CITY OF MCKEESPORT REGULAR MEETING WEDNESDAY 7:00 P.M. DECEMBER 2, 2020 The regular meeting of Council was called to order on the above- stated date at the above-stated time after the Pledge of Allegiance and Moment of Silence in Memory of Mr. Clifton Pitts by President Dellapenna. The following Members of Council were present: RC-1 PRESENT: JIM BARRY, TIMOTHY BROWN, RICHARD DELLAPENNA, BRIAN EVANS, JILL LAPE, LUETHEL NESBIT, KEITH SOLES Solicitor Elash announced there was a personnel meeting in the back room before the Council meeting. APPROVAL OF MINUTES: President Dellapenna asked for a Motion to Approve the Minutes of the regular meeting of November 4, 2020. MOTION: Mrs. Nesbit moved, seconded by Mr. Barry, “to approve the Minutes of the Regular Meeting of November 4, 2020.” RC-2 YEAS: BARRY, BROWN, DELLAPENNA, EVANS, LAPE, NESBIT, SOLES (7) NAYS: NONE (0) COMMUNICATIONS: Secretary James reported that we received the Reports for the month of November 2020 from both the Fire and Police Departments. MAYOR’S REPORT: President Dellapenna asked for the Mayor’s Report. Mayor Cherepko said thank you Mr. President. [1] Officially, I will enter my Budget Message. There’s no need to read it and to go into that, I summed up some of the things as we went through, but it’s much more detailed than that. So, if anyone has the opportunity and can read it on-line, we have copies for the media as well. So, that’s all I am going to do in regard to the Budget. (Memorandum dated November 14, 2020, from Mayor Michael Cherepko to City Council Regarding Budget Message incorporated herein and made a necessary part hereof as attached hereto.) I want to mention, the next couple meetings, with this pandemic, there’s probably a good chance that we are probably going to refrain from the public unless someone wants to speak about an Agenda Item. But, please, for the record of this month’s meeting, if anybody has an issue contact my office at 412-675-5020 extension 605. That goes directly to my office in which Jennifer takes the phone calls there. If anyone needs to speak with me, we will address any concerns. The pandemic, this COVID, as you can see is getting extremely dangerous, the numbers are going up and we want to do everything we can on our end to be safe. That’s why Council is by phone today except for our President, me and a few from the community. But we will let media in next month so there’s no question whatsoever about any improprieties or anything and we want to make sure it’s very clear and transparent in that manner. Of course, the minutes will be placed on-line after the meeting. Other than that, I just really want to take this chance to wish everyone a safe and happy Holiday! That concludes my Report Mr. President. President Dellapenna said thank you Mayor. CITIZENS IN THE AUDIENCE: President Dellapenna announced there were no citizens who signed up to speak and asked for New Business from Secretary James. [2] NEW BUSINESS: ORDINANCE NO. 20-009 – Bill #63 - Introduced by Brian Evans – An Ordinance of the City of McKeesport, Allegheny County, Pennsylvania, Authorizing the Proper City Officials to Take Any Action Necessary to Waive Any and All Taxes, Tax Claims and Municipal Claims Due and Owing on Lot and Blocks 464-K-56, 461-N-257, 381- H-212 and 381-H-213 Pursuant to the Municipal Claim and Tax Lien Law and Section 2109(h) and 2117 of the Land Bank Act. MOTION: Mr. Brown moved, seconded by Mr. Soles “to approve Bill #63.” President Dellapenna asked for questions or comments to Bill #63 and there were none. RC-3 YEAS: BARRY, BROWN, DELLAPENNA, EVANS, LAPE, NESBIT, SOLES (7) NAYS: NONE (0) ORDINANCE NO. 20-010 - Bill #64 –Introduced by Jill Lape – An Ordinance of the City of McKeesport, Allegheny County, Pennsylvania, Fixing the Number and Compensation of City Officials and Employees of the City of McKeesport; Levying Taxes for the Fiscal Year; Making Appropriations for the Fiscal Year 2021. MOTION: Mrs. Nesbit moved, seconded by Mr. Evans “to approve Bill #64.” President Dellapenna asked for questions or comments to Bill #64 and there were none. RC-4 YEAS: BARRY, BROWN, DELLAPENNA, EVANS, LAPE, NESBIT, SOLES (7) NAYS: NONE (0) [3] RESOLUTION NO. 2020-055 - BILL #65– Introduced by Timothy Brown – A Resolution of the City of McKeesport, Allegheny County, Pennsylvania, Setting Forth the Paydays for the Year 2021. MOTION: Mr. Evans moved, seconded by Mr. Soles “to approve Bill #65.” President Dellapenna asked for questions or comments to Bill #65 and there