November 26, 2012 Martinsville City Council Neighborhood Meeting for the Southside area was held on November 26, 2012, at Wesley Methodist Church, 824 Starling Avenue, Martinsville, VA at 7:30 PM, with Mayor Kim Adkins presiding and Council members present including: Gene Teague, Mark Stroud, and Danny Turner. Council Member-elect Sharon Hodge was also present. Vice Mayor Reynolds was absent. Staff present: Leon Towarnicki, Brenda Prillaman, Eric Monday, Kenneth Draper, and Andy Powers. Mayor Adkins called the meeting to order and Pastor Steve Greer gave the invocation. Andy Powers was asked to present the property maintenance report and the Mayor opened the floor for public comment. Citizen comments: Lonnie Carter, Corn Tassel Trail-reported on issues with trash at end of Stephens St.; Linda Lawry, 1060 Graves St.-reported on issues on Summitt St. with rental properties keeping trash cans out at curb constantly; Dale Handy inquired on city’s actions from past citizen concerns and graffiti issues. City staff will address citizens’ concerns and report back to Council. Martinsville City Council--NEIGHBORHOOD TOUR Southside area Meet at rear entrance to Municipal Building 4:30 p.m., MONDAY, November 26, 2012 ---------------------------------------------- AGENDA CITY COUNCIL NEIGHBORHOOD COMMUNITY MEETING CITY OF MARTINSVILLE, VIRGINIA at Wesley Memorial Methodist Church, 824 Starling Ave. 7:30 p.m., MONDAY, November 26, 2012 Welcome 1. Conduct the Neighborhood Meeting for the Southside. (30 mins.) City Council Agenda Summary Meeting Date: November 26, 2012 Department: Inspections Issue: Property Maintenance-Southside Summary: Property Maintenance-- There have been 116 inspection resulting from violations during the previous 3 months. Demolitions-- The deadline to receive bids for demolition was November 17, 2012. The owners of these properties have until November 30 to provide a Plan of Action or demolish the structure themselves. The winning contractor will be awarded in early December to finish off this project. The Property Maintenance/Fire Inspections offices work diligently to address all citizen concerns in a timely manner unless there are occurrences where the Property Maintenance/Fire Inspector has to address fire and arson issues which then take priority. The office may be reached at 403-5205 and is located in Room 217 on the second floor of the Municipal Building. Attachments: Graph of concerns since last Neighborhood Tour. Recommendations: For information purposes. Property Maintenance Concerns Grass Trash Inoperable Vehicles Property Maintenance Grass-69 Trash-31 Inoperable Vehicles-2 Property Maintenance-14 Property Maintenance 116 inspections have been conducted resulting from violations since the last Neighborhood Meeting. Demolitions Of the 14 properties that are on the demolition list for FY 13, we have received Plans of Action for 5 by the owners. 4 will be torn down and 1 will be rehabilitated. The winning bid will be awarded in early December and all properties should be finalized by the end of February. November 26, 2012
