COMMON COUNCIL MEETING MINUTES June 11, 2024 at 6:30 PM 303 Mansion Street Mauston, WI 1. Call to Order/Roll Call- The Mauston Common Council met in a regular session on Tuesday, June 11, 2024. Mayor Darryl Teske called the meeting to order at 6:30 pm. Members present were Donna McGinley, Courtney Ferguson, Barb Hoilien Jim Allaby, Rick Noe, and Mary Bender. Absent was Leanna Hagen. Also present were Mayor Darryl Teske, City Administrator Daron Haugh, Police Chief Mike Zilisch, Public Works Director Rob Nelson, and Deputy Clerk Nicole Lyddy. 2. Pledge of Allegiance- Mayor Teske led the pledge. 3. Minutes- Motion made by Noe, Seconded by Ferguson to approve minutes of May 28, 2024. Motion carried. 4. Citizens' Address to the Council- Frank Ross 422 Jackson Street spoke about putting a fence in the front of his home. 5. Reports from Committees, Boards, and Commissions- none 6. Finance and Purchasing Committee Report- Motion made by Noe, Seconded by Hoilien to approve Vouchers of $849,672.69. Motion carried by unanimous roll call vote. 7. Personnel Committee a. Social Media Policy- This item was tabled. b. Accounting Assistant's job description- Motion made by Noe, Seconded by Allaby to approve the Accounting Assistant's job description. Motion carried. c. Internal employee transition - Motion made by Noe, Seconded by Allaby to approve internal employee transition to the Water Department. However, this will not happen until the city mechanic position is filled first. Motion carried. 8. Public Works Committee Report a. Brunner Manufacturing- Motion made by Noe, Seconded by McGinley to approve Brunner Manufacturing and Zinc Plating Pretreatment Effluent Water Disposal. Motion carried. b. Olympic Builders pay app #3 - Motion made by Noe, Seconded by Allaby to pay Olympic Builders pay app #3 for $2,375 for the Waste Water Treatment upgrade. Motion carried by unanimous roll call vote.  c. A-1 Excavating Change Order # 7 - Motion made by Noe, Seconded by McGinley to approve A-1 Excavating Change Order # 7 for a decrease of $392,770.62. Motion carried by unanimous roll call vote. d. A-1 Excavating pay app #7 - Motion made by Noe, Seconded by Hoilien to approve Final A-1 Excavating pay app #7 for $10,000. Motion carried by unanimous roll call vote. e. Director of Public Works- Nelson stated that the pavement markings are nearly done. The Weed harvester is going strong which can be noticed by going past the 12/16 Boat Landing. 9. Ordinances, Licences, and Permits- a. Motion made by Allaby, Seconded by Ferguson to approve approval of all alcohol licenses as presented. Motion carried. Fire Chief's Report- Captain Allaby gave the Fire Department May's report. 11. City Council Report- None 12. Mayor's Report-.Mayoral appointments- Motion made by Noe, Seconded by Ferguson to approve Mary Bender, Donna McGinley, and Barb Hoilien to the Health, Welfare, and Sustainability Committee; Mary Bender, Rick Noe, and Donna McGinley to the Public Works Committee. Motion carried. Motion made by McGinley, Seconded by Noe to approve Deborah Shuman to the Police and Fire Commission. Motion carried. The mayor thanked Chief Zilisch for the opportunity to go on a ride-a-long last week. 13. City Administrator's Report a. Haugh gave the floor to Chief Zilisch. Chief Zilisch explained that he had been contacted by a reputable London media company regarding a police chase that our department was involved in in 2024 and that they would like to do a story on that chase. The Chief has further due diligence and will keep the council informed. b. Haugh explained that CJJs are working on cleaning out cars and will complete a Conditional Use Permit application soon. c. Haugh swore in Bender as Alder Person Ward #2. d. A special meeting of the Common Council will be set for June 28 at 10:30 am regarding the Sewer Treatment Plant Loan. 14. Closed Session- Motion made by Noe, Seconded by McGinley.to go into closed session pursuant to Wisconsin State Statute 19.85(1)(e) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session and 19.85(1)(g) Conferring with legal  counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved. Discussion to purchase land east of Powers Ave, and Discussion and updates with attorney regarding the federal lawsuit. Motion carried by unanimous roll call vote. Meeting went into closed at 7:02 pm. 15. Reconvene in Open Session- Motion made by Noe, Seconded by McGinley to go into open session. The meeting went into open session at 8:56 pm. 16. Discussion and Action as a Result of Closed Session Matters- Motion made by Noe, Seconded by Ferguson to give the City Administrator and City Attorney authority to work with the litigation attorney to negotiate an offer. Motion carried. Motion made by Ferguson, Seconded by Noe to continue negotiating concerning the land purchase. Motion carried. 17. Adjourn- Motion made by Hoilien, Seconded by Allaby to adjourn.
