Town Board Minutes September 20, 2023 MINUTES Massena Town Board Meeting & Public Hearing Date/Time: Wednesday, September 20, 2023 @ 4:30 PM Location: Massena Town Hall This meeting was Live Streamed on Zoom.. The meeting was called to order at 4:30 PM. The Supervisor led the Pledge of Allegiance. Public Hearing: Motion made to open the Public Hearing for the purpose of considering a Local Law to override the 2% Tax Cap for the 2024 Budget. Motion made by Councilperson Facteau and second by Councilperson Carvel to open the Public Hearing at 4:30. There were no comments, and a motion was made by Council Person Facteau and second by Councilperson Taraska to close the Public Hearing at 4:35. Motion made by Councilperson Carvel and second by Councilperson Willer to open the Public Hearing at 4:36 to pass a Local Law for a Moratorium on all Billboard Development, Construction & Installation in the Town of Massena, expiring on the 28th of February 2024. There were no comments, and a motion was made by Councilperson Willer and second by Councilperson Carvel to close the Public Hearing at 4:40. Announcements/Notifications: Supervisor read the Proclamation to the Nihanawate Chapter Daughters of the American Revolution. Supervisor Bellor read the resignation letter from Assessor Vernon Brand on his upcoming retirement, and thanked him for all of the work he has done for the Town of Massena. Presentations/Discussions: Associate Administrator Jeffery Scharf with GLS (Great Lakes St. Lawrence Seaway Development Corporation gave an update on the new Visitors Center at the Eisenhower Locks. Ben Dixon gave an update on the merger for the Chamber of Commerce. Chipped brush pile 1 time. Mowed cemeteries 2 times. Received new Kaufman Trailer. Received new John Deere Mower for Cemeteries. Continued North Racquette road work. Paved North Racquette on 9/11 and 9/12. Fixed waterline break on South Grass. Equipment Repairs Highway: #45 replaced air valve. #47 replaced clutch pedal spring. #49 repaired trailer wiring plug. Massena Airport Boutique Air numbers for August 2023 236 Enplaned, 239 Deplaned, 475 Total, 88 landings. 2 Cancelled flights for August 2023. The Runway 5/23 rehab project is continuing. Runway 5/23 is scheduled to re-open on 9/28. Taxiway A east end lights are still out. Continuing to mow. Massena Library No new issues Massena Museum Prepared the parking lot for new storage building. No new issues. Massena Town Hall No new issues. Page 7|8 Town Board Minutes September 20, 2023 Report Submitted by Deb Willer: Updates from the September 12, 2023, Library Board Meeting August was very busy with numerous programs offered. The presentation by the Sheriff’s Department with their K-9 was very well attended. Upcoming special programs include Sewing 101, Basket Making, Friday afternoon at the Movies, an adoptable pet show in conjunction with the Humane Society. The library will also participate in the Louisville Fall Festival and the Massena Pumpkinpalooza. Circulation numbers continue to increase. The community engagement via their Facebook page is very positive and the number of views and shares is significant. Our library director and several trustees will be attending a North Country Library System meeting and a NY Library Association conference. Friends of the Library continue with fundraising events and are progressing with their goal of becoming a 501c3. Residents are encouraged to visit the library and follow them on their Facebook page for details on all the upcoming programs. The next meeting will be October 10th at 4:15pm. We hosted a successful street hockey camp with over 30 participants Aug 21-24. Rockin the River at Massena Town Beach was a huge success! Massena Recreation will be hosting a frisbee golf day at the Massena Town Beach on 9/16. We are still having softball tournament after the conclusion of the league season, so the fields continue to get used. The Train and Toy Show is the weekend of the 23rd and 24th of September and we will be starting the refrigeration on the 24th of September to start the ice making process. We will be looking into a land use agreement with Little League as there was never anything in place on paper for Little League to use the fields at North Main and Springs Park. Motion made by Council Member Willer to go into Executive Session at 6:06 PM, seconded by Council Member Carvel. Returned to Public Session at 6:47 PM.
