BUSINESS DEVELOPMENT CORPORATION FOR A GREATER MASSENA BOARD OF DIRECTORS MEETING MINUTES November 15, 2018 Board Members: Paul Rufa, President (Conf Call) Dan Pease Ron Bacon, Vice President Jeff Dobbins Excused: Anthony Viskovich Dave LaClair Absent: Chris Herrick Staff: Tom Sullivan, Executive Director Linda Williams, Secretary Public: Matt LeBire, Village of Massena Sam Carbone, Town of Massena Call to Order BDC President, Paul Rufa, called the meeting to order at 4:30 pm. Minutes of the October Regular Meeting A motion was made by Dan Pease to approve the July 2018 minutes, that motion was seconded by Jeff Dobbins and passed with all members present voting ‘Aye’. Financial Report s for July, August, September , October 2018 No financial Reports were available Comparative Budget Reports for July, August, September , October 2018 The reports were unavailable Budget The 2019 Proposed Budget has been presented to both the Town and the Village. Operations Committee Tom: No meeting this month Infrastructure Committee Tom: No meeting this past month Marketing Committee Tom: No meeting this month Alcoa/ Arconics Update Tom: No real update this month; there was an October 23 quarterly meeting Commun ity Revitalization Committee Tom: Met on November 1, discussed centralizing the Chambers of Commerce in the County Grasse River Clean Up Tom: The progress continues, they will begin clean up in the spring Industrial Park/Rail Spur /Rail Pad Tom: We have asked Dennis Elias if more work is needed to complete this project. We have not yet received an invoice from Luck Brothers for the work. Dan Pease asked what may need to be done so that cars could off-load from both sides; Paul Rufa said that it would be necessary to discuss that with CSX to find out what their requirements are. North Country Alliance Tom: They have another project that they will be passing on to get approval for funding North Country Re gional Economic Development Council Tom: They will be announcing their award on December 11 RACER/General Motors Site Tom: No activity at this time, but Venue Strategies called and they are still interested in the RACER site. Restore New York Grant Tom: The Mill Building project is still in progress St. Lawrence Country Economic Development Advisory Board Tom: They met today, discussed Agribusiness and fishing in the area St. Lawrence Soyway Tom: Still waiting to see if this is going to materialize Theatre - New York Main Street Grant Tom: Still moving forward; an environment letter has been sent to Albany. The asbestos clean-up could cost up to $300,000, and those costs do fall within the scope of the Main Street Grant. New Business/Other Business Tom: I have had an inquiry from someone interested in buying our lot at the Industrial Park, but the offer from Soyway is still on the table. We need to see if they will be following through, or if we can entertain new offers. November 14, 2018 Minutes - BDC Board Meeting Pg 2 of 3 Paul: We have selected the candidate for the new Director’s position and he is slated to begin on December 3, 2018. We need to put the Budget Approval on the agenda for December, and Linda will send the Board members the 2018 Attendance Sheet showing the member expiration dates. The Nominating Committee for the 2019 Officers is Ron Bacon, Jeff Dobbins and Dan Pease. They will submit their recommendations at the December meeting and we will act on that at the meeting. Consultant & Liaison Reports Sam Carbone: Regarding the Grasse River clean-up, I have asked that Alcoa consider leaving the dock and additional structures at the site when they have finished the clean-up so that the Town may use them in for recreational purposes in the future. I have discussed the possibility of a student group from Clarkson University prepare a list of vacant buildings in our area for use in marketing ourselves to industry and business. Questions from the Press No representative at the meeting Adjournment A motion was made by Dan Pease to adjourn at 5:40 pm, that motion was seconded by Jeff Dobbins and passed with all members present voting ‘Aye’. The next meeting of the Board of Directors of the Business Development Corporation for a Greater Massena will be held on Thursday, December 20, 2018 at 4:30 pm, in Room 30 of the Town Hall.
