OFFICIAL COUNCIL PROCEEDINGS A regular meeting of the City Council of the City of Menomonie, Dunn County, Wisconsin, was held in open session on February 21st, 2022, and called to order by Mayor Knaack at 7:00 p.m. in the City Council Chambers. The following members were present: Traxler, Beech, McCullough, Schwebs, Merrill, Schlough, Erdman, and Sommerfeld. The following members were absent: Chase, Sutherland, and Solberg. MOTION was made by McCullough, seconded by Beech, and carried to approve the minutes of the February 7th, 2022 council meeting. PUBLIC HEARINGS - None PUBLIC COMMENTS – Todd Swartz was present to request council approval of the NSCALE Properties, LLC claim of excessive property assessments at 819 7th Street East, 820 6th Street East, and 1011 7th Street East. MOTION was made by Schwebs, seconded by Schlough and carried unanimously to approve the final plan amendment for the Dancing Oaks Addition PUD project for three twin home lots on 17th Street East. MOTION was made by Schwebs, seconded by McCullough and carried unanimously to approve the development rights transfer to PCC Properties, LLC from Gerrard Companies for the Dancing Oaks Addition PUD. MOTION made by Schlough, seconded by McCullough, and carried unanimously by roll call vote to disallow the claim