OFFICIAL COUNCIL PROCEEDINGS A regular meeting of the City Council of the City of Menomonie, Dunn County, Wisconsin, was held in open session on January 18, 2022, and called to order by Council President Solberg at 7:00 p.m. in the City Council Chambers. The following members were present: Traxler, Sutherland, McCullough, Schwebs, Merrill, Solberg, Schlough, Erdman, Sommerfeld. Chase and Beech were absent. MOTION was made by Merrill, seconded by McCullough, and carried to approve the minutes of the January 3rd, 2022 council meeting. PUBLIC HEARING – None PUBLIC COMMENTS – Joyce Uhlir asked the council to consider issuing hand-counted paper ballots only, if voter turnout is expected to be low for the spring primary election. Based on her opinion there’s a great distrust in the community in electronic voting machines, and many citizens believe those machines were designed specifically to commit election fraud. MOTION was made by Erdman, seconded by McCullough, and carried unanimously on a roll call vote to award the bid for the Phase II Waste Water Treatment Plant facility upgrade project to R.J.Jurowski Construction, Inc. for $8,830,584 contingent upon completing bonds and insurance documentation. MOTION was made by Schwebs, seconded by Solberg, and carried to waive the rules to allow Brian Roemer, representative from Ehlers Public Finance Advisors to present the sewer utility rate study with the proposed rate adjustment for the City of Menomonie. RESOLUTION - MOTION was made by Schwebs, seconded by Sommerfeld, and carried unanimously on a roll call vote to accept the sewer rate resolution increasing the 2022 fixed, volume and high strength fees by 15% for utility users as presented by Ehlers. MOTION was made by Merrill, seconded by Sommerfeld, and carried unanimously on a roll call vote to approve the bid award for the Lakeside Park boat ramp/washout facility to Skid Steer Guy for $142,174.15. MOTION was made by Sommerfeld, seconded by McCullough, and carried unanimously on a roll call vote to approve the Stormwater Utility 2022-2024 Participation Agreement with Rain to Rivers of Western Wisconsin, Inc. RESOLUTION - MOTION was made by Merrill, seconded by Sutherland, and carried unanimously to adopt the 2022 Arbor Day proclamation and Migratory Bird Day recognition resolutions. RESOLUTION – MOTION made by Schwebs, seconded by Traxler, and carried to adopt the resolution authorizing the reduction in the local voting locations for the February 15, 2022 Primary Election. Schlough voted no. BUDGET TRANSFERS – None. MAYOR’S REPORT – No Mayor’s report in the Mayor’s absence. COMMUNICATIONS AND MISCELLANEOUS BUSINESS – Randy Eide informed the council that the Red Cedar Watershed Conference with UW-Stout has been cancelled for 2022.
