CITY OF MCKEESPORT REGULAR MEETING WEDNESDAY 7:00 P.M. JUNE 6, 2018 This Meeting of Council was called to order on the above-stated date at the above-stated time after the Pledge of Allegiance and a Moment of Silence by President of Council Richard Dellapenna. Prayer was led by Spiritual Leader Ethel Balas of St. Stephen Church. The following Members of Council were present: RC-1 PRESENT: RICHARD DELLAPENNA, KEITH SOLES, LUETHEL NESBIT, JAMIE BREWSTER-FILOTEI, BRIAN EVANS, JIM BARRY ABSENT: TIMOTHY BROWN APPROVAL OF MINUTES: MOTION: Mrs. Nesbit, seconded by Mr. Barry, “to approve the Minutes of the Regular Meeting of May 2, 2018.” RC-2 YEAS: DELLAPENNA, SOLES, NESBIT, BREWSTER-FILOTEI, EVANS, BARRY (6) NAYS: NONE (0) COMMUNICATIONS: Received both the Fire and Police Department Reports for the month of May 2018. MAYOR’S REPORT: Mayor Cherepko said thank you Mr. President. I will be somewhat short tonight. I do just want to go over a few of the things that are going on. We’ve been talking for months. I talked late last year when we did our Budget report in December, talked about how exciting 2018 was going to be and I think you know we are running full steam ahead right now. If it’s not our demolition which is eliminating the blight, you know, we are working diligently and strategically to help eliminate the blight that will have the greatest impact on our City. We have a hearing on [1] Friday that will condemn the last part of the 200 homes. One Hundred homes are already out for bid. In July’s meeting we will be coming to put out a bid of roughly another 100, I think it’s 99 that we have targeted right now, and roughly another 100 will be 2 months later in the September meeting. So, you have 300 homes coming down. We have paving going on. Steve and his men of the Public Works are working tirelessly to get as much as they can throughout the Summer months and into the Fall until the plant closes. We will also, as I said, be coming to Council to help tackle a large part of those roadways with a contract of paving and outsourcing that as well. So, in addition to us doing demo, we have contractors doing demo. In addition to us out paving, we will have contractors doing paving. So, we are making the infrastructure improvements that are very much needed. As well as, when you deal with the blight, we know what comes with the blight. When you eliminate a house, it builds moral in the community. There’s a lot of good things that happen in addition to taking a house that is obviously more susceptible to fire off, but also attracts crime. So, we will continue to work on that. Some of the businesses that are coming as I said earlier pretty much everyone in town you have new construction going up. O’Reilly’s on the Walnut Street corridor; a restaurant that is on your Agenda this evening on the East Fifth Avenue corridor; a new construction going up right on Fifth Avenue across from Natalie’s on a lot that has been vacant for years; a new business going up caddy- corner from Tube City, a construction business; and existing businesses that are opened up. I believe by the time we talk next month someone will be in the old Donut Connection and it will be a new restaurant type sandwich shop, donuts, opening there. We also have the old Pozzuto’s Building. There’s someone that is doing a lot of work in that building and they are going to open up a new business which will also involve some retail. There is rumor on the streets of other entities being bought with possible restaurants, including Chiaverini’s, and there is another one that I really don’t want to get into for confidentiality reasons, but we may have another one as well. Christy Park we had a new Hot Dog Shop open up where the old Ice Cream place used to be right on 31st street, corner of 31st and Walnut, they are up and running as well. Kucich’s is moving forward as well with the purchase of the Centennial School that has been sitting vacant for some time [2] now for a few years. Looking to bring in new housing for our seniors and the possibility for some veteran housing as well. Our events for the Summer are heating up. Our concerts will be starting in a few weeks, make sure you get a schedule. Of course, we will have our Rib Fest throughout the Summer; International Village; our Spray Park is up and running now; our Pavilions are in the process of being remodeled and renovated and we will have all pretty much brand-new pavilions, well not brand new, but totally renovated by the end of Summer as well. We have, we are excited to have the Vietnam Wall, the Replica Wall, be here, and with that being said, that will leave us and be taken down I believe on the 12th of August, I believe, which is a Sunday and with that we didn’t want to turn anything with the Wall into a Parade or anything while it was here because a lot of people that is more of a seniors and sincere time for them and difficult for many. But, what we will do as a City is once the Wall leaves we decided to move our Patriotism Day to that day. So, once the Wall is taken down and removed, that evening we will celebrate with a Parade and our Patriotism which is typically around 9-11 will be moved to that Sunday in August which will also conclude with fireworks as well. Obviously, as I said, there’s a lot going on and it’s something that this Council should be very