CITY OF MCKEESPORT REGULAR MEETING WEDNESDAY 7:00 P.M. NOVEMBER 6, 2019 This Meeting of Council was called to order on the above-stated date at the above-stated time after the Pledge of Allegiance and Moment of Silence by President of Council Richard Dellapenna. Prayer was led by Mrs. Ethel Balas, Eucharist Minister from St. Stephen’s Episcopal. The following Members of Council were present: RC-1 PRESENT: RICHARD DELLAPENNA, JIM BARRY, TIMOTHY BROWN, BRIAN EVANS, KEITH SOLES, JAMIE BREWSTER- FILOTEI, LUETHEL NESBIT ABSENT: NONE APPROVAL OF MINUTES: MOTION: Mr. Evans moved, seconded by Mrs. Nesbit, “to approve the Minutes of the Regular Meeting of October 2, 2019.” RC-2 YEAS: DELLAPENNA, BARRY, BROWN, EVANS, SOLES, BREWSTER-FILOTEI, NESBIT (7) NAYS: NONE (0) COMMUNICATIONS: Secretary James reported that she received both the Fire Department and Police Department Reports for October 2019. MAYOR’S REPORT: President Dellapenna asked for the Mayor’s Report. Mayor Cherepko said thank you Mr. President. I really am going to be brief tonight, and I mean it. Just some house-keeping, I think you talked about the Salute to Santa Parade, it’s coming up on the 23rd of November at 11 a.m. So, it’s one way here in the City that we kick off [1] kind of the Holiday Season so we are looking forward to that. I know Jennifer has been spearheading that throughout our office and facilitating that. Of course, once again, it’s all the volunteers that make these events happen. From the Recreation Board and the other volunteers as well and I can’t say thank you enough. Memorial Day, I’m sorry, Veteran’s Day, November 11th. The School, the High School is going to have their ceremony at 9:30 we will then follow up ours right here at the Memorial at 11 and then the LaRosa Boys & Girls Club at noon. So, if you can’t make all three and you have never been out to the High School I will say it’s incredible. The ceremony is unbelievable, from the choir to the orchestra, to the band, and everything those kids do to really honor our veterans, it’s something special, extremely special, and it will be warmer as well. But, I still encourage you to come out to ours at 11 and of course the LaRosa Boys & Girls Club at noon. I can’t even begin to say how honored it is to have been chosen to represent this City for 4 more years. To the Council as well, as exciting as it is because we have so many things going on right now and I can’t wait to see some of them through and to see where they are completed, not to mention a lot of the other things on the pipeline. I’m really looking forward to it, but as exciting as it is, it’s back to work, not that we ever took off, but unfortunately when you have elections as much as you put all of your exhaustive efforts into running the City you are worrying about an election as well. I could tell you, the City, by any means was not neglected, we were able to manage both, but I will say as a little bit of stress comes off, I’m not worrying about an election so that we can really roll the sleeves up and get to work. I can tell you I spent all day with different things reflecting, I spent all day thinking about things that I have been thinking about for months and it really just this third term, and not only the things that are going to happen in the City that we are all going to see but things that we need to improve on, within the administration, with being [2] efficient, things like that. You can never be good enough. I know I set the bar high, I know I don’t commend my Department Heads as often as I should but I am very grateful for the effort that they put forth each and every day and you know, it’s not anything against them, it’s just we are going to take it up a notch and we just need to make sure we are following through on things and we have a couple different strategies I have in mind, not to go through all the details now, but things we can do through even retirement and things like that from restructuring some duties and maybe bringing certain things into the administration that aren’t current, but we need to focus on every dollar that comes into that Budget, where can we increase our internal collections, a lot of things go unpoliced as well within it and I don’t mean police as in our Police Department, you know, it’s just park and revenues, it’s everything, it’s not just taxes and things like that. But, with that come very difficult decisions and decisions that are not going to be popular ones. That’s not what we signed up for, this administration has always taken pride in doing what is right for the City and will continue to do that but we all know that there’s no secret that we are a struggling City financially and we were able to pull off a miracle with the sale of the Sewage Authority and that bought us time and we know that’s all it bought us was time. It also allowed us, through this Councilmanic action and everything else to really help kick off McKeesport Rising with so many infrastructure