CALLED BOARD MEETING BOARD OF MAYOR AND ALDERMEN CITY OF MEDINA, TENNESSEE Minutes Thursday, April 30, 2026 5:30 PM • CALL TO ORDER Mayor Betts called the meeting to order and determined a quorum. Present were Kevin Painter, Marc Murdaugh, Angi Mathenia, and Andrew Rhodes. • 2026-2027 BUDGET DISCUSSION City Recorder Kim Gilley reviewed the amended budget and preliminary 26-27 budget entries. Discussed on Fire Department adding 2 part-time weekend shift firemen at rate of $18 each. Cost estimated at $61,000 including payroll taxes. Funds were allocated by decreasing duty pay by $6500 and removing police car purchase of $55,000 for current new budget year. The proposed pay increase of $1 per hourly employee, 2.8% COLA raise for salaried employees. Alderman Painter asked if this is just for $1 & COLA raises not including part-time pay. Mayor Betts stated that is correct. Mayor Betts made a motion to approve $1hourly, 2.8% COLA salary, and part-time firemen. Alderman Andrew Rhodes seconded the motion. Motion passed 5-0. The board then discussed raising the pay of part-time police officers. Alderman Painter stated opposition to part-time officers receiving a rate of $28.50 per hour, stating he felt it would cause dissension within the police department, as this rate would be higher than the city’s highest paid hourly full-time police officer. Alderman Painter made a motion to instead raise the part-time officer rate to $27.50 to align with the city’s highest officer rate. This motion died due to lack of a second. After continued discussion on the part-time police officer new hourly rate, Mayor Betts made a motion to approve $28.50 hr for part-time police officers. Alderman Mathenia seconded the motion. Motion passed 4-1 with Alderman Painter voting no. Bulk Pickup was discussed under the Solid Waste Budget. The upcoming contract with current provider, RAKK SOLID, is providing a three- year contract proposal for the next 3 years at same rate as this first year. It was discussed if these fees need to be passed on homeowners and it was determined that cost would be presented at Monday night’s meeting along with Waste Management cost review to determine a updated cost rate to be assessed to homeowners for garbage service including bulk pickup. • ADJOURNMENT Meeting Adjourned.