proud of. You know, it’s a time where I tell people it’s amazing how busy we are and we’re busy with 90% of really good things and things that we’ve been working on. The foundation is put in place and now there’s a lot of good things happening. I will tell you for 7 years we’ve been knocking on doors, knocking on doors, trying to recruit businesses and we will continue to try to recruit businesses. That’s not going to stop, but also, I could tell you right now, things that we are not even talking about that’s on this Agenda, we have some people knocking on our doors as well now and I think they too, as investors, know that the better days lie ahead for McKeesport. This Saturday as well will be the Fishing Derby so if you have a chance to go out to Lake Emily it starts at 8:00 a.m., our Fishing Derby will be out at Lake Emily this weekend. The red light at the end of Route 48 and Walnut Street is also in the process of moving along. From the drawings I just signed off on some things last month and hopefully within the next few months they should be proceeding with that as well. [3] So, other than that, I told you I would be brief, but I did want to summarize a lot of the things that are going on. I thank Council for your support, I applaud your efforts as well and everyone in the community. You have people here in these meetings that take their time out to see what’s going on in their community. These are people that care and people that want to be part of the solution. In today’s day and age, and I say this to adults just as I say it to children and our youth, it’s very easy, everyone of us no matter how old or how young, the one thing we all have in common is there’s decisions we have to make, choices we make each and every day and just as with kids, it’s so easy to get caught up in the peer pressure, to get caught up in making bad choices, the negativity. Well, it’s no different that adults. It’s very easy to sit back and continue to harp on the negative things and what’s not going on in the City and in today’s society, with social media and everything, that becomes a little bit too common for me. But, I will tell you we still have an unbelievable, an incredible amount of people in this community that believe in this community, continue to volunteer their times. All these events, some I mentioned tonight and events we have all Summer long those are volunteers, those aren’t paid employees. These events are getting planned and getting operated and taking place because of our volunteers of people that care. So, if you want to be part of the solution you continue to promote the City, continue to talk about the things going on, and defend the City. Because I will also tell you this, don’t get caught up, when you get caught up into the negative, I will also tell you this, as someone that stays off social media as much as I can but am told or sent pictures at times of things that are said, I am not kidding you or exaggerating when I tell you if there’s 10 things said about something that is going on the City on social media, 8 of them are absolutely false. There’s zero truth to them. It’s amazing how people will pretend it’s true, run with it and everything else and statistically 8 of them are absolutely false. The other 2 aren’t even necessarily true, all the time, you might get one that’s true and the other one might be partially true. That’s what you are dealing with today. So, for the people that are here, the people that take their time out and for all those people that aren’t in this meeting but continue to volunteer their time and put forth all of their exhaustive efforts to help make McKeesport a better place to live, a better place to work, I just want to say thank you and God Bless each and everyone of you and that concludes my Report tonight. [4] President Dellapenna said thank you Mayor. CITIZENS IN THE AUDIENCE: President Dellapenna stated next is Citizens in the Audience. When your name is called please come forward. Keep in mind you have 3 minutes. Please state your name, address and the topic or issue. Walt Yager. I sleep in North Huntingdon, but the heart never left the Port. This is an update on the Wall that Heals. It’s coming to McKeesport. On May 16th we had a meeting that was conducted in City Hall facilitated by Senator Jim Brewster. Those that attended were Senator Brewster Austin Davis, Mike Cherepko, Tom Maglicco, Shawn Sasso, the Military Liaison for Congressman Doyle, Dr. Mark Holtzman, Matt Gergely and Sue Striffler. Basically, to me this extenuates Mayor Cherepko’s revitalization program called McKeesport Rising, the mythical Phoenix bird rising from the ashes. I think that with the Wall that Heals coming here it’s a national shining beacon, not only for McKeesport’s Pride, but also an extension of our patriotism and sacrifices that the City had given over all of these years. I would just like to update you on what’s taken place since that May 16th meeting. There is a web site now up it’s called “Bring the Wall to the Mon Valley.com” and there are some photos I had to shadow by my mom by the presence of good looking Mike Cherepko, Tommy Maglicco, Ernie Oatneal and Mike’s dad, those are Vietnam Veterans. Like I said that web site is up. I had initially made a challenge Grant of $583.18 personally to get the Wall here but since that time