CITY OF MARSHALL WORK SESSION MINUTES Tuesday, January 13, 2026 The work session of the Common Council of the City of Marshall was held January 13, 2026, at City Hall, 344 West Main Street. The meeting was called to order at 6:15 P.M. by Mayor Robert Byrnes. In addition to Byrnes the following members were in attendance: Craig Schafer, John Alcorn, See Moua-Leske, and Amanda Schwartz. Absent: Amanda Schroeder and James Lozinski. Staff present included: Sharon Hanson; City Administrator; Jason Anderson, Director of Public Works/ City Engineer; E.J. Moberg, Director of Administrative Services; Eric Hanson, Assistant City Engineer; Preston Stensrud, Park and Recreation Superintendent; and Steven Anderson, City Clerk. Review Updated 2026 Bonding Plan via the Capital Improvement Plan Moberg explained the projects that were planned to be bonded in 2026 and sought input from council members whether to keep the list of projects. Fourteen projects were slated to be bonded for in 2026. Some of the projects were for the municipal airport, park improvements, and street reconstructions. The Liberty Park bandshell replacement was adjusted to reflect the grant match awarded by the State from $800,000 down to $410,000. Engineering staff would continue to fine tune cost estimates for street projects as more information becomes available. Moberg worked with the various departments and would proceed with seven of the fourteen projects: Director Anderson and Moberg did note that the PAPI system replacement might be delayed as well. Moberg continued by explaining historical and future debt service levies and the impact that bonding would have on the 2027 levy. Adjournment At 6:33 PM Mayor Byrnes adjourned the meeting.
