BOARD OF DIRECTORS MEETING MINUTES
September 15, 2016

Call to Order
BDC President, Larry Ralston, called the meeting to order at 4:35 pm.
Minutes of the August Regular Meeting
August Minutes were not reviewed because there was not a quorum of members that had
attended that meeting.

Operations Committee
Tom: The Committee met on the 12th and discussed the St. Lawrence Soyway project,
which is moving forward with the IDA work on a bond for them; RACER is standing by the 2011
agreement limiting the use of the property to Industrial while BOA feels that other uses should be
look into; BOA will meet again in October.
Infrastructure Committee
Tom: The committee met to discuss the Core of the Community and work on guidelines
for administering it. The draft of those guidelines was sent to all Directors for their review.
Marketing Committee
Tom: The Committee did not meet this month.
Alcoa Update
Tom: Nothing new to report, the split in the company is expected to take place in October.
Core of the Community
Tom: There was a meeting on the 7th; please let Linda know if you have any comments on
the document that was e-mail to you.
Grasse River Blueway Corridor
Tom: There will be a meeting on the 29th, this group is coming along and becoming more
active and cohesive.
Industrial Park/Rail Spur
Tom: The New York Power Authority discussions continue.
Mayor’s Leadership Council
Tom: There was no meeting
Moving Massena Forward Community Coalition
Tom: This group will meet in the coming week to finalize their charter.
North Country Alliance
Tom: The annual meeting is scheduled for September 25.
North Country Regional Economic Development Council
Tom: This meeting was primarily in Executive Session while they reviewed CFA’s.
North Country Re-Development Task Force
Tom: Nothing to report here
RACER/General Motors Site
Tom: This was discussed under Operations Committee
Restore New York Grant
Tom: Nothing new to report this month.
River Valley Re-Development Agency
Tom: Nothing new to report
St. Lawrence County Economic Development
Tom: This group discussed bringing all the River Blueway Groups together under one tytle
Theatre
Tom: We would like them to consider using their Massena Revitalization grant in a
different section of the Theatre because they have reached a standstill right now with their façade
improvements.

Tom: The Pharma Corporation, located at the overpass on Willow Street, was recently
acquired by Kingston Pharma. Currently we see that there is no activity over there, but the
company will be utilizing that property in the near future.
Swift Eyewear, located on Outer East Orvis Street, has been doing extensive
remodeling work on the old Lincoln-Mercury garage and will be utilizing space for manufacture of
lenses, and an Incubator space is planned for use by start-up companies.
New and Other Business
Larry: I would like to appoint a Nominating Committee for 2017 Officers; Jeff Dobbins,
Dave LaClair and Dan Pease. I will not be asking for reappointment at the end of this year, I have
enjoyed the six years that I have been a part of this Board.

Questions from the Press
Bob: Could you clarify for me what the Revitalization Funds are that you have referred to?
Tom: Funds that the Town of Massena awarded for us to use to assist businesses with
improvements in their buildings; we have just a very small amount of money remaining to be used.
Adjournment
A motion was made by Dan Pease to adjourn at 5:15 pm, that motion was seconded by Jeff
Dobbins and passed with all members present voting ‘Aye’.
The next meeting of the Board of Directors of the Massena Business Development
Corporation will be held on Thursday, October 20 at 4:30 pm, in Room 30 of the Town Hall.
