BUSINESS DEVELOPMENT CORPORATION FOR A GREATER MASSENA BOARD OF DIRECTORS MEETING MINUTES - AMENDED March 15, 2018 Board Members: Ron Bacon, Vice President Dave LaClair Paul Rufa, President, Conf Call Dan Pease Jeff Dobbins Anthony Viskovich Chris Herrick Staff: Tom Sullivan, Executive Director Linda Williams, Secretary Public: Trish Wilson Melanie Cunningham, Town of Massena Steve O’Shaughnessy (Dropped by) Call to Order BDC Vice President, Ron Bacon, called the meeting to order at 4:32 pm. Minutes of the November Regular Meeting A motion was made by Dan Pease to approve the January 2018 Minutes, that motion was seconded by Anthony Viskovich and passed with all members present voting ‘Aye’. Financial Report s for October, November, December 2017 A motion was made by Dan Pease to approve the October, November and December 2017 Financial Reports, that motion was seconded by Jeff Dobbins and passed with all members present voting ‘Aye’. Comparative Budget s for October, November, December 2 017 These were all discussed, no changes suggested Operations Committee Tom: Nothing to report from this Committee. Infrastructure Committee Tom: There have been discussions regarding the Rail Spur, but no formal Committee meeting. Marketing Committee Tom: There is nothing to report on Alcoa/ Arconics Update Tom: The East Plant is under a lease agreement. There is not yet a determination on the provision of power from NYPA. We may hear something after NYPA’s Board of Trustees March meeting. The Town has made a decision to not take over the water plant at that location. Community Revitalization Committee Tom: Establishing specialized High School and Collegiate fishing teams in the area was discussed, modeled after Tennessee’s program as presented by Dennis Tumlin. Grasse River Blueway Corridor Tom: They continue the process of selecting a logo. The Town, Village and myself had a conference call with Monica Ryan, the consultant for the Blueway Trail. We wanted the Village Water Street Park and the Amvets site on the River to be included, as well as the lay down location Alcoa is using for the Grass River cleanup. Grasse River Clean Up Tom: This is still slated to begin as soon as the weather permits. Industrial Park/Rail Spur Tom: Curran Renewables is still not ready to begin utilizing the rail spur, but they do feel that the BDC should install the pad because it will be utilized in the future, as well as that it will be a good feature to have to encourage others to use the site. There was discussion regarding the division of Lot 7 in the Industrial Park, a lot that is currently owned by the BDC. The division would set aside a portion of the lot that will be used to ensure ample access to the rail spur in the future. The Board agreed to proceed with that division, and Dan Pease will take care of it. Massena Core of the Community Tom: This is really ‘winding down’ now. The businesses that have not utilized their grant will be contacted asking that they let us know if they will or will not be using their grant. Power Authority of the State of New York Trish: New York Power Proceeds : One project is interested in taking advantage of this but is not yet ready to proceed. Global Search : International companies are very interested in obtaining a base in the U.S., and we are working to try to get some new enterprises in our area. RACER/General Motors Site Tom: The clean-up project should be complete this year. RACER is still looking for someone to provide water to the site. RACER also did a Press Release around the Blockchain issue. They are willing to talk to interested companies. Restore New York Grant There is no new information on the Slavin’s grant River Valley Re-Development Council Tom: The next meeting is scheduled for June Mar 15, 2018 Minutes - BDC Board Meeting Pg 2 of 3 St. Lawrence Country Economic Development Advisory Board The group met last week, but nothing of significance to report. The next meeting is scheduled for April 11 at 10:00 am in the IDA Conference Room. St. Lawrence Soyway Tom: It was indicated to us that the project had another funding source withdraw, although the Tribe is still committed to the project. Theatre - New York Main Street Grant Tom: The Theatre Group has gotten some response to their search for an architect, and will work on a new Scope of Work as soon as they hire one. Their original Scope of Work was based on a $500,000 grant, and they received $300,000; the NY Homes and Community Development requires a Scope of Work that encompasses the actual grant. Consultant & Liaison Reports Currently no questions Questions from the Press No representative at the meeting Adjournment A motion was made by Dan Pease to adjourn at 5:45 pm, that motion was seconded by Chris Herrick and passed with all members present voting ‘Aye’. The next meeting of the Board of Directors of the Massena Business Development Corporation will be held on Thursday, April 19, 2018 at 4:30 pm, in Room 30 of the Town Hall.
