COMMON COUNCIL MEETING MINUTES January 27, 2026 at 6:30 PM 303 Mansion Street Mauston, WI 1. Call to Order/Roll Call: The Common Council meeting was called to order on Tuesday, January 27, 2026, at 6:30 p.m. by Mayor Darryl Teske. Members present were Jim Allaby, Leanna Hagen, Barb Hoilien, Mary Bender, and Casey Radcliff. Also present were City Administrator Daron Haugh, Police Chief Mike Zilisch, and Deputy Clerk Carole Wolff. Vivian Gabower and Kayla Thomas were absent. 2. Pledge of Allegiance: Mayor Teske led the Pledge of Allegiance. 3. Minutes: Motion by Hoilien, seconded by Hagen, to approve the minutes of January 13, 2026. Motion carried by voice vote. 4. Citizens Address to the Council: None 5. Reports from Committees, Boards, and Commissions a. Municipal Court 4th Quarter 2025 Update: Judge Taake reported that the fourth-quarter court docket ran smoothly, noting that 149 citations were paid in full. Judge Taake and Municipal Court Clerk Ray met with the Mauston and New Lisbon School Districts regarding truancy matters. He further reported that a new Youth Justice Representative has begun working with the Court and that a strong cooperative relationship is in place. 6. Public Works Committee Report a. Termination of Sewer Charges: Motin by Allaby, seconded by Hagen, to approve the termination of sewer charges for the property located at 306 Bluff Street. Motion carried by voice vote. 7. Finance and Purchasing Committee Report a. Vouchers: Motion by Radcliff, seconded by Hoilien, to approve vouchers in the amount of $1,097,732.75. Motion carried by unanimous voice vote. b. Library Pay App #5: Motion by Radcliff, seconded by Hoilien, to approve Library Pay App #5 in the amount of $298,015.37 payable to Market & Johnson, Inc. Motion carried by unanimous voice vote. 8. Police Chief's Report: Chief Zilisch reviewed the November and December 2025 reports and provided a breakdown of recent ordinance violations as previously requested by the Council. 9. City Council Report: Alderperson Radcliff inquired about extending the yellow curb striping in a designated “No Parking” zone and indicated he would follow up with Chief Zilisch. 10. Mayor's Report a. Police Department Recognition: Mayor Teske recognized Sergeant Brandon Arenz, Officer Matthew Schwichtenberg, and Officer Aaren Weinke for five years of service. b. Hatch Public Library Service Recognition: Mayor Teske recognized Sara Hanko for five years of service and Lourdes Tremelling for fifteen years of service. 11. City Administrator's Report a. Election Inspectors: Motion by Radcliff, seconded by Allaby, to approve the Election Inspectors for the 2026-1027 term. Motion carried by voice vote. b. 90 Day Due Diligence Period: Motion by Hagen, seconded by Radcliff, to approve an exclusive 90-day due diligence period regarding potential development of property located at Powers Ave. and Hwy 82 East. Motion carried by voice vote. c. Resolution 2026-02: Motion by Hoilien, seconded by Bender, to approve Resolution 2026-02. Motion carried by voice vote. 12.