improvements that have been neglected for years, and years and years, but to build that moral to get the ball rolling, to, in my mind without question would have been fiscally irresponsible not to make that kind of investment in our City and we will continue with these improvements as well, just won’t be of the magnitude because of the financial situation we won’t have as much as we did the first couple years. But, we are continuing to demo, continuing to pave, our Public Works is still paving and they will pave up until the day the plant closes. But, I am excited, as excited as I am like I said it’s things we need to become more efficient on. So, we are going to focus on efficiency [3] and accountability and not that, just with the Department Heads that is not the case. My Department Heads are, I appreciate everything that they do. I personally as Mayor can tell you I put a lot on them and they know that and I expect that and they reach it and I don’t tell you enough but I do applaud each and everyone of you guys, especially the ones that are here and the ladies, Tasha is not here with us today, Jennifer in my office as well, as part of the administration. But, it’s exciting and humbling as well. I did want to share one little story and this just came to me without saying who it was, but I think it goes a lot, especially you hear me talk about the things we do here in the City. You hear us talk about police and community relationships and things that we have here in the City that you don’t see many of the problems that you see elsewhere, although we know we can always continue to work and find ways to enhance those relationships as we will always do, but we are proud of the relationships that we do have you know because through our community policing as I have said a thousand times at these meetings you know our police need to live in the City, many of them coach in the City, have relationships, work the Boys and Girls Clubs, Little Tigers, Baseball Programs, Football, Cub Scouts, whatever the case may be, many times through their own children. But, I did have a story and I think this all too often people like to complain. Let’s just call it like it is and normally don’t go out of their way to tell you something positive, that’s just the reality and want to feel sorry for me as Mayor, that’s what we signed up for, but we had a situation and I didn’t know about it, this happened a few months ago, and we had, the Police Department saw a few young men down in Harrison Village, the Housing Complex, they saw them through the cameras, waiving guns around. And, what happened was apparently our guys saw it, they acted on it, pulled the gentleman over, had him on Market Street right down the road from Harrison Village and that’s when a person come up on the situation that went out of the way to tell me this, and she mentioned, she said, you know I went over to see what was going on, I see these three young men sitting [4] on the curb in handcuffs and I walk over to the Police Officer, the Officer came over and told me what happened, hey they were waiving guns, things like that, and the lady right of way things well we know how that can go. Right out of her mouth she said at times you can see this they could have had these guys on the ground, could have had them at gunpoint, could’ve done whatever, it could have become physical, who knows what those situations could become, she said, but I have to tell you Mayor, not only were those three young men sitting there on the curb, she said but your Police Chief was sitting with them on the curb on the ground talking to them. I wanted to publicly mention that because these are things I talk about, the relationships we have, and because I said I don’t thank my Department Heads enough, I think that goes a long way with Chief Alfer and I wanted to acknowledge him publicly, and what that meant to me. The lady, who is involved in the community and many of us probably know, I told her I was going to share the story and wouldn’t mention names or anything and she said you need to because that’s the things that people don’t see or don’t talk about. So, Chief Alfer, I thank you for that. I think that comes with you, she said without question she overheard you were sitting there talking instead of, trying to encourage these kids, what are you thinking, what are you going to do with your life, you know, one kid was 14 years old. But, she said it was really, it meant the world to her, so, Chief I commend you on that and that’s just one example of the things that I think this administration tries to go above and beyond. But, that goes a long way so I did want to share that story. Other than that, I had one thing and I can’t remember what it was. Oh, I have a couple Board appointments. I told you I would be short. To the Recreation Board I am going to ask, who was it, Mr. Soles is the Chairman. Mr. Soles said Janene Dellapenna. Mayor Cherepko said we are going to ask for Janene