I’ve received five matching Grants. Congressman Mike Doyle, the Vietnam Veterans Inc. of Pittsburgh Military or the Purple Heart Pittsburgh, McKeesport Area Heritage and History Center through Mr. John Hauser, and the White Oak Rotary through Sue Striffler. Individual donations were extended through Mayor Cherepko and City Administrator Tom Maglicco at $58.32 each. Publicity contacts for press releases or media relate to the Pennsylvania Cable Network, the Pittsburgh Post-Gazette and the Mon Valley Independent. In addition to that, Congressman Doyle has provided office space for me and also intern assistance and Sue Striffler has pledged assistance also from her son, Adam Striffler. I’ve accumulated and paid $4,000 to the Vietnam Veterans Memorial Fund trying to [5] raise $12,000 by July 1st, attached to this document is, I don’t have a homerun hitter so to speak to raise all of the money that I am looking for so with McKeesport’s Pride what I basically did is targeted 22 McKeesport Areas for contributions of $583.18, or if you break it down 200 individuals of $58.32. So, I am looking for donations so that we can satisfy the $12,000 by July 1st and the only other thing I would say is the visit to McKeesport was basically sold on the fact of the 11 boys that were killed in the Vietnam War out of the LaRosa Boys & Girls Club and the fact that on November 11th, Veterans Day, Sam LaRosa dedicated what is reputably the first Memorial to the Vietnam dead in the whole United States. I want to thank Mayor Cherepko, Tommy Maglicco and Jim Barry, they played an instrumental part in our 51st Celebration this past Memorial Day. So, that’s kind of it in a nut shell. There’s an 18-point matrix that I am working with that involves the Vietnam Veterans Memorial Fund and you know I want to encapsulate as much of the City pride into this in support so that we continue to get national recognition. So, I appreciate the time that you’ve given me. I also am glad to hear about the railroad crossing switch tower through the City. I was one of the ambassadors that was granted a $3,000 donation to work on that and I think that’s very, very important. That project was 9 months of study and about 4 months of implementation with a new roof being put on there. I have a lot of background information that I am willing to share with Mr. Tedesco and would have you to further publicize that. So, thank you, I appreciate it. Regis Mellinger, 1612 Packer Street. Hello again! Happy June! I wish I could’ve made last meeting, but I had some mandatory training to do. You see, one small business can change the entire perception of McKeesport. One small business can boost the bottom line of all of our local businesses around and one small business can help McKeesporters regain appreciation for their own City and give people a reason to come downtown again. Kayak rental is that business. It’s a business geared toward showing the most beautiful features of a City, which will change perception. People travel from hours around for a good float trip and when they float here they will take pictures. They will share those pictures and they’ll tell all of their friends how surprised they were at how beautiful McKeesport is and first they will probably stop at the Family Dollar for some sunscreen and maybe some Summer hats and after the float trip they will be thirsty and hungry. They might stop at McKees Point Café for some food or [6] maybe Tube City distribution for some Turner’s tea. They may even buy a home or a place to start a business once they realize how nice McKeesport actually is which will be great for the everyday McKeesporter. When we get the McKeesporters floating they will fall back in love with their City. Kayak Pittsburgh has discounts for seniors, military, students and even snap Access cards because we believe everybody deserves to have a chance to experience the great natures that we have flowing by every day. So, today I come to you with more than just a fun pie in the sky idea as usual, but rather a real connection between two awesome groups of people, you and Venture Outdoors. As Kayak Pittsburgh’s new Supervisor of the Aspinwall location I got to meet some wonderful people who just have more boats than they know what to do with and I ask you all to reach out to them. Joey Lynn our Executive Director and Vanessa, Kayak Pittsburgh’s Executive Director. So, let’s make some tourism. Let’s show McKeesport’s beauty and change the perception. Elizabeth Mullaugh, 515 W. Hutchinson Avenue, Pittsburgh. I am here representing Fair Districts PA and I have provided a little bit of literature at each of your seats. I think everybody got it. Fair Districts has been in existence since 2016 and we are a non-partisan, citizen led, state-wide coalition working to create a redistricting process that is transparent, impartial and fair. Currently our Congressional and Legislative Districts are held hostage through the hyper- partisan gerrymandering that I think all of us are familiar with from what’s been in our State Supreme Court System as well as in our newspapers and my request today is to have Council consider adopting the Resolution that would say that McKeesport’s Council supports the Resolution to have an independent citizen led commission created in time for us to have our 2020 census information distributed