CITY OF MARSHALL WORK SESSION MINUTES Monday, November 10, 2025 The work session of the Common Council of the City of Marshall was held November 10, 2025, at City Hall, 344 West Main Street. The meeting was called to order at 5:30 P.M. by Mayor Robert Byrnes. In addition to Byrnes the following members were in attendance: James Lozinski, Craig Schafer, Amanda Schroeder, John Alcorn (remote) and Amanda Schwartz (remote). Absent: See Moua-Leske. Staff present included: Sharon Hanson; City Administrator; Jason Anderson, Director of Public Works/ City Engineer; E.J. Moberg, Director of Administrative Services; Preston Stensrud, Park and Rec Supervisor; Scott Truedson, Wastewater Superintendent; Dean Coudron, Public Ways Supervisor; and Steven Anderson, City Clerk. Review Capital Requests from the Capital Improvement Plan Moberg began the review of capital requests by explaining the planned vehicle purchases for the upcoming year. The engineering department was considering removing a vehicle from the fleet, which would move up the Fire Chief vehicle by a year. With the number of Enterprise vehicle leases coming due, some leeway was needed to buy out the vehicles. Moberg continued by going over the levy impact from bonding and special assessments. Proposed bonding projects for the airport, parks, street and wastewater departments were also presented. Some of the main proposed projects were the replacement of a runway snowblower, bandshell, Legion Field dugout, North High Street reconstruction and South Fifth Street. Councilmember Lozinski suggested that staff look at bonding for $3,000,000 and have staff figure out which projects to prioritize within that figure. Other councilmembers agreed with the suggestion from Councilmember Lozinski. On November 25 an additional budget work session was scheduled after the regular meeting, the Truth in Taxation public hearing would be on December 9th at 6:00PM, and the final request to pass the budget and levy would be on December 16th during the regular meeting that was moved from December 23rd.