Dellapenna to become a new Recreation Board Member. So, if I can get a Motion and a second. Yea, Ms. Gloria Sabo who was on the Planning Commission for years moved out of town and sent her resignation so at this time I am going to ask recommendation for Deborah Katchur, recently retired and looking to spend more time and to help out. So, if I can have a Motion and a second for Deborah Katchur. So, if there is anyone that is interested, I know many that come to this meeting are already involved in one way, shape or form, whether you are on a Board or whether you are not, but we are going to be looking to get a few people on Boards as well. We need to update our Boards, many have expired terms and things, so we want to spend the next six months, every month doing a Board or two and updating them. But, I thank you Council for those appointments. Other than that, Mr. President, that concludes my report. President Dellapenna said thank you Mr. Mayor. [8] MOTION: Mrs. Brewster-Filotei moved, seconded by Mr. Brown “to approve Bill #63.” President Dellapenna asked for questions or comments and Mayor Cherepko said if I may, Mr. President, I want to thank Luethel Nesbit, with her multiple hats that she wears, through Action Housing, you know we celebrated the moving in of the first house that we built across from the school, we got an owner, probably just a couple months ago when they actually moved in. We are excited with the moving and restructuring of a few dollars that we thought were going to be short on the second home and I do believe for the most part we will be there now. So, we are looking forward to the construction of a second home, up across from Twin Rivers, to sit next to the one that we were able to complete. I know it takes a while, especially projects like these but it was something that we had as part of our vision early in our administration. We talked about condemning and demolishing homes in that particular area in the Cultural and Educational Sector and we said we called it a revitalization project when we were denied the money the first time because they said the funds we were going after was not able to be used for demolition and we charmed them I should say a little bit by convincing them that this was a revitalization project. So, for us to finally see it through and become a reality is exciting. It took a few years but here we are and now the second one is not taking as long, the funding is lining up and we will be able to go forward with that. BROWN) – A Resolution of the City of McKeesport, Allegheny County, Pennsylvania, Awarding the 2019 Bid for Hauling and Collection of Garbage, Rubbish and Recyclables, and Authorizing the Proper City Officials to Execute all Documents Necessary to Enter Into an Agreement with Westmoreland Sanitary Landfill (County Hauling) for Said Services. MOTION: Mr. Barry moved, seconded by Mr. Soles “to approve Bill #64.” President Dellapenna asked for questions or comments and Mayor Cherepko said, if I may Mr. President, this was another decision of the many that probably weighed hundreds of hours of my time on, hundreds easy. We talked about going into the garbage business. We even purchased trucks to go into the garbage business. So, it doesn’t mean if we make this decision tonight that we can’t explore it down the road but for right now there are a lot of things that made me nervous. Nothing greater than right now what is going on with recycling. There’re big question marks about recycling. They are not taking glass, there’s a lot going on now to where they are just not buying recyclables. At one time you used to get paid to take recyclables. Now we are paying to get rid of recyclables. So, when you figured in recycling in the City and figured in we probably would need two guys taking care of recycling and the cost of that, and the unknown of what are we going to be able to recycle and what’s going to happen with all this, I think at some point or another it is going to work itself out but it really got me thinking about that and really [10] thought about the reverse bidding process that we’ve used here, successfully on other bids. Not the garbage bids, the demolition bids as well. So, before we made a decision to move, one of the many concerns, but one of the many other main ones was that we have so many people in Public Works that have been retiring. When I came into office we were right around 30 and we’ve gotten below 20 and we hired a few, the guys are working part-time, a few months ago, which put us right up around that 21 number, 22 number, and we have a few guys that are going to retire this year so we will probably try to stay ahead of that and maybe move one or two more guys into the full-time. Bottom line is we are down men and you are also bringing in a lot of new men, not a lot I shouldn’t say but even if you end up with say half a dozen, well you had a lot of other guys that have been here 20-30 years driving your plow trucks. So, now