COMMON COUNCIL MEETING MINUTES
March 12, 2024 at 6:30 PM
303 Mansion Street Mauston, WI
1. Call to Order/Roll Call- The Mauston Common Council met in a regular session on Tuesday,
March 12, 2024. Mayor Dennis Nielsen called the meeting to order at 6:30 pm. Members present
were Donna McGinley, Courtney Ferguson, Barb Hoilien, Leanna Hagen, Jim Allaby, Rick Noe,
and Darryl Teske. Also present were Mayor Dennis Nielsen, City Administrator Daron Haugh, and
Deputy Clerk Nicole Lyddy.
2. Pledge of Allegiance- Mayor Nielsen led the pledge.
3. Minutes- Motion made by Noe, Seconded by Teske to approve minutes of February 27, 2024, with
corrections as to Ferguson being absent at that meeting. Motion carried.
4. Citizens' Address to the Council- None
5. Reports from Committees, Boards, and Commissions- Noe stated that he and Haugh
attended the Airport's 20-year plan meeting which was very informative.
6. Public Works Committee Report-
a. Motion made by Noe, Seconded by Allaby to approve payment #6 to Greke Excavating of
$69,793.40 for the Ensch Street project. The motion was carried by a unanimous roll call
vote.
b. Motion made by Noe, Seconded by McGinley to approve 2024 street repair bid of Scott
Construction's bid of $104,663.79. Motion carried by unanimous roll call vote.
c. Motion made by Noe, Seconded by Allaby to approve bid of $111,650.00 from Century Traffic
for epoxy markings. Motion carried by unanimous roll call vote.
d. Director of Public Works- Nelson mentioned that maintenance work on manholes is
underway. The wastewater project is slated to begin tentatively in August, and the bar screen
has already been ordered. Additionally, he noted that brush pickup will commence during the
second week of April.
In addition, Noe also expressed gratitude for Nelson and his team's efforts in clearing the
garbage accumulated on the interstate on/off ramps, as it presents a poor image for visitors
entering the city.
7. Finance and Purchasing Committee Report - Motion made by Teske, Seconded by Hoilien to
approve vouchers of $382,973.23. Motion carried by unanimous roll call vote.
8. CDBG Mauston Citizen Participation Plan-
a. Motion made by Noe, Seconded by Ferguson to approve Resolution 2024-02 adopting a
Citizen Participation Plan. Motion carried.
b. Motion made by Noe, Seconded by Allaby to create a Citizen Participation Plan (CPP)
Committee with the council as initial members with the ability to appoint other members as
needed. Motion carried.
c. Motion made by Noe, Seconded by Teske to approve Resolution 2024-03 Policy to Prohibit
the use of Excessive Force, and to enforce applicable state and local laws, prohibiting
physically barring entrances/exists for non-violent civil rights demonstrations. Motion carried.
d. Motion made by Teske, Seconded by Hoilien to approve Resolution 2024-04 for the
Submission of a Community Development Block Grant (CDBG) Application. Motion carried.
9. Fire Department's February Report- Allaby gave the fire department report and answered any
questions
10. City Council Report- None
11. Mayor's Report- The Mayor presented Officer Adam Noe with a 10-year service Recognition
certificate from the City.
12. City Administrator's Report- Haugh stated that the workman's comp audit went well. He also
talked about implementing a TID 4 grant application process. Also, the Municipal Code
Enforcement February Report was reviewed with the council.
13. Closed Session- Motion made by Noe, Seconded by Hagen to go into closed session under
Wisconsin State Statute 19.85(1)(c) Considering employment, promotion, compensation or
performance evaluation data of any public employee over which the governmental body has
jurisdiction or exercises responsibility for Administrator's contract and six-month
Review. Motion carried by unanimous roll call vote. Went into a closed session at 7:30 pm.
14. Reconvene in Open Session- Motion made by Noe, Seconded by Teske to reconvene in open
session. Motion carried.
15. Result of Closed Session Matters-Motion made by Noe, Seconded by Ferguson to approve the
contract with changes as discussed. Motion carried.
16. Adjourn- Motion made by Hagen, Seconded by Hoilien to adjourn. The meeting adjourned at 8:25
pm.
