BOARD OF DIRECTORS MEETING MINUTES
July 12, 2018

Call to Order
BDC President, Paul Rufa, called the meeting to order at 4:30 pm.
Minutes of the March Regular Meeting
A motion was made by Dan Pease to approve the May 2018 Minutes, that motion was
seconded by Ron Bacon and passed with all members present voting ‘Aye’.
Financial Report s for January, February, March, April , May and June 2018
A motion was made by Dan Pease to accept the January through June 2018 Financial
Statements as submitted; that motion was seconded by Chris Herrick and passed with all members
present voting ‘Aye’.
Comparative Budget Reports for January, February, March, April , May, June 2018
There was no discussion relevant to the budgets
Operations Committee
Tom: No meeting this month
Infrastructure Committee
Tom: The Rail Pad progress was discussed at this meeting
Marketing Committee
Tom: No meeting this month
Alcoa/ Arconics Update
Tom: No new developments; I spoke with Senator Schumer on July 3 about the importance
of the continuation of the plant here in Massena and he assured me that his office maintains
communication with Pittsburgh offices
Community Revitalization Committee
Tom: A meeting is planned for July 18 in Louisville
Grasse River Blueway Corridor
Tom: The final plan for this endeavor is complete
Grasse River Clean Up
Tom: The progress is ongoing, plans are still to be “in the river” by 2019
Industrial Development A
Tom: They are in discussion with a firm that is interested in the only vacant building in the
Industrial Park. The company wants their name kept quiet for the time being.
Industrial Park/Rail Spur /Rail Pad
Tom: Bid specs are to be complete this week, bids awarded by the August meeting or
sooner and a fall completion is expected
Massena Core of the Community
Tom: We have two requests that will be reviewed soon.
Moving Massena Forward Community Coalition
Tom: The mayor did a thirty-minute on-line presentation to the committee for downtown
development
North Country Alliance
Tom: IDA was notified of a $150,000 funding to Kingston Pharma
RACER/General Motors Site
Tom: Discussed this with Sen. Schumer’s aide, asked for some assistance in getting this
moving forward.
The St. Regis Mohawk Tribe continues to be interested in obtaining the south
portion of the property.
Restore New York Grant
Tom: The work on the Slavin’s Building is progressing
St. Lawrence Country Economic Development Advisory Board
Tom: There is a meeting scheduled later this month

St. Lawrence Soyway
Tom: There is no activity here, I did speak with people at the St. Regis Mohawk Tribe and
they are sill interested in seeing this project through
Theatre - New York Main Street Grant
Tom: This project is on-going, they have an architect working on the project
New Business/Other Business
Tom: There is a firm that is considering the purchase of the CSX Line; I will keep myself
informed on the progress of that.
There was a lot of discussion regarding the changes that will take place in the near future
regarding the structure of the BDC. The Board of Directors will work on developing an updated Job
Description for the Executive Director and then steps will be taken fill that position. Also, there
will be changes to the goals of the Corporation, directing more efforts to community development.

A motion was made by Dan Pease to adjourn at 5:45 pm, that motion was seconded by
Chris Herrick and passed with all members present voting ‘Aye’.
The next meeting of the Board of Directors of the Business Development Corporation for a
Greater Massena will be held on Thursday, August 16, 2018 at 4:30 pm, in Room 30 of the Town
Hall.
