REGULARLY SCHEDULED BOARD MEETING BOARD OF MAYOR AND ALDERMEN CITY OF MEDINA, TENNESSEE Minutes Monday, May 4, 2026 6:00 PM • CALL TO ORDER Mayor Betts called the meeting to order and determined a quorum. Present were Kevin Painter, Andrew Rhodes, Marc Murdaugh, and Angi Mathenia. • OPENING CEREMONIES A. Invocation was given by Andrew Rhodes. B. Pledge of Allegiance was led by Marc Murdaugh. C. Mayor Betts welcomed everyone in attendance. • APPROVAL OF MINUTES FROM REGULAR SCHEDULED MEETING April 6, 2026 Alderman Rhodes made the motion to approve minutes of April 6, 2026 meeting. Alderman Mathenia seconded the motion. Motion passed 4-1, Alderman Mathenia abstained. • APPROVAL OF MINUTES FROM CALLED MEETING April 30, 2026 Alderman Murdaugh made the motion to approve minutes of called meeting on April 30, 2026. Alderman Painter seconded the motion. Motion passed 5-0.l • APPROVAL OF AGENDA FOR May 4, 2026 Alderman Murdaugh made the motion to approve agenda for May 4, 2026 as written. Alderman Mathenia seconded the motion. Motion passed 5-0. • REPORTS A. Parks and Recreation / Public Works- Mike Hutcherson reported the tree falling in park causing damage to walking trail, bench, and light. Soccer season is completed, Splashpad will open May 30th. He reviewed the Asphalt Paving Bid and noted that the bid did not include paving one section of city hall parking lot. After discussion, it was determined that the additional cost for completing all areas needed plus the one section of city hall parking lot not included in original bid would be taken from reserves in the amount of $152,000. Alderman Rhodes made the motion to approve the paving bid with inclusion of $152,000 from reserves to complete the project. Mayor Betts seconded the motion. Motion passed 5-0.  B. Fire Chief- Mark Cleveland reported 4 non-emergency calls, 19 medical calls, 2 public service calls in the City of Medina for the month of April. County calls were 7 medical, 3 motor vehicle crashes, 1 fire, and 4 public assists. C. Building Inspector – Matt Brown reported 3 new home permits for the month of April, 1 addition, 2 pools, and 1 sign permit. New business “Us Girls Boutique” will open first of July. He notes he is working on an ordinance with guidelines to require permits for boring companies to be able to monitor digging and damage to drainpipes due to their boring. He noted the contractor has started work on the Civic Center roof. He asked Mr. Tommy Carter to come before the board and report on his storm damaged building. Mr. Carter noted he was getting two storage trailers to continue to clean out the building. The board asked him to report back to the board at next meeting to update status of building. It was noted by Alderman Murdaugh of the concerns and complaints received of the building’s condition. D. Police Chief- Phillip Kemper reported 329 calls for service for the month of April. 10 arrests, 2 narcotic arrests, and 965 camera citations. He reported Tyler Haley has resigned from his position, therefore, there is one opening now for full-time officer. Alderman Mathenia asked about drug dog performance. He stated they are being active and are continuing training. She also voiced concerns about young kids riding 4-wheelers, electric motorcycles/bicycles on city streets. Alderman Rhodes asked Chief Kemper if they were supposed to be licensed. E. City Recorder/Treasurer- Kim Gilley Noted that budget ordinance would come before the board based on the decisions of the board at the called meeting including raises. She noted that proposal for upcoming Bulk Pickup Contract Renewal has been received. She will have the numbers at the June meeting for the board to review as to what the cost per household for bulk pickup if board determines to implement the fees to be billed to residents. • CITIZENS INPUT No comments or concerns. • SECOND READING OF AN ORDINANCE OF THE CITY OF MEDINA, TENNESSEE TO REPEAL CITY ORDINANCE NO. 15-01 RELATING TO THE ESTABLISHMENT OF PERSONNEL RULES AND REGULATIONS FOR EMPLOYEES OF THE CITY OF MEDINA, TENNESSEE AND TO REPLACE SAID ORDINANCE WITH A NEW ORDINANCE RELATING TO THE ESTABLISHMENT OF PERSONNEL POLICES AND PROCEDURES OF THE CITY OF MEDINA, TENNESSEE Alderman Painter made the motion to approve second reading of personnel rules and regulations ordinance. Alderman Rhodes seconded the motion. Motion passed 5-0. • FIRST READING OF AN ORDINANCE OF THE CITY OF MEDINA AMENDING FY 2025-2026 BUDGET Alderman Painter made the motion to approve the first reading of ordinance for amending FY 2025-2026 budget. Alderman Murdaugh seconded the motion. Motion passed 5-0. • FIRST READING OF AN ORDINANCE OF THE CITY OFMEDINA, TENNESSEE ADOPTING THE ANNUAL BUDGET AND TAX RATE FOR THE FISCAL YEAR BEGINNING JULY 1, 2026 AND ENDING JUNE 30, 2027 Alderman Murdaugh made the motion to approve the first reading of budget. Alderman Rhodes seconded the motion. During discussion, Alderman Painter noted that he supported the budget overall, but wanted to state his opposition to part-time officers receiving a rate of $28.50 per hour, stating he felt it would cause dissension within the police department, as this rate would be higher than the city’s highest paid hourly full-time police officer during the called meeting discussion on employee raises.