you start thinking I am not going to have these guys driving the trucks, I am going to have brand-new guys driving the trucks who are not as familiar with the routes, have to learn the ins and outs, there’s a lot of things involved in this. Where do you leave the snow to where you don’t plow, where someone is not calling you blocked my driveway. There’s more that goes into this. Then you start thinking ok, well we are going to start this in January and all of our new drivers in the snow when the white stuff starts coming and then we are going to start the garbage business and we are already down manpower. So, those are some of the highlights that really went into it. I can’t tell you how much time I spent on this so I basically then came up and said we are going to try this reverse bidding process. Right now we are working off, not just our normal pick-up, our normal pick-up is like 12,000 tons, basically 1,000 ton a month, but there’s a lot of other garbage, all of our roll-offs and things like that which come in to save money as well. I threw out and said ok if we are working on 1.3, 1.4 million dollars, even upwards of 1.5 if we have a lot of garbage, things like that, clean-outs, can we save money, yea I still believe we could, then I came up and said if we tried the reverse bidding and instead of paying $112 per ton let’s start it at a crazy number like 75, 79 a ton. So, now very quickly you [11] are almost saving $400,000 just on our regular garbage, right off the top, so now that takes you down to like the million dollar mark. Now, with all of these things and all of the concerns we have, I think there’s too much risk now because now it was one things to say well anything below 1.4 million we are saving money. It’s a whole other thing to be saying well we could be closer to a million dollars, and that’s what this bid did with reverse bidding. County Hauling is a company that is expanding, he came in with 79.75, I think that’s the number right. It was the only bid because I could tell your larger haulers don’t even want to be anywhere near that. Last time we went out to bid, everyone was over $100. So, he came in and he hit the number and is prepared to do it. He has his own landfill so I think he saves a lot of money on the tipping costs and things like that and I just think, to be honest with you, I think he is trying to expand and as a company they are not looking to get rich right now they just want to prove that they are ok and they added some other contracts as well I just read about. So, with that being said, I think I am very comfortable with saying we need to approve this contract and bring County Hauling in. they understand all of our concerns. I can’t tell you when I had a chance, and we are going to meet again, to really, we’ve had lots of concerns the last hauler, not to get into too much of that I don’t want to get into that, the bottom line is for us we let him know that hey when someone calls to complain we need it addressed. You miss something we need it addressed. So, what I am asking is let the public know we are switching haulers, if Council approves this tonight and I know I have talked to a few of you on individual. Just like everything, last month I told you we would probably be bringing this up but I feel very comfortable and it takes a little stress, a lot of stress I should say when it comes to that area, off our shoulders. I know it most certainly does Steve. I don’t think Steve liked me very much for a while when we were talking about going into this because of the manpower issues and everything else. But, I feel very comfortable doing this also knowing that we can always go back in a few years if this doesn’t work and give it another shot if this doesn’t work out. But, we would have been paying [12] probably $35 or $40 per ton just to get rid of it. So, now the question is can we provide the service for $35 or $40 per ton and the answer is no, we can’t. So, I know without question this is the right thing to do at this time and that’s why I am recommending that. The trucks aren’t going to be, we will be fine because we purchased all the trucks through Costar we get them much cheaper than any of the garbage haulers so we will be able to get rid of the trucks. That’s not going to an issue. We will go through that process to sell those trucks. We maybe will keep one. We might keep one, the little dump truck, one of the little garbage ones that we were going to use for alleys because we are thinking that might make things a little more efficient out Renzie Park when our guys are moving those 50 gallon drums and I think we can make that much more efficient just having a truck where we can dump it and bring it down to our compactor. So, I am very comfortable with this now. It wasn’t easy. I was back and forth so many times but I stayed open minded with it because at one time I could tell you without question we were doing it and I think it makes sense now. We are going to