BUSINESS DEVELOPMENT CORPORATION FOR A GREATER MASSENA BOARD OF DIRECTORS MEETING MINUTES January 17, 2018 Board Members: Paul Rufa, President Dave LaClair Ron Bacon Anthony Viskovich Jeff Dobbins Excused: Chris Herrick Dan Pease Staff: Tom Sullivan, Executive Director Linda Williams, Secretary Public: Melanie Cunningham, Town of Massena Bob Beckstead, Courier-Observer Call to Order BDC President, Paul Rufa, called the meeting to order at 5:05 pm. Minutes of the November Regular Meeting A motion was made by Dave LaClair to approve the November 2017 Minutes, that motion was seconded by Anthony Viskovich and passed with all members present voting ‘Aye’. Financial Report s for October, November, December 2017 Reports were unavailable Comparative Budget s for October, November, December 2 017 Reports were unavailable Operations Committee Tom: Nothing to report from this Committee. Infrastructure Committee Tom: There have been discussions regarding the Rail Spur, but no formal Committee meeting. Marketing Committee Tom: At the Board’s approval Tom will revise the Progress Report for the North Country Now special edition. Alcoa/ Arconics Update Tom: The East Plant is under a lease agreement, anyone wanting more information about that should contact Alcoa’s Public Relations Office. Two companies have shown interest in leasing part of the West Plant. Community Revitalization Committee Tom: This month’s meeting was cancelled Grasse River Blueway Corridor Tom: No meeting, but their draft plan is available on line. Their next meeting is scheduled for February 13 @ 7:00 pm in Canton. Grasse River Clean Up Tom: What preparatory work can be done is finished at the site, the plans are to begin the actual clean up of the river this spring. Industrial Developers At The most recent meeting, NYPA reported that through their contract with the Global Search Firm (OCO) continues in the search for companies to locate in the North Country. Industrial Park/Rail Spur Tom: If there is a need for the loading pad, paving will probably be done in the early spring. Massena Core of the Community Tom: A couple of the businesses have requested an extension of time for completion of their projects, we are waiting to hear on whether that will be granted. We need to contact a few of them to ascertain their progress. Mayor’s Leadership Council Tom: There was no meeting Moving Massena Forward Community Coalition Tom: Meeting is scheduled for next week New York Power Proceeds Tom: Only one application has been received for the next meeting. North Country Alliance Tom: I was unable to call in on the recent teleconference North Country Re-Development Council Nothing to report North Country Regional Economic Development Council The Village got funding for their salt barn. RACER/General Motors Site Nothing new to report Jan 17, 2018 Minutes - BDC Board Meeting Pg 2 of 3 Restore New York Grant There is no new information on the Slavin’s grant River Valley Re-Development Agency The 2018 applications will be available soon; grants will be for a maximum amount of $20,000 St. Lawrence Country Economic Development Advisory Board The group met last week, but nothing of significance to report. The next meeting is scheduled on February 14 @ 10:00 am at the IDA Conference Room. St. Lawrence Soyway The company had wanted to close on the Industrial Park property on December 27, but it wasn’t possible. The approval for the subdivision of the lot is now approved and it is hoped that the sale will be completed in February. Theatre - New York Main Street Grant The theater did not get the total they requested and need to do a revised Scope of Work to reflect the decrease in funding; the request was for $500,000 and they received $300,000. This needs to be soon, as it has been requested by the Main Street Program office; Shawn Gray said that they will work on it when they have hired an architect. Consultant & Liaison Reports Currently no questions Questions from the Press No questions Executive Session Dave LaClair made a motion that the Board move to Executive Session at 5:40 pm, that motion was seconded by Ron Bacon and passed with all members voting ‘Aye’. The move to Executive Session was to discuss contracts and personnel. Jeff Dobbins made at motion to close the Executive Session at 6:15 pm, that motion was seconded by Dave LaClair and passed with all members voting ‘Aye’. Adjournment A motion was made by Ron Bacon to adjourn at 5:20 pm, that motion was seconded by Anthony Viskovich and passed with all members present voting ‘Aye’. The next meeting of the Board of Directors of the Massena Business Development Corporation will be held on Thursday, February 15, 2018 at 4:30 pm, in Room 30 of the Town Hall.
