CITY OF MCKEESPORT REGULAR MEETING WEDNESDAY 7:08 P.M. NOVEMBER 3, 2021 The regular meeting of Council was called to order on the above- stated date at the above-stated time after the Pledge of Allegiance and a Moment of Silence by President Dellapenna. President Dellapenna called for roll call by Secretary Annette James. The following Members of Council were present: RC-1 PRESENT: BRIAN EVANS, LUETHEL NESBIT, RICHARD DELLAPENNA, TIMOTHY BROWN, JIM BARRY, JILL LAPE, KEITH SOLES APPROVAL OF MINUTES: President Dellapenna asked for a Motion to Approve the Minutes of the regular meeting of October 6, 2021. MOTION: Mrs. Nesbit moved, seconded by Mr. Evans, “to approve the Minutes of the Regular Meeting of October 6, 2021.” RC-2 YEAS: EVANS, NESBIT, DELLAPENNA, BROWN, BARRY, LAPE, SOLES (7) NAYS: NONE (0) COMMUNICATIONS: President Dellapenna asked for communications and Ms. James reported that we received the Fire Report for the month of October 2021. MAYOR’S REPORT: President Dellapenna asked for the Mayor’s Report and Mayor Cherepko said Mr. President I gave my report in the Work Session. So, I will just leave my Work Session Report as my Report for this meeting. [1] President Dellapenna said thank you Mayor. CITIZENS IN THE AUDIENCE: President Dellapenna asked for citizens in the audience, when your name is called, please come forward, and remember you have three minutes to speak and give your name and address. Mr. Giles – Keith Giles, 336 Penny Street, McKeesport, PA 15132 spoke about his business, First Step. NEW BUSINESS: RESOLUTION NO. 2021-035- Bill #50 - Introduced by Timothy Brown – A Resolution of the City of McKeesport, Allegheny County, Pennsylvania, Approving a Reverse Subdivision Request from Christopher Dull to Combine Block/Lot Numbers 380-D-91, 380-D- 144, 380-D-145, 38-D-146, 380-D-147 and 380-D-148. The Combined lot will be known as Block/Lot Number380-D-148. The Property exists in a C-3 Zoning District. MOTION: Mr. Barry moved, seconded by Mrs. Nesbit “to approve Bill #50.” President Dellapenna asked for questions or comments and there were none. RC-3 YEAS: EVANS, NESBIT, DELLAPENNA, BROWN, BARRY, LAPE, SOLES (7) NAYS: NONE (0) RESOLUTION NO. 2021-036 - Bill #51 –Introduced by Brian Evans – A Resolution of the City of McKeesport, Allegheny County, Pennsylvania, Approving a Conditional Use Request from Chelsea McKeithen, 1219 Pirl Street, McKeesport, PA 15132, to Operate a Coffee Shop at 322 Fifth Avenue, Lot & Block 307-E-14, McKeesport, PA 15132. The Property exists in a C-2 Zoning District. [2] MOTION: Mr. Brown moved, seconded by Mr. Soles “to approve Bill #51.” President Dellapenna asked for questions or comments and there were none. RC-4 YEAS: EVANS, NESBIT, DELLAPENNA, BROWN, BARRY, LAPE, SOLES (7) NAYS: NONE (0) ORDINANCE NO. 21-016- Bill #52 –Introduced by Keith Soles – An Ordinance of the City of McKeesport, Allegheny County, Pennsylvania, Amending Ordinance Number 17-004, as Amended, to Add Criminal Penalties for the Violation of the City’s Zoning/Planning Ordinance in Addition to Civil Enforcement Proceedings. MOTION: Mr. Evans moved, seconded by Mrs. Lape “to approve Bill #52.” President Dellapenna asked for questions or comments and there were none. RC-5 YEAS: EVANS, NESBIT, DELLAPENNA, BROWN, BARRY, LAPE, SOLES (7) NAYS: NONE (0) Solicitor Elash said before we adjourn, we need a Motion for the proper City officials to execute a Lease to purchase an equipment truck for the Fire Department that is going to be funded out of CD, that’s why we have to use the Lease provisions so that we can pay the payments out of the CD Budget. President Dellapenna asked for a Motion. MOTION: Mr. Barry moved, seconded by Mrs. Lape “to approve the Lease for the Fire Department.” President Dellapenna asked for questions or comments and there were none.
