CITY OF MARSHALL WORK SESSION MINUTES Tuesday, November 25, 2025 The work session of the Common Council of the City of Marshall was held November 25, 2025, at City Hall, 344 West Main Street. The meeting was called to order at 6:45 PM by Mayor Robert Byrnes. In addition to Byrnes the following members were in attendance: John Alcorn, Craig Schafer, Amanda Schwartz, Amanda Schroeder, James Lozinski and See Moua-Leske. Absent: None. Staff present included: Sharon Hanson, City Administrator; E.J. Moberg, Director of Administrative Services; Jason Anderson, Director of Public Works/City Engineer; David Parsons, City Assessor; and Sheila Dubs, Human Resources Manager. 2026 Budget and Levy Carol Purrington from the Marshall Area Fine Arts Council presented a request to the city council regarding leasing space within City Hall. Moberg presented the preliminary 2026 budget and property tax levy. Items such as the capital equipment levy, planned bonding, tax capacity changes, local government aid (LGA) and tax levy history were reviewed. Moberg also explained personnel, health insurance and general fund items impacting the budget and levy. Further details were provided for budgeted expenditures as well as examples of levy increase impacts on varying types of properties within the city. At 7:45 PM Mayor Byrnes adjourned the meeting.
