COMMON COUNCIL MEETING MINUTES
November 26, 2024 at 6:30 PM
303 Mansion Street Mauston, WI
1. Call to Order/Roll Call: The Mauston Common Council held a regular session meeting on
Tuesday, November 26, 2024. Council Mayor Darryl Teske called the meeting to order at 6:30 pm.
Members present were Barb Hoilien, Jim Allaby, Rick Noe, Courtney Ferguson, Donna McGinley,
Mary Bender, and Leanna Hagen. Mayor Darryl Teske, Public Works Director Rob Nelson, and
Deputy Clerk Nicole Lyddy were also present.
2. Pledge of Allegiance: Mayor Teske led the pledge.
3. Minutes: Motion made by Noe, seconded by Ferguson to approve the November 12, 2024
minutes. Motion carried.
4. Citizens Address to the Council: Alysha Basel from the South Central Alliance for Tobacco
Prevention gave a presentation about their program and offered strategies to further reduce youth
access to tobacco products and e-cigarettes in Mauston. She commended Mauston for its strong
ordinances, particularly its Tobacco-Free Outdoor Spaces policy and the inclusion of e-cigarettes
in its Clean Indoor Air regulations, noting that Mauston currently has the best overall plan in the
county. To enhance these efforts, she suggested additional measures, including raising the
tobacco license fee to $100.
5. Reports from Committees, Boards, and Commissions: Nothing to report
6. Municipal Court Report: Judge Taake gave his third-quarter court report, highlighting new
measures implemented over the past year to improve communication and support for defendants.
These initiatives include sending reminder letters for overdue payments and holding “good cause”
hearings three times a year. The goal of these efforts is to resolve cases more efficiently, reduce
financial burdens on defendants, and minimize delays associated with transferring cases to State
Debt Collection (SDC).
7. Finance and Purchasing Committee Report
a. Vouchers: Motion made by Noe, seconded by Hoilien to approve Vouchers of
$1,594,216.62. Motion carried by unanimous roll call vote.
b. Change Order: Motion made by Noe, seconded by Ferguson to approve the Change Order
for the Fire Tanker of $2,849 from Midwest Fire. Motion carried by unanimous roll call vote.
c. Brush Truck: Motion made by Noe, seconded by Ferguson to approve the quote from Kudick
for the 2025 3500HD Chevy Silverado Crew Chassis Cab of $51,388 plus fees for the Fire
Department Brush Truck. Motion carried by unanimous roll call vote.
8. Public Works Committee Report
a. Snow blower: Motion made by Noe, seconded by Hoilien to approve the purchase of a snow
blower from JFTCO, Inc. for $81,500 from the Equipment Replacement Fund. Motion carried
by unanimous roll call vote.
b. Director of Public Works: Nelson reported to the committee about a water main break that
occurred on November 13 on Remington Road. He also provided an update on the
wastewater project, noting that the aeration system in cell one has been successfully replaced
and is now operational. Additionally, Nelson brought up updating the City’s Christmas
decorations.
9. Ordinance, Licenses and Permits Committee: Motion made by Allaby, seconded by Ferguson
to remove Hanover Street and Maine to West State Street from the downtown parking
district. Motion carried by unanimous roll call vote.
10. Police Chief's Report: The council reviewed the Chief's October report.
11. City Council Report: Nothing to report
12. Mayor's Report: The Mayor thanked Nicole, Daron, and all the election workers for all their hard
work during the election.
The Mayor also reminded everyone that the Holiday train will be stopping in Mauston on December
9th.
13. City Administrator's Report
a. City of Mauston Holiday Parade: Hagen gave an update on the parade including having
Santa and Mrs. Clause light the tree at the Library after the parade.
b. Fire Department personnel's use of the fire station for a holiday party with alcohol: This
item was tabled.
14. Adjourn: Motion made by Hoilien, seconded by Hagen to adjourn. Motion carried, at 7:05 pm.
