City of Mount Vernon City Council Meeting Minutes September 11, 2024 Police Court Campus, 1805 Continental Place Mayor Donovan called the meeting to order at 7:02 p.m. Present Councilmembers: Beaton, Brocksmith, Hudson, Molenaar, Tercero, and Vander Stoep Absent: Councilmember Carías (excused) Staff Present: Finance Director Volesky, Capital Programs Manager Reinart, Public Works Director Phillips, Special Projects Manager Sexton, Human Resources Director Keator, Parks and Enrichment Services Director Berner, Police Chief Christman, Fire Chief Brice, Assistant Fire Chief Harris, IT Director Thomas, and Surface Water Utility Manager Chesterfield Citizens: 4 APROVAL OF AGENDA The agenda was approved as presented. COMMUNITY COMMENTS  Marian Flag, Mount Vernon resident, spoke about issues with property located on Urban Avenue.  Robin Riggins Mari, Mount Vernon resident spoke about tree removal.  Marian Myers, Mount Vernon resident, spoke about drainage at the Cedar Heights development. CONSENT AGENDA A. Approval of August 14, 2024, Regular Council Meeting minutes Mount Vernon City Council September 11, 2024 Page 2 of 4 B. Approval of September 5, 2024 Payroll checks numbered 112672 - 112690 direct deposit checks numbered 102196 - 102476, and wire transfers numbered 1369 - 1373 in the amount of $1,329,279.80 C. Approval of September 11, 2024, Claims numbered 27188 – 27309 in the amount of $1,789,970.50 Councilmember Tercero moved to approve Consent Agenda Items A – C. Motion seconded by Councilmember Molenaar. Motion passed 6-0. REPORTS A. Committees 1. Public Works and Library – see committee minutes for details 2. Public Safety – see committee minutes for details B. Councilmember Comments  Councilmember Beaton spoke about proper disposal of furniture C. Mayor’s Report  The next Mayor’s Coffee Hour is September 18th at the Lincoln Theatre D. Committee Agenda Requests  Traffic Safety Committee report/update NEW BUSINESS A. Approval of Agreement Amendments – Strider Construction: Mr. Phillips requested approval of Amendments 2 and 3 of Agreement 4423 with Strider Construction for the Influent Pump Station Header Upgrade project. Councilmember Hudson moved to approve Amendment 2 in the amount of $83,472.20 and Amendment 3 in the amount of $35,990.21 of Agreement 4423 with Strider Construction for the Influent Pump Station Header Upgrade project. Motion seconded by Councilmember Beaton. Motion passed 6-0. B. Project Acceptance – Wastewater Treatment Plant Shop Building: Mr. Phillips requested acceptance of the work performed by Valdez Construction for the Wastewater Treatment Plant Shop Building. Mount Vernon City Council September 11, 2024 Page 3 of 4 Councilmember Molenaar moved to accept the work performed by Valdez Construction for the Wastewater Treatment Plant Shop Building in the amount of $1,606,557.92. Motion seconded by Councilmember Brocksmith. Motion passed 6-0. C. Approval of Agreement – Bell and Associates: Mr. Phillips requested approval of an agreement with Bell and Associates for the 2024-2028 Solid Waste Rate Study. Councilmember Tercero moved to approve an agreement with Bell and Associates for the 2024- 2028 Solid Waste Rate Study in the amount of $18,380. Motion seconded by Councilmember Hudson. Motion passed 6-0. D. Approval of Ordinance – Solid Waste Collection Rates: Mr. Phillips requested approval of the 2024-2028 Solid Waste Rate Study Collection rate updates with adoption of Ordinance 3896. Councilmember Hudson moved to approve the 2024- 2028 Solid Waste Rate Study Collection rate updates with the adoption of Ordinance 3896. Motion seconded by Councilmember Beaton. Motion passed 6-0. E. Approval of Street and Parking Lot Closure Requests: Ms. Berner request approval of a street closure request for a bomb threat exercise and a parking lot closure request for a Washington State Department of Health celebration. Councilmember Tercero moved to approve the street and parking lot closures. Motion seconded by Councilmember Hudson . Motion passed 6-0. F. Approval of Agreement Amendment – Washington State Department of Transportation (WSDOT): Mr. Reinart requested approval of an amendment with WSDOT for additional funding for the 30th Street Improvements-1 Project. Councilmember Tercero moved to approve Amendment 1 to an agreement with WSDOT for additional funding for the 30th Street Improvements- 1 Project. Motion seconded by