PUBLIC HEARING
Monday June 1, 2026

The City of Medina, TN 2026-2027 Fiscal Year Budget and
Tax Rate in accordance with the provisions of Chapter 484,
Public Acts of 1991
Mayor Betts opened the Public Hearing for 2026-2027 Budget. There were no questions
or comments, therefore, Mayor Betts closed the public hearing.

• CALL TO ORDER
Mayor Betts called the meeting to order and determined a quorum. Present were
Kevin Painter, Andrew Rhodes, Marc Murdaugh, and Angi Mathenia.
• OPENING CEREMONIES
A. Invocation was given by Andrew Rhodes.
B. Pledge of Allegiance was given by Kevin Painter.
C. Mayor Betts welcomed everyone in attendance.
• APPROVAL OF MINUTES FROM REGULAR SCHEDULED MEETING May 4, 2026
Alderman Rhodes made the motion to approve minutes of May 4, 2026. Alderman
Murdaugh seconded the motion. Motion passed 5-0.
• APPROVAL OF AGENDA FOR June 8, 2026
Alderman Rhodes made the motion to approve agenda for June 8, 2026. Alderman
Marc Murdaugh seconded the motion. Motion passed 5-0.
• REPORTS
A. Parks and Recreation / Public Works-
Mike Hutcherson reviewed the month’s park activities. In the conversation,
Alderman Marc Murdaugh suggested the need to look at a five-year plan moving
forward at the park and addressing the parking.
B. Fire Chief-
Mark Cleveland went over monthly statistics and discussed upcoming AFG Grant
Application. After discussion, Kevin Painter asked to set up a called meeting for
further discussion. All agreed and special called meeting was set for Monday June
8th at 6:00 pm.
C. Building Inspector –
Matt Brown reported 7 permits- 4 building and 3 plumbing for the month of May.
D. Police Chief-
Phillip Kemper reviewed his monthly report.
E. City Recorder/Treasurer- Kim Gilley-absent
Board will include the Upcoming Bulk Pickup Contract Renewal Discussion on the
called meeting June 8, 2026.

• SECOND READING OF AN ORDINANCE OF THE CITY OF MEDINA AMENDING FY 2025-2026
BUDGET
Alderman Painter made the motion to approve the second reading of Ordinance
Amending FY 2025-2026 Budget. Alderman Andrew Rhodes seconded the motion.
Motion passed 5-0.
• SECOND READING OF AN ORDINANCE OF THE CITY OFMEDINA, TENNESSEE ADOPTING THE
ANNUAL BUDGET AND TAX RATE FOR THE FISCAL YEAR BEGINNING JULY 1, 2026 AND
ENDING JUNE 30, 2027
Alderman Andrew Rhodes made the motion to approve second reading of ordinance
adopting annual budget and tax rate for July 1, 2026- June 30, 2027. Alderman
Painter seconded the motion, however again cited his concern with the part-time
officer pay situation. As stated previously, Alderman Painter had expressed concern
with part-time officers receiving higher pay than full-time officers. Motion passed 5-
0.