through the committee so that the creation of the districts happens fairly and justly and every vote counts. So, the process that we have in place, and over 260 municipalities have already passed the Resolution, is to ask McKeesport’s Council to adopt the Resolution saying that you support the legislative efforts that are currently going on so that a fair and independent citizen led commission can be created in time to use the results of the 2020 census data. So, I’d like to be able to provide the copy of the Resolution to Ms. [7] James so that it can go appropriately and get reviewed by your legal staff and in that way follow up with you with citizens from McKeesport coming to the next Council meeting. I’m sorry the woman that was to come with me today is out of town, so I do not live in the boro, but I’d be happy to answer any questions anybody has, and I’ll stick around after the meeting in case anybody would like to know anything more about Fair Districting. They’ve been with the City probably for at least all my time here so probably 10 years or more. They did take on a bigger role when Mr. Dougherty retired a few years ago and we did save money by not replacing with an employee. This is just some updates to our services and once again. From day one when we came in here we really were in the dark. I mean it was unbelievable the way things were getting done and we still have a long way to go to be honest, but we are at least getting a little better with the technology. Employees are doing a tremendous job with it as well and that’s how we can begin to start making sure we are running the City as efficiently as we can. President Dellapenna said thank you Mayor. This will be the long straightaway, for those that maybe never really took a good look, Bowman is a very long road, very wide road, and it’s in very, very poor condition. So, this bid came in at $273,000 which I was more thinking like it may be $400-500,000, so not only is it good for this bid but it kind of opened up our eyes for other opportunities to put out other roads to contract some out as Steve continues to work with his men to pave. I think this will pretty much set the tone for the kind of pricing we should get on this because there were a couple different bidders. We never worked with this company, but we are looking forward to it. President Dellapenna said thank you Mayor. Mr. Tedesco has done a tremendous job with freeing up money for different types of projects, more so [12] than what we were able to do for years here and even when I sat up here with you. Part of that is because we don’t have as much payments going out to purchases and things right now. One of the only things we have at this point is our fire trucks and which allows us to use more for projects and some of the highlights in here was demolition of a quarter of million dollars give or take and $170-180,000, whatever it was, going toward the Boys & Girls Club for their roof which is in great need and I don’t think any of us really need to go and discuss just how instrumental the Boys & Girls Club is to these young men and women that attend the LaRose Boys & Girls Club and help and impact their lives. Amongst other things as well, we are continuing to put cameras out there. By the time this end of Summer until let’s just say probably end of August, we should probably have 120-150 cameras up through your community that aren’t just cameras. I mean they are scanning license plates, partial plates, there’s technology that can search on them, tap into all the other cameras throughout the county as well and it’s going to be a big deterrent to crime, especially when we start getting it out there and putting it out there just the technology. When you can search a white sedan and pull it up or a partial license plate of “JH” and it pulls up every car that has gone through there with “JH” I will tell you there’s crimes being solved right now. We just got a call yesterday on another one of a crime outside the City, but they know the vehicle was in our City and they made the arrest. There was a homicide earlier in the year it did not happen in our City, it happened I want to say in Wilkinsburg, but I am not sure so don’t quote me on that, but it was one of those areas out there and they ended up finding the car and McKeesport made the arrest and a part of it was because of these cameras. We have about 5 or 6 intersections right now, we are going to have about another 6 or 7 going up and then another 6 or 7 after that. So, you have about 20, at least 20 intersections, have everything covered within the neighborhoods as well, but more importantly at those intersections they have 6 to 8 cameras, so they catch everything. So, we are excited for CD and I do commend Mr. A.J. Tedesco for his work. President Dellapenna said yes, thank you Mr. Maglicco. BIU will be able to help us out not just with zoning, occupancy permits, code enforcement if we need it. So, bringing them in, we are not locked in any contract with a certain amount of money. They are fee driven based on the work that they do and it’s just once again I guess part of McKeesport Rising. It’s just what we really have been doing long before McKeesport Rising was ever announced, just try to make McKeesport a better place to live and work. President Dellapenna said thank you Mayor.
