CITY OF MCKEESPORT REGULAR MEETING WEDNESDAY 7:00 P.M. JULY 6, 2022 The regular meeting of Council was called to order on the above- stated date at the above-stated time after the Pledge of Allegiance by Vice President Nesbit and a Moment of Silence. Prayer was led by Ethel Balas from St. Stephens Episcopal Church. Vice President Nesbit then asked everyone in the audience to silence their phones at this time for the duration of the meeting. The following Members of Council were present: RC-1 PRESENT: TIMOTHY BROWN, JILL LAPE, LUETHEL NESBIT, JIM BARRY, KEITH SOLES ABSENT: RICHARD DELLAPENNA, BRIAN EVANS APPROVAL OF MINUTES: Vice President Nesbit asked for a Motion to Approve the Minutes of the regular meeting of June 1, 2022. MOTION: Mr. Soles moved, seconded by Mr. Brown, “to approve the Minutes of the Regular Meeting of June 1, 2022.” RC-2 YEAS: BROWN, LAPE, NESBIT, BARRY, SOLES (5) NAYS: NONE (0) COMMUNICATIONS: Secretary James reported that we received both the Police and Fire Reports for the month of June 2022. MAYOR’S REPORT: Vice President Nesbit asked for the Mayor’s Report. [1] Mayor Cherepko said I gave my report, I am good. CITIZENS IN THE AUDIENCE: Vice President Nesbit called for Citizens in the Audience and asked that they limit their speaking to 3 minutes please and state your name, address and what you are speaking about. Stacy Doak, 1523 Abraham Street, McKeesport, spoke about problems in her neighborhood. Ray Rice, 1509 Union Avenue, McKeesport, and Latisha Rice, 1509 Union Avenue, McKeesport, spoke about speeding on their street. Terry Cooper, 214 Halsey Drive, McKeesport, spoke about storm drainage on his property. Vice President Nesbit then asked for New Business from Secretary James. NEW BUSINESS: RESOLUTION NO. 2022-029 – Bill #37 - Introduced by Keith Soles – A Resolution of the City of McKeesport, Allegheny County, Pennsylvania, Awarding the Bid for the McKeesport Rising Demolition Project Phase 8 to Betters Company, Inc., and Authorizing the Proper City Officials to Execute All Documents Necessary to Enter Into an Agreement with Betters Company, Inc. for an Amount Not to Exceed $197,100 for Phase 8. MOTION: Mrs. Lape moved, seconded by Mr. Brown “to approve Bill #37.” RC-3 YEAS: BROWN, LAPE, NESBIT, BARRY, SOLES (5) NAYS: NONE (0) [2] RESOLUTION NO. 2022-030 - Bill #38 –Introduced by Timothy Brown – A Resolution of the City of McKeesport, Allegheny County, Pennsylvania, Designating October 1 Through October 16, 2022, as Radical Days in the City of McKeesport. MOTION: Mr. Barry moved, seconded by Mr. Soles “to approve Bill #38.” RC-4 YEAS: BROWN, LAPE, NESBIT, BARRY, SOLES (5) NAYS: NONE (0) RESOLUTION NO. 2022-031 - Bill #39 –Introduced by Jim Barry – A Resolution of the City of McKeesport, Allegheny County, Pennsylvania, Authorizing the Proper City Officials to Enter Into an Agreement with Barrier Protection Systems, Inc. for the McKeesport Regional History & Heritage Center Security System Upgrades (2019- CITF-061) for an Amount Not to Exceed $29,948.25. MOTION: Mr. Brown moved, seconded by Mr. Soles “to approve Bill #39.” RC-5 YEAS: BROWN, LAPE, NESBIT, BARRY, SOLES (5) NAYS: NONE (0) RESOLUTION NO. 2022-032 - Bill #40 –Introduced by Jill Lape – A Resolution of the City of McKeesport, Allegheny County, Pennsylvania, Authorizing the Proper City Officials to enter Into an Agreement with Lutterman Excavating, LLC for the McKeesport Satellite Park Restoration Project (CD-21-09) for an Amount Not to Exceed $725,000. MOTION: Mr. Soles moved, seconded by Mrs. Lape “to approve Bill #41.” RC-7 YEAS: BROWN, LAPE, NESBIT, BARRY, SOLES (5) NAYS: NONE (0) RESOLUTION NO. 2022-034 - Bill #42 –Introduced by Jill Lape – A Resolution of the City of McKeesport, Allegheny County, Pennsylvania, Approving and Authorizing the Filing of the Fiscal Year 2022 Annual Action Plan for Funding Known as B-21-MC-42-0106 Under Title I of the Housing and Community Development Act of 1974 (Public Law 93-383) As Amended. MOTION: Mr. Barry moved, seconded by Mr. Brown “to approve Bill #44.” Vice President Nesbit asked for any discussion and again there was none. RC-11 YEAS: BROWN, LAPE, NESBIT, BARRY, SOLES (5) NAYS: NONE (0) MOTION: Mrs. Lape moved, seconded by Mr. Soles “to amend the Agenda and add Bill #46.” RC-12 YEAS: BROWN, LAPE, NESBIT, BARRY, SOLES (5) NAYS: NONE (0) [5] RESOLUTION NO. 2022-038 - Bill #46 –Introduced by Keith Soles – A Resolution of the City of McKeesport, Allegheny County, Pennsylvania, Requesting a Pennsylvania Department of Community and Economic Development Multimodal Transportation Fund Grant of Up to $3,000,000.00 from the Commonwealth Financing Authority to Be Used for Reconstruction of the Versailles Avenue Bridge. MOTION: Mrs. Barry moved, seconded by Mrs. Lape “to approve Bill #46.” Vice President Nesbit asked for any discussion and again there was none.