Councilmember Molenaar. Approval of Agreement Amendment – Washington State Department of Transportation (WSDOT): Mr. Reinart requested approval of Amendment 2 with WSDOT for additional funding for the Riverside Drive Improvements-2 Project. Councilmember Hudson moved to approve Amendment 2 to an agreement with WSDOT for additional funding for the Riverside Drive-2 Project. Motion seconded by Councilmember Tercero. Motion passed 6-0. H. Approval of Agreement – HDR Engineering, Inc.: Mr. Chesterfield requested approval of an agreement with HDR Engineering, Inc. for the Park Street Pump Station. Councilmember Beaton moved to approve an agreement with HDR Engineering, Inc. for the Park Street Pump Station in the amount of $47,424. Motion seconded by Councilmember Brocksmith. Department: City Council Issue: Recognize a student from Martinsville Middle School’s 7th grade class as Virginia Municipal League’s Region 2 winner of the 2023 “If I Were Mayor” essay contest. Summary: Each fall the Virginia Municipal League (VML) invites students from VML member municipalities enrolled in the 7th grade to participate in its “If I Were Mayor” essay contest. The theme-based essays describe what the student would do as mayor to make their communities great places to live. Martinsville Middle School’s 7th grade class submitted entries to this contest with the eventual winning essay from Region 2 coming from Martinsville Middle School student William Wall. William is the 4th MMS student to win this award. A representative from Virginia Municipal League will be attending the meeting to present the award. Department: City Council Issue: Present awards to Martinsville Middle School students who recently participated in Virginia Municipal League’s “If I Were Mayor Contest.” Summary: Each fall the Virginia Municipal League (VML) invites Virginia 7th grade students from member municipalities to participate in its “If I Were Mayor” essay contest. The essays describe what the student would do as mayor to address a particular issue or to make their communities great places to live. To recognize the students who participated, City Council reviewed the essays submitted by local students and as a group, selected a 1st, 2nd, and 3rd place winner. Council will recognize the students at the May 23rd meeting. City Council Agenda Summary Meeting Date: May 23, 2023 Item No: 3. Department: City Manager Issue: Consider setting a public hearing for Council’s June 13, 2023 meeting for the purpose of receiving names of citizens interested in appointments for two 3-year terms ending June 30, 2026, and one unexpired 3-year term ending on June 30, 2024 on the Martinsville City School Board. Summary: Only those citizens whose names are brought up during the Public Hearing can be considered for appointment, and appointments cannot be made until seven days after the Public Hearing. Citizens may appear in person, stating their name, address, and interest in the position; or their name, address, and interest may be offered by another individual. Council typically conducts interviews with candidates after this meeting, with the appointments to be announced at or after Council’s second meeting in June. Attachments: Martinsville School Board current listing. Recommendations: Set the Public Hearing for June 13, 2023 City Council Agenda Summary Meeting Date: May 23, 2023 Item No: 4. Department: City Council Issue: Conduct a Public Hearing on the City’s FY23-24 Budget and consider approval of Budget Ordinance 2023-U-1 on first reading. Summary: The City’s proposed FY24 Budget was presented to Council at the April 25, 2023 meeting. Work sessions were held on Wednesday, May 10 with Schools, certain outside agencies, and a review of capital; with City departments and certain outside agencies on Tuesday, May 16 and Wednesday, May 17. An additional work session is scheduled for Monday, May 22. The budget as presented includes leaving tax rates and fees at the FY23 levels with the exception of a recommended 8% increase in electric rates. Additional information presented at the May 16 work session now also has a recommended $3 increase in both water and sewer rates. Attachments: Ordinance 2023 –U-1, outlining fund details of the proposed City’s FY23-24 Budget. Recommendations: Conduct the public hearing and approve on first reading (roll call vote), subject to changes or modifications Council desires to make.