have to announce and let everyone know what is going on with recycling with the start of the new year because recycling is changing. Now, it’s now glass, some plastics you are not supposed to be recycling where before we were recycling all plastics. I don’t have all the details but we will get something out on our web site. You are almost going back to what you were back in the day with paper and cans with the exception of some plastics. So, it’s been two guys doing that and we are spending money to get rid of it. We almost spend as much money to get rid of recycling as you did garbage. So, if we did it ourselves, because I wanted to say the recycling someone said would be $25 per ton and we were going to pay if we did it ourselves $35 or whatever it was. But, if you guys have any questions, I know I talked to each of you individually different times about this. President Dellapenna asked for questions and there were none and said thank you Mayor. BREWSTER-FILOTEI) - A Resolution of the City of McKeesport, Allegheny County, Pennsylvania, Designating Financial Requirements and Minimum Obligation for 2020. MOTION: Mr. Barry moved, seconded by Mr. Evans “to approve Bill #65.” President Dellapenna asked for questions or comments and there were none. RC-11 YEAS: DELLAPENNA, BARRY, BROWN, EVANS, SOLES, BREWSTER-FILOTEI, NESBIT (7) NAYS: NONE (0) ORDINANCE NO. 19-014 – BILL #66 (INTRODUCED BY MRS. NESBIT) - An Ordinance of the City of McKeesport, Allegheny County, Pennsylvania, Authorizing the Proper City Officials to Execute Any Documents Necessary to Transfer the Property Located at 122 Fifth Avenue to the Redevelopment Authority of the City of McKeesport. MOTION: Mr. Evans moved, seconded by Mrs. Brewster-Filotei “to approve Bill #66.” President Dellapenna asked for questions or comments and Mayor Cherepko said I believe Mr. Tedesco talked about this earlier but this is the first step they needed for us to apply for the Grant through the EPA to get it into the hands of the Redevelopment Authority. Young Preservationists of Pittsburgh are going to be working with us to submit the Grant on our behalf. The gentleman that will be submitting it has gotten billions of dollars in Grants. So, he is good at what he does and they are willing if, for whatever reason, they don’t get it the first time, their very constructive criticism will tell what your issues are and what you need to fix to resubmit it a second time [14] and they will be willing to submit it a second time if it comes around as well and he feels like what this would do for the Penn McKees is really make sure all of the asbestos issues, all the clean-up, everything is all taken care of. So, it is going to be much more appealing for someone when they walk in there and the building is secured and the building is going to be much more marketable as well if we are successful in obtaining this funding. RC-12 YEAS: DELLAPENNA, BROWN, EVANS, SOLES, BREWSTER-FILOTEI, NESBIT (6) ABSTAIN: BARRY (1) Solicitor Elash said Mr. Barry abstained to avoid the appearance of any impropriety as he serves on the Board of the Redevelopment Authority. RESOLUTION NO. 2019-040 – BILL #67 - (INTRODUCED BY MR. EVANS) - A Resolution of the City of McKeesport, Allegheny County, Pennsylvania, Authorizing the Proper City Officials to Execute Any and All Documents Necessary to Grant a Right-of-Way to the Municipal Authority of Westmoreland County for the Construction of the Silver Alley Water Main Extension Program. MOTION: Mr. Barry moved, seconded by Mrs. Nesbit “to approve Bill #67.” President Dellapenna asked for questions or discussion and Mayor Cherepko said this is the much needed, I want to choose my words carefully because I don’t want to make it look bad, but it was a long- time coming let’s just say. I do appreciate their investment but this will be the line to make sure that the far end of Grandview where we’ve had water volume problems at times because it’s a gravity fed system, contrary to what many believe it was never a water pressure issue. But, it’s a gravity fed system in that you never had enough volume. They are now going to run this new line down through the Park under Tulip, up through to the side of the mound and then down Silver Alley and we will be able to tag into a much wider line. I forget it’s been a year or two since I ‘ve talked about the size, 10 or 12 “. So, and not at any time, our Fire Department, our Chief did a [15] great job, they had a plan of attack any time there was a fire up there. So, any time there was a truck you know a tanker truck was called. They knew they had to run a line. Problem was sometimes they just had to tap-in a little further up the road than what they wanted to but they knew not to mess around with the smaller lines. They would run them up the tap right into the 12” line. So, this should remedy the problem but give them a closer, as far as proximity in that area, I know those residents will be happy as well, as I will.
