The motion Carried. 6-0.