were none. RC-5 YEAS: BARRY, BROWN, DELLAPENNA, EVANS, LAPE, NESBIT, SOLES (7) NAYS: NONE (0) RESOLUTION NO. 2020-056 – Bill #66– Introduced by Keith Soles – A Resolution of the City of McKeesport, Allegheny County, Pennsylvania, Authorizing the Proper City Officials to Enter Into an Agreement with Mr. John for the 2021 Portable Restroom Rental Program. MOTION: Mr. Barry moved, seconded by Mrs. Lape “to approve Bill #66.” President Dellapenna asked for any questions or comments and there was none. RC-6 YEAS: BARRY, BROWN, DELLAPENNA, EVANS, LAPE, NESBIT, SOLES (7) NAYS: NONE (0) RESOLUTION NO. 2020-057 - Bill #67– Introduced by Luethel Nesbit – A Resolution of the City of McKeesport, Allegheny County, Pennsylvania, Appointing Mark C. Turnley as Auditor of the City of McKeesport for the Fiscal Year 2021, and Authorizing the Proper City Officials to Execute a Contract for Said Services. MOTION: Mr. Barry moved, seconded by Mr. Soles “to approve Bill #67.” [4] President Dellapenna asked for any questions or comments and there was none. RC-7 YEAS: BARRY, BROWN, DELLAPENNA, EVANS, LAPE, NESBIT, SOLES (7) NAYS: NONE RESOLUTION NO. 2020-058 - Bill #68– Introduced by Keith Soles – A Resolution of the City of McKeesport, Allegheny County, Pennsylvania, Authorizing the Proper City Officers to Enter Into a Pest Control Contract with Pest B Gone for a Period of One (1) Year. MOTION: Mr. Barry moved, seconded by Mrs. Nesbit “to approve Bill #68.” President Dellapenna asked for any questions or comments and there was none. RC-8 YEAS: BARRY, BROWN, DELLAPENNA, EVANS, LAPE, NESBIT, SOLES (7) NAYS: NONE RESOLUTION NO. 2020-059 - Bill #69– Introduced by Brian Evans – A Resolution of the City of McKeesport, Allegheny County, Pennsylvania, approving a Conditional use request from the Municipal Authority of Westmoreland County to Install a Pole to House a Meter Reading Collection Unit on Atlantic Avenue (Lot & Block 308-J-076) in McKeesport, PA, the Property Exists in a R-4 Zoning District. MOTION: Mr. Soles moved, seconded by Mr. Barry “to approve Bill #69.” President Dellapenna asked for any questions or comments and there was none. RC-9 YEAS: BARRY, BROWN, DELLAPENNA, EVANS, LAPE, NESBIT, SOLES (7) NAYS: NONE [5] RESOLUTION NO. 2020-060 - Bill #70– Introduced by Luethel Nesbit – A Resolution of the City of McKeesport, Allegheny County, Pennsylvania, approving a Conditional Use Request from Grant County Mulch, Inc. to Operate a Bulk Material Storage Facility Located at 3500 Walnut Street (Lot & Block 466-R-381, 466-R-378 and 466-R-395) McKeesport, PA 15132. The Property Exists in a R-4 Zoning District. MOTION: Mr. Brown moved, seconded by Mrs. Nesbit “to approve Bill #70.” President Dellapenna asked for any questions or comments and there was none. RC-10 YEAS: BARRY, BROWN, DELLAPENNA, EVANS, LAPE, NESBIT, SOLES (7) NAYS: NONE RESOLUTION NO. 2020-061 - Bill #71 – Introduced by Keith Soles – A Resolution of the City of McKeesport, Allegheny County, Pennsylvania, approving a Conditional use Request from Ibrahim Dallou d/b/a Alsham Ltd., to Operate an Automobile Shop at 3903 Walnut Street (Lot & Block 555-C-255), McKeesport, PA 15132. The Property Exists in a C-3 Zoning District. MOTION: Mr. Brown moved, seconded by Mr. Evans “to approve Bill #71.” President Dellapenna asked for any questions or comments and Mr. Barry asked if someone said this was at the Moonlight Pool place or next door? President Dellapenna said at the Moonlight Pool store Jim. Mr. Barry said alright. I just have one concern, that’s a bad intersection there coming off of 48, especially if it’s an auto repair place, cars coming in and out of there. I don’t want it to be junked up like the one on Patterson. [6] Mayor Cherepko said those are clearly our concerns and that’s part of the conditions. President Dellapenna asked for other questions and there were none. RC-11 YEAS: BARRY, BROWN, DELLAPENNA, EVANS, LAPE, NESBIT, SOLES (7) NAYS: NONE RESOLUTION NO. 2020-062 - Bill #72 – Introduced by Luethel Nesbit – A Resolution of the City of McKeesport, Allegheny County, Pennsylvania, Authorizing the Proper City Officials to Enter Into an Agreement with Ace Pyro, LLC for the Purpose of Providing the Fireworks Displays at Renziehausen Park for July 4th (Independence Day), August 9th (International Village), September 6th (Labor Day) and TBA (Patriot’s Day). MOTION: Mr. Evans moved, seconded by Mr. Barry “to approve Bill #72.” President Dellapenna asked for any questions or comments and there was none.
