January 23, 2024 Council Meeting A Work Session and Briefing to discuss Consent Agenda Items was held at 5:00pm on January 23, 2024 in Room 208 Conference Room, Municipal Building. Mayor Jones, Vice Mayor Rawls, Council Member Lawson, Council Member Pearson, Council Member Mitchell, City Manager Aretha Ferrell-Benavides, Finance Director Mandy McGhee, Utilities Director Durwin Joyce, Human Resources Director Travis Hodge, Public Information Officer Kendall Davis, Sheriff Steve Draper, and Major Laura Hopkins were in attendance. Discussions were held regarding Finance appropriation of additional grants and a donation along with discussions on the proposed electric rate adjustment. Barbara Seymore, Chair of the Emergency Housing Committee presented a PowerPoint to update Council on board operations. January 23, 2024 Council Meeting The regular meeting of the Council of the City of Martinsville, Virginia was held at 7:00pm in Council Chambers, with Mayor LC Jones presiding. Other Staff Members present included Clerk of Council Karen Roberts, Police Chief Rob Fincher, Community Development Director Keith Holland, Public Works Director Greg Maggard and City Attorney Dan Siegel of Sands Anderson who participated by phone. Pledge of Allegiance by Council Member Kathy Lawson Invocation by Rev. Joe Gravely. Mayor Jones called the meeting to order and welcomed everyone to the meeting, stating that printed agendas could be found in the back of the room and on the City website for those watching from home. Proclamations And Presentations: Recognize City Employees who retired in 2023 - Human Resources Director Travis Hodge read the names of the retirees and presented retirement gifts to those in attendance. Proclamation for February Black History Month – Mayor Jones shared the theme of this year’s Black History Month. The proclamation was read by Council Member Mitchell and presented to Charisse Hairston, Executive Director of FAHI. Hairston shared details on what to expect from FAHI in the near future including a 20th Anniversary Gala. Consent Agenda – City Manager Aretha Ferrell-Benavides explained that items on the consent agenda have been previously discussed and require no additional discussion. This new format is a way to move through Council business smoothly. Council may choose to make a motion to remove an item from the Consent Agenda, at which time it would be moved to the Public Session. Council Member Mitchell made a motion to approve the consent agenda, including the appropriation of additional grants and a donation as well as approval of an electric rate adjustment; Council Member Lawson seconded the motion with all Council Members voting in favor. Communications From Visitors/Business from The Floor – Bobby Price, owner of American Patriot Liquidation at 101 East Main Street and Chairman of the Citizen Advisory Board summarized the purpose behind the CAB board. The board still has several vacancies; they need the Council and the community's help to fill those seats and explain where to find the January 23, 2024 Council Meeting application and the meeting schedule. Mayor Jones thanked the members for their work and for stepping up to help make changes to the community, especially those members who show up for every meeting. Patrick H. Wright of 1201 Spruce Street said that he may be interested in participating in the CAB and wished Council a Happy New Year. Comments By Members of The City Council – Council Member Mitchell reiterated Ms. Hairston’s comments regarding FAHI, stating that black history is not just black history, it affects everyone, and it has all throughout history and will continue in the future. Mitchell encourages residents to do their research. Council Member Pearson congratulated Delegate Eric Phillips who was sworn in this past weekend to represent the 48th district; he will represent our district with integrity and leadership. Thank you to the City employees for their retirement; they’ve built a great foundation for the City. Council Member Lawson said she is happy to have someone from Henry County to represent the local area. Lawson offered condolences to the family of Frank Draper, a retired fire department employee who passed away this past week. Lawson has received calls questioning the speed limit reduction on Spruce Street; she said this lower speed is to help prepare for the new crosswalk installation. Lawson asked the City Manager for a monthly update on legal fees for Council’s review. Vice Mayor Rawls shared that Council would be meeting with the School Board tomorrow and he invited residents to attend. Mayor Jones thanked those who attended or watched from home. Thank you to the retirees; 500 years is a long time of combined service. Jones thanked the City Manager and the administrative staff for implementing changes to help provide a better service to the citizens. Communications – City Manager Aretha Ferrell-Benavides welcomed back Greg Maggard as the Public Works Director. Greg has a history of overseeing public works and has also served as a City Manager in other communities. Ferrell-Benavides explained that the City is making strides in assessing and evaluating procedures, Council will see changes because Martinsville is a City moving forward. She looks forward to recognizing retirees going forward at future Council meetings. Council Member Mitchell asked about the surveying on Fayette Street. Ferrell-Benavides said she was unsure of the details behind the survey and that it was not a City crew doing that, but she would investigate that and would update Council when she knows more. Monthly Financial Update – City Manager Aretha Ferrell-Benavides stated that transparency is important to her and to Council. Mandy McGhee, Finance Director, has been working diligently to provide Council with updated information. McGhee presented a PowerPoint presentation updating Council on the general fund, revenue, and expenditure analysis as of December 31, 2023, along with a detailed breakdown of revenue and expenditures, the Sales Tax Analysis, Meals Tax Trend Analysis, Utility Funds including Refuse, MiNET, Water, Sewer, and Electric funds. McGhee shared that the audit was complete, and they are in the