COMMON COUNCIL MEETING MINUTES February 24, 2026 at 6:30 PM 303 Mansion Street Mauston, WI 1. Call to Order/Roll Call: The Common Council meeting was called to order on February 24, 2026, at 6:33 p.m. by Council President Leanna Hagen. Members present were Jim Allaby, Leanna Hagen, Kayla Thomas, Barb Hoilien, Mary Bender, and Casey Radcliff. Also present were City Administrator Daron Haugh and Deputy Clerk Carole Wolff. Absent were Vivian Gabower and Mayor Teske. 2. Pledge of Allegiance: Hagen led the Pledge of Allegiance. 3. Minutes: Motion by Allaby, seconded by Bender, to approve the minutes of February 10, 2026. Motion carried by voice vote. 4. Citizens Address to the Council: None 5. Reports from Committees, Boards, and Commissions: Haugh attended the monthly Mauston Area Ambulance meeting where finances were discussed, specifically the possibility of changing the formula for jurisdictions. There was no action taken. A new ambulance was added to the fleet. Haugh also noted that the City has entered Phase One (1) of the City’s evaluation of ambulance services. 6. Ordinance, Licenses, and Permits Committee Report a. Change of Agent for Burton-Koppang American Legion Post 81: Motion by Allaby, seconded by Thomas, to approve the change agent for Burton-Koppang American Legion Post 81. Motion carried by voice vote. b. Change of Agent for Festival: Motion by Allaby, seconded by Thomas, to approve the change of agent for Festival. Motion carried by voice vote. c. Amendments to Violation Notice Periods and Snow Removal Enforcement: Motion by Allaby, seconded by Bender, to proceed with modifying the abatement time frames for all violations, including snow removal enforcement. Motion carried by voice vote. 7. Finance and Purchasing Committee Report a. Vouchers: Motion by Hoilien, seconded by Radcliff, to approve vouchers in the amount of $1,856,642.16. Motion carried by unanimous voice vote. b. County Highway Road Construction Matching Funds for Various Roads: Motion by Hoilien, seconded by Radcliff, to approve the petition for County highway road construction matching funds in the amount of $500. Motion carried by unanimous voice vote.  c. Petition for County Highway Road Construction Matching Funds for Various Road Connectors: Motion by Hoilien, seconded by Radcliff, to approve the petition for County highway road construction matching funds for various road connectors in the amount of $1,500. Motion carried by unanimous voice vote. 8. Police Chief's Report: There were no questions regarding the January report. Haugh referenced the updated January ordinance violation list, noting that Chief Zilisch held a departmental meeting to emphasize prioritizing code violations. 9. City Council Report: None 10. Mayor's Report: None 11. City Administrator's Report: a. July 4, 2026 Event: Haugh confirmed the main event is scheduled for Friday, July 3, 2026, with a rain date of Sunday, July 5, 2026, for everything including entertainment and carnival rides. He noted that GMTA is funding the carnival rides, however, the City will seek donations from business and residents to offset costs. A youth baseball tournament is scheduled for Friday and Saturday and is expected to bring 250 - 500 visitors to the Mauston area. The parade is tentatively scheduled for Saturday, July 4, with a rain date of Sunday July 5. Festival is funding the fireworks, with a spectacular display planned to commemorate the nation’s 250th anniversary. 12. Adjourn: Motion by Hoilien, seconded by Thomas, to adjourn.
