CITY OF MCKEESPORT
REGULAR MEETING
WEDNESDAY 7:00 P.M. SEPTEMBER 7, 2022
The regular meeting of Council was called to order on the above-
stated date at the above-stated time after the Pledge of Allegiance
by President Dellapenna and a Moment of Silence in honor of retired
City employee Laura Green. Prayer was led by Ethel Balas from St.
Stephens Episcopal Church.
The following Members of Council were present:
RC-1 PRESENT: TIMOTHY BROWN, LUETHEL NESBIT, KEITH
SOLES, JILL LAPE, BRIAN EVANS, RICHARD DELLAPENNA
ABSENT: JIM BARRY
COMMUNICATIONS:
Secretary James reported that we received the reports for
August of 2022 from both the Fire and Police Departments.
President Dellapenna said thank you Annette.
MAYOR’S REPORT:
President Dellapenna asked for the Mayor’s Report.
Mayor Cherepko said thank you Mr. President. I pretty much went
through mine earlier. So, I do not have anything at this point other
than the Municipal Service Fee Bill, which Tasha just informed me,
will be mailed out today, tomorrow, so you can look for them
coming.
Also, on September 18th the Library is going to have. They are
holding a fundraiser at the band shell and the Shriner’s Band is going
to play.
Other than that, that completes my report Mr. President.

Oh, yea, also, after a long time of getting straightened out we now
have on-line payments available too which are working out. So, if
anyone needs to pay any bills or taxes on-line, they are now able to
do that as well.
President Dellapenna said thank you Mayor.
CITIZENS IN THE AUDIENCE:
President Dellapenna called for Citizens in the Audience and stated
when I call your name please come forward, you have 3 minutes,
state your name, your address and what your issue is, or topic.
Kate Simco, 540 6th Street, McKeesport, member of McKeesport
Businesswomen and Professional Organization (McKeesport BPW),
spoke about BPW and its Annual Meet and Greet Event.
Corry Sanders, 2010 Jenny Lind Street, McKeesport, spoke about
paving and unsafe speeding on Jenny Lind Street.
John Pintye, Jr., 522 Spring Street, McKeesport, spoke about Spring
Street.
President Dellapenna then asked for New Business from Secretary
James.
APPROVAL OF MINUTES:
President Dellapenna asked for a Motion to Approve the Minutes of
the regular meeting of July 6, 2022.
MOTION: Mr. Brown moved, seconded by Mrs. Lape, “to approve
the Minutes of the Regular Meeting of July 6, 2022.”

NEW BUSINESS:
RESOLUTION NO. 2022-039 – Bill #47 - Introduced by Brian Evans – A
Resolution of the City of McKeesport, Allegheny County,
Pennsylvania, Authorizing the Proper City Officials to Enter Into a Salt
Contract with Cargill, Inc., for Participation in the 2022 SHACOG
Sodium Chloride (Road Salt) Contract.
MOTION: Mrs. Lape moved, seconded by Mr. Soles “to approve Bill
#47.”
President Dellapenna asked for questions and there were none.

RESOLUTION NO. 2022-040 - Bill #48 –Introduced by Timothy Brown
– A Resolution of the City of McKeesport, Allegheny County,
Pennsylvania, Approving a Reverse Subdivision Request from Daniel
Whitt to Combine Lot & Blocks 461-B-106, 461-B-103, & 461-B-261.
The Combined Parcel will become 920 Lincoln Way, Lot & Block 461-
B-106. The property exists in an R-2 Zoning District.
MOTION: Mrs. Nesbit moved, seconded by Mr. Evans “to approve
Bill #48.”

RESOLUTION NO. 2022-041 - Bill #49 –Introduced by LuEthel Nesbit
– A Resolution of the City of McKeesport, Allegheny County,
Pennsylvania, Authorizing the Proper City Officials to Enter Into a
Grant Agreement with the Pennsylvania Department of Community

and Economic Development to be Used for Facility Improvements at
McKeesport Fire Station Number 2.
MOTION: Mr. Brown moved, seconded by Mrs. Lape “to approve
Bill #49.”
President Dellapenna asked for questions and there were none.

RESOLUTION NO. 2022-042 - Bill #50 –Introduced by Jill Lape – A
Resolution of the City of McKeesport, Allegheny County,
Pennsylvania, Authorizing the Proper City Officials to Enter Into the
Attached Agreement for Rodent Control Services with Pest B Gone.
MOTION: Mr. Evans moved, seconded by Mr. Soles “to approve Bill
#50.”
President Dellapenna asked for questions or comments and there
were none.

RESOLUTION NO. 2022-043 - Bill #51 –Introduced by Keith Soles – A
Resolution of the City of McKeesport, Allegheny County,
Pennsylvania, Awarding the Bid for Computer Systems Improvements
for the LaRosa Youth Development Foundation to Datamatrix
Systems, Inc. and Authorizing the Proper City Officials to Execute all
Documents Necessary to Enter Into an Agreement with Datamatrix
Systems, Inc. for an Amount Not to Exceed $316,499.
MOTION: Mrs. Lape moved, seconded by Mr. Evans “to approve
Bill #51.”

ABSTAIN: NESBIT – on the Board of LaRosa Foundation
NAYS: BROWN – the reason I say no is I cannot vote for
the amounts on the paper
ADJOURNMENT:
President Dellapenna said that concludes the Council meeting for
Wednesday, September 7th.
The meeting then adjourned at 7:25 p.m.