process of scheduling City Council Members to meet with the auditors from Robinson Carter Fox. Council Member Pearson stated that she is happy to get the updated budget information on a regular January 23, 2024 Council Meeting basis and asked if there was anything from McGhee’s perspective that jumps out or needs attention. Ferrell-Benavides pointed out that MiNET must be an enterprise and be self- sustaining, so they’ll be working to do that. The financial information will be online for residents to review with a system implemented soon where the citizens can interact. McGhee recognized the Finance staff for their work on the update. Engage in discovery of current state of homelessness and community support for such, including housing and behavioral health services; 2. Based on discovery, create and prioritize outputs of the commission; and 3. Draft recommendations for a warming shelter plan. The office provides professional leadership and guidance to over 350 employees in recruitment, compensation, and benefits. Staff supports and encourages personal growth and well-being through individual learning opportunities, wellness initiatives, and other HR-sponsored activities and programs. The Department will provide an update on all activities for the calendar year 2023 and the highlight activities for the upcoming year. The office currently has approximately 60 employees and serves approximately 15,000 citizens. In honor of the years of service, the city will recognize and present each retiree with a clock celebrating their years of service. None 1 Proclamation RECOGNIZING FEBRUARY 2024 AS BLACK HISTORY MONTH IN THE CITY OF MARTINSVILLE WHEREAS, Dr. Carter G. Woodson, distinguished African American author, editor, scholar, and historian who is known as the “Father of Black History” founded the Association for the Study of Negro Life and History (now the Association for the Study of African American Life and History) in September, 1915, and Negro History Week in 1926, which became Black History Month in 1976, intended to encourage further research and publishing regarding African American heritage; and WHEREAS, Americans of African descent have made valuable and lasting contributions to our country, our state, and our local community, achieving exceptional success in all aspects of society including business, education, politics, science, arts ; and WHEREAS, in 1976 Black History Month was adopted to honor and affirm the importance of the history of African Americans and to focus on the stories and teachings of those who helped build our nation, advance the cause of civil rights and strengthen families and communities; and WHEREAS, the City of Martinsville continues to work toward building an inclusive community that lives up to the American ideal of equality of educational, social, and economic opportunity for all our citizens; NOW, THEREFORE, I, LC Jones, Mayor, and members of Martinsville City Council do hereby proclaim the month of February 2024 as Black History Month in the City of Martinsville and we urge all citizens to join in celebrating the significance of African American culture in its past, present, and future. __________________________ LC Jones, Mayor STAFF REPORT MEETINGS: January 23, 2024 TITLE: Public Information Quarterly Update STAFF RESPONSIBLE Mandy McGhee, Director of Finance BACKGROUND/HISTORY The City of Martinsville has received grants and other funding since the budget was approved. The grants represent additional revenue for specific purposes, and in ordinance with accepted financial practices, such funds are not appropriated until receipt of the funds. The grants received were as follows: • $30,000 – Harvest Foundation - Creation of Pickleball Court & Community Development Project Hope. • $4,776 State Funds – Fire Program – Additional Funds beyond our initial projection were received. • $6,090 Donation- Proceeds collected from the Annual Golf Tournament to be used for Sheriff Motorcycle Maintenance. POLICY EXPLANATION NA FISCAL IMPACT/FUNDING SOURCE This will result in an additional $40,866 in revenue for project-specific activities. None 1 STAFF REPORT MEETINGS: January 23, 2024 TITLE: Electric Rate Adjustment STAFF RESPONSIBLE Durwin Joyce, Director of Electric and Mandy McGhee, Director of Finance BACKGROUND/HISTORY Martinsville Electric Department was established in 1904 to provide electric service to Martinsville's residents, businesses, and industries. The city purchases wholesale power from American Municipal Power INC to meet the city's peak demand of 42 million watt-hours. The city also generates a portion of its peak demand energy at a historic hydroelectric dam on the Smith River. This clean, reliable source of electric generation meets two percent of Martinsville's power needs and reduces the peak power demand the city must purchase wholesale. The staff maintains the dam and surrounding environment, monitors flooding conditions, removes debris, and keeps state-required records. Over the past years, the cost of providing utility services to the public has increased due to several factors. Given these increases, we are projecting an approximate 1.2-million-dollar deficit compared to the current budget. To address the projected deficit, we are recommending an increase in Power Cost Adjustment (PCA) from the current 0 to .00794 per kWh, which will result in an annual revenue increase of $1,270,400 based on projected 160,000,000 annual kWh sales. We recommend that the proposed rate adjustment be effective on/after Jan 1, 2024, and that the city adopt a policy that would automatically adjust the rate for the power cost adjustment. This would not impact any adjustment for capital and other potential rates. POLICY EXPLANATION NA FISCAL IMPACT/FUNDING SOURCE The Electric Fund is trying to recover from a lack of rate adjustments in 2021-2023. The Electric Fund is trending toward deficit due to the increase in the cost of purchased power in FY24. This will address any deficit that would have resulted in the power cost adjustment to the city that went into effect on January 1, 2024; it would not build on the city’s depleting fund balance but would 1 STAFF REPORT stabilize the balance for this fiscal year.
