BOARD OF DIRECTORS MEETING MINUTES
October 11, 2018

Call to Order
BDC President, Paul Rufa, called the meeting to order at 4:30 pm.
Minutes of the March Regular Meeting
A motion was made by Dan Pease to approve the July 2018 minutes, that motion was
seconded by Dave LaClair and passed with all members present voting ‘Aye’.
Financial Report s for June, July, August, September 2018
No financial Reports were available
Comparative Budget Reports for June, July, August, September 2018
The reports were unavailable
Before moving on to the general meeting we had an informational session from John Wicke
regarding the search for a new Director. It is hoped that a hiring decision will be made at the
November meeting. Mr. Wicke said they had twenty applications, and they narrowed the likely
candidates down to four; benefits were something that the candidates all had put an emphasis on.
The final candidate will need to be screened, have a full background check done.
Operations Committee
Tom: No meeting this month
Infrastructure Committee
Tom: No meeting this past month
Marketing Committee
Tom: No meeting this month
Alcoa/ Arconics Update
Tom: Alcoa is doing okay, Arconics may be changing ownership
Community Revitalization Committee
Tom: Nothing to report
Grasse River Blueway Corridor
Tom: They are in the process of identifying areas for development
Grasse River Clean Up
Tom: The progress is ongoing, plans are still to be “in the river” in the spring of 2019
Industrial Park/Rail Spur /Rail Pad
Tom: The survey for the rail pad was completed on October 9, 2018; Luck Brothers is
waiting for materials and expect to have the work done in November; Curran renewable is still
planning to utilize the pad.
Massena Core of the Community
Tom: We have approved one request and are awaiting information on the other.
North Country Alliance
Tom: No new information
RACER/General Motors Site
Tom: They continue to work on the water filtration system
Restore New York Grant
Tom: There is another Water Street building that is still under consideration
St. Lawrence Country Economic Development Advisory Board
Tom: They are trying to get people to return to the area to help re-develop
St. Lawrence Soyway
Tom: No new activity, they are still interested in opening a plant, funding continues to be
an issue
Theatre - New York Main Street Grant
Tom: Still moving forward; an environment letter has been sent to Albany. The asbestos
clean-up could cost up to $300,000, and those costs do fall within the scope of the Main Street
Grant.

Move to Executive Session
At 5:15 pm Dan Pease made a motion that the Board go into Executive Session, that motion
was seconded by Jeff Dobbins and passed with all members present voting ‘Aye’.
Move to leave Ex ecutive Session
At 6:00 pm Dan Pease made a motion that the Board leave Executive Session, that motion
was seconded by Chris Herrick and passed with all member present voting ‘Aye’.
Adjournment
A motion was made by Chris Herrick to adjourn at 6:05 pm, that motion was seconded by
Dan Pease and passed with all members present voting ‘Aye’.
The next meeting of the Board of Directors of the Business Development Corporation for a
Greater Massena will be held on Thursday, November 15, 2018 at 4:30 pm, in Room 30 of the
Town Hall.
