BUSINESS DEVELOPMENT CORPORATION FOR A GREATER MASSENA BOARD OF DIRECTORS MEETING MINUTES November 16, 2017 Board Members: Paul Rufa, President Dave LaClair Ron Bacon Dan Pease Jeff Dobbins Anthony Viskovich Excused: Chris Herrick Staff: Tom Sullivan, Executive Director Linda Williams, Secretary Call to Order BDC President, Paul Rufa, called the meeting to order at 4:30 pm. Minutes of the August Regular Meeting A motion was made by Dan Pease to approve the September 2017 Minutes, that motion was seconded by Dave LaClair and passed with all members present voting ‘Aye’. Financial Report s for August and September 2017 A motion was made by Anthony Viskovich to approve the August 2017 Financial Reports, that motion was seconded by Dan Pease and passed with all members present voting ‘Aye’. A motion was made by Anthony Viskovich to approve the September 2017 Financial Reports, that motion was seconded by Dave LaClair and passed with all members present voting ‘Aye’. Comparative Budget s for August 2 and September 017 The reports were reviewed; no one had any comments. Nominating Committee Paul Rufa selected a Nominating Committee for recommendations for officers for 2018; Ron Bacon, Dan Pease and Anthony Viskovich will be on that committee and give their recommendations at the Annual Meeting in January 2018. Operations Committee The Committee met on Monday and discussed the upcoming year and the future of the BDC. Infrastructure Committee No meeting was held this past month. Marketing Committee Again, there was no meeting Alcoa/ Arconics Update Tom: There is some discussion about the Town of Massena taking over the water supply at the East Plant. Community Revitalization Committee The Committee had a presentation on the water supply at the Alcoa East Plant and other changes A hydroponic greenhouse project has been proposed to begin in the Spring of 2018, but they would have very minimal labor needs Grasse River Blueway Corridor Tom: The meeting was cancelled Grasse River Clean Up Tom: Still working to be sure the cleanup can begin in the spring Industrial Park/Rail Spur Tom: Trying to get some paving done, but it probably will now have to wait until the spring. Massena Core of the Community Tom: We still only have five projects complete. We will get in touch with the businesses that we have not yet heard from to find out the status of their projects. Moving Massena Forward Community Coalition Meeting cancelled New York Power Proceeds Tom: They have one application and the committee will meet in December North Country Alliance Tom: There was a teleconference meeting on the 15th, but I was unable to call in North Country Re-Development Council Nothing to report North Country Regional Economic Development Council We have not yet heard anything about the Theater application RACER/General Motors Site Nothing new to report Restore New York Grant Nothing to report Nov 16, 2017 Minutes - BDC Board Meeting Pg 2 of 3 River Valley Re-Development Agency They met on Tuesday St. Lawrence Country Economic Development The group met on Wednesday, and the discussions were about restoring the Slavin’s Building; asbestos abatement has begun St. Lawrence Soyway On Monday we met with them, they are working on funding, perhaps a via bonds Theatre Nothing new to report, waiting to hear on a grant applicaiton Consultant & Liaison Reports No attendance at the meeting Questions from the Press No attendance at this meeting Executive Session Dan Pease made a motion that the Board move to Executive Session at 5:00 pm, that motion was seconded by Dave LaClair and passed with all members voting ‘Aye’. Anthony Viskovich made at motion to close the Executive Session at 5:25 pm, that motion was seconded by Jeff Dobbins and passed with all members voting ‘Aye’. Attorney Dan Pease made a motion that the Board hire John Hebrand to review the future regarding the Massena Rail Spur, that motion was seconded by Dave LaClair and passed with all members present voting ‘Aye’. Paul Rufa will make the initial contact with Mr. Herbrand this week. Adjournment A motion was made by Dave LacLair to adjourn at 5:30 pm, that motion was seconded by Anthony Viskovich and passed with all members present voting ‘Aye’. The next meeting of the Board of Directors of the Massena Business Development Corporation will be held on Thursday, January 19, 2018 at 4:30 pm, in Room 30 of the Town Hall.
