Martinsville City Council Neighborhood Meeting for the Druid Hills/Uptown area
neighborhoods was held on September 9, 2013, at City Schools Administrative Office, 746 Indian
Trail, Martinsville, VA at 7:30 PM, with Mayor Kim Adkins calling the meeting to order. Council
members present included Gene Teague, Mark Stroud, Sr., Sharon Brooks Hodge and Danny
Turner. Staff present: Leon Towarnicki, Brenda Prillaman, Eric Monday, Marshall Thomas,
Coretha Gravely, Kenneth Draper, and Andy Powers. Four citizens were present.
Mayor Adkins asked Andy Powers to present his property maintenance report and an
update on Council’s 5:30pm tour of the area.
Mayor Adkins then opened the floor for public comment. Comments were heard from four
citizens: Lois Christensen of Prospect Hill Drive-concerns with excessive heavy equipment traffic
and a property maintenance issue on Prospect Hill, need for backyard maintenance ordinance,
Henry Hotel and Harvest Foundation funding questions; Big Chair Uptown costs, ongoing aging
infrastructure needs and questions on future funding, and unemployment figures for the area.
Imogene Draper of 1035 Mulberry-questions on Arts & Cultural Committee increasing member
numbers and expressed appreciation to Council for collaboration with NCI. Lee Anne Fuller of
710 Beechnut Lane-expressed her appreciation for all the efforts for the successful Culture Crawl
held Uptown. Lonnie Carter of Corn Tassel Trail-concerns on issues for all citizens to be able to
get in the door to the budget meetings.
There being no further business, Mayor Adkins adjourned the meeting at 8:20 pm.

Department: Inspections
Issue: Property Maintenance Report-Uptown/Druid Hills.
Summary:
Property Maintenance---During the previous five months, there have been 593
inspections resulting from violations.
Demolitions--- The FY 14 Demolition List has been completed. We have started
the advertisement in the Martinsville Bulletin and letters are being sent to the
owners of record. The owners will have until October 9, 2013 to reply to the
notices.
5 demolition permits have been issued during this time.
The Property Maintenance/Fire Inspections offices works diligently to address all
citizen concerns in a timely manner unless there are occurrences where the
Property Maintenance/Fire Inspector has to address fire and arson issues which
then take priority. The office may be reached at 403-5205 and is located in Room
217 on the second floor of the Municipal Building.

Action has been taken against 593 violations since the last Neighborhood Meeting.
Demolitions
We have started the process for FY14 Demolition. The list has been finalized, all title searches have been
completed, and the notification process has begun. Owners have until October 9, 2013 to reply.
2 properties from the list have already been demolished by the owners, and a plan of action for repair is
being assembled for another property.
We attribute the increase of owner action to the increase of enforcement follow-through by the City.
