COMMON COUNCIL MEETING MINUTES December 03, 2024 at 6:00 PM 303 Mansion Street Mauston, WI 1. Call to Order/Roll Call: The Mauston Common Council held a special meeting on Tuesday, December 3, 2024. Council Mayor Darryl Teske called the meeting to order at 6:00 pm. Members present were Barb Hoilien, Jim Allaby, Rick Noe, Courtney Ferguson, Donna McGinley, Mary Bender, and Leanna Hagen. Mayor Darryl Teske, Police Chief Mike Zilisch, Administrator Daron Haugh, and Deputy Clerk Nicole Lyddy were also present. 2. Ambulance contract: Motion made by Noe, seconded by Hagen to approve the Mauston Area Ambulance contract. Motion carried by roll call vote 6 Yea and 1 Nay (Allaby). There was considerable discussion before the vote and Haugh made a statement stating that the City of Mauston is facing a significant 39.49% increase in contracted ambulance service costs, translating to an additional $82,000 annually, which will impact residents through higher utility bills and threaten eligibility for the Expenditure Restraint Incentive Payment. To address this, the City Administrator is exploring a two-pronged approach: issuing a Request for Proposals (RFP) for comparable services and evaluating the feasibility of establishing a municipal ambulance service. This effort aims to ensure reliable emergency services while balancing fiscal responsibility and long-term community needs. 3. Budget Public Hearing: Mayor Teske opened the hearing, and no one from the public wished to speak. 4. Proposed 2025 Budget: Motion made by Noe, seconded by Hoilien to approve the 2025 Budget. Motion carried by unanimous roll call vote. 5. Adjourn: Motion made by Hoilien seconded by Ferguson to adjourn.
