Brouse, Town Clerk; Brenda Mossow, Secretary/Bookkeeper Frank Diagostino Highway/Airport Supervisor The Supervisor opened the meeting with the Pledge of Allegiance. Resolutions: Resolution # 146 - 2020 To Authorize the Massena Town Court to Apply for a Justice Court Assistance Program (JCAP) Grant in the 2020-2021 Grant Cycle up to $30,000.00 or the exact amount being requested Motion by: Councilwoman Bellor Vote: Second by: Councilman Carbone Aye Nay Abstain Absent O’Shaughnessy X Nicola X Bellor X Carbone, Jr. X Elsner X Motion carried. Resolution # 147 - 2020 To Authorize the Town Supervisor to sign the Renewal Water Service Contract with Water Wise Inc. for the Massena Town Hall for the period 09/30/2020 to 09/30/2021 in the amount of $2,664.34, Payable in Monthly Installments as Outlined in the Contract. Motion by: Councilwoman Bellor Vote: Second by: Councilman Elsner Aye Nay Abstain Absent O’Shaughnessy X Nicola X Bellor X Carbone, Jr. X Elsner X Motion carried. 2021 Budget:  Town Clerk acknowledges receipt of the Tentative 2021 Budget on September 30, 2020.  Tentative Budget was presented to the Town Board.  Supervisor O’Shaughnessy presented the Budget Review Schedule. Budget Review Schedule: Wednesday October 7, 2020 at 4:00 PM  Massena Town Court  Massena Meals On Wheels  The Massena Humane Society Wednesday October 14, 2020 at 4:00 PM  Massena Rescue Squad  Massena Senior Citizens  Massena Public Library  Massena Museum Budget Review(s): The Town Board reviewed the Town Highway and Massena International Airport Budget for 2021, as presented by Mr. Diagostino. Discussion followed regarding a possible discrepancy between the Tax Cap amount presented by Mrs. Mossow as interpreted by Councilman Elsner and Councilman Carbone.
