CITY OF MARSHALL SPECIAL MEETING MINUTES Tuesday, November 25, 2025 The special meeting of the Common Council of the City of Marshall was held November 25, 2025, at City Hall, 344 West Main Street. The meeting was called to order at 4:45 P.M. by Mayor Byrnes. In addition to Byrnes the following members were in attendance: Amanda Schwartz (remote, daycare), John Alcorn, Craig Schafer (remote, out of state), Amanda Schroeder, James Lozinski, and See Moua-Leske. Absent: None. Staff present included: Sheila Dubs, Human Resource Manager and E.J. Moberg, Director of Administrative Services. Consider a Motion to Go into Closed Session Pursuant to Minn. Stat. Section 13D.05 subd 3(a) for the City Administrator’s Performance Evaluation Mayor Byrnes described that the purpose of this meeting was to review the performance of the City Administrator. In accordance with Minnesota statute, the Council may close the meeting to discuss the evaluation. Motion by Councilmember Schroeder, seconded by Councilmember Moua-Leske to move into closed session. All voted in favor. The motion Carried. 7-0. Adjournment At 5:07 PM Councilmember Schwartz left the meeting remotely. Motion by Councilmember Lozinski, seconded by Councilmember Alcorn to adjourn the closed session. All voted in favor. The motion Carried. 6-0.
