BOARD OF DIRECTORS MEETING MINUTES
August 18, 2016

Call to Order
BDC President, Larry Ralston, called the meeting to order at 4:30 pm.
Minutes of the July Regular Meeting
A motion was made by Chris Herrick to approve the minutes of the July 2016 Regular
Meeting; that motion was seconded by Paul Rufa and passed with all members present voting
‘Aye’.
Financial Report for July 2016
There was discussion about increasing the total dollar amount of the Rail Spur based on
the in-kind work that has been done by Curran Renewables and whether the Industrial Park
Infrastructure needs to be modified.
A motion was made by Dave LaClair to approve the July 2016 Financial Reports; that motion
was seconded by Jeff Dobbins and passed with all members present voting ‘Aye’.
Comparative Budget for July 2016
The budget was reviewed; no modification is necessary this month.
Operations Committee
Tom: There was no meeting this month.
Infrastructure Committee
Tom: The Committee met on the 17th to discuss the Massena Core of the Community
funding and how the BDC will administer it.
Marketing Committee
Tom: The Committee did not meet this month.
Alcoa Update
Tom: They continue to separate the facilities at the plant.
Core of the Community
Tom: This group met on July 27 and will continue their discussions about how to manage
the funds in a later meeting. The program on having first floor commercial and second floor
residential components, as well as façade, interior build-out, signage and rent subsidy
components. We will have to formulate an application process and there will be need to follow all
local and state laws and regulations. We will also need to define the perimeters of the
participation area.
Larry: The mayor would like our recommendations by November 1; I would like us to try to
get it pretty well done by October 1.
Grasse River Blueway Corridor
Tom: This group met on July 20 and will meet on August 29 in Russell.
Industrial Park/Rail Spur
Tom: The New York Power Authority invoicing procedure is now in place and we expect
payment for the initial use of the Rail Spur soon. There still needs to be some good
communication set up between the NYPA and CSX as to scheduling.
Mayor’s Leadership Council
Tom: There was no meeting
Moving Massena Forward Community Coalition
Tom: This group met on July 26 and August 10, discussed tourism and recreation.
North Country Alliance
Tom: I was unable to call into this meeting.
North Country Regional Economic Development Council
Tom: Nothing to report this month
North Country Re-Development Task Force
Tom: There was a BOA Conference call
RACER/General Motors Site
Tom: Nothing new to report here; it is still on-target to be completed next year.
Restore New York Grant
Tom: Nothing new to report this month.
River Valley Re-Development Agency
Tom: There will be a meeting next week in Louisville.

Yesterday the IDA accepted an application from St. Lawrence Soyway for a $10M
bonding to finance the project.
Start-Up New York
Tom: Nothing to report, and I don’t think we’ll hear much about this in the future.
Theatre
Tom: Nothing new to report.
Staff Report
Tom: I think that all I have to report has been covered.
New and Other Business
Nothing to report
Liaison Reports
Steve: The old Museum building is for sale, the opening of the Museum at its new location
has not bee determined.

Move to Executive Session
A motion was made by Dave LaClair to move to Executive Session at 5:05 pm, that motion
was seconded by Chris Herrick and passed with all members present voting ‘Aye’.
Return to Regular Session
A motion was made by Chris Herrick to return to the Regular Session at 5:30 pm, that
motion was seconded by Paul Rufa and passed with all members present voting ‘Aye’.
Adjournment
A motion was made by Chris Herrick to adjourn at 5:40 pm, that motion was seconded by
Dave LaClair and passed with all members present voting ‘Aye’.
The next meeting of the Board of Directors of the Massena Business Development
Corporation will be held on Thursday, Sept 15 at 4:30 pm, in Room 30 of the Town Hall.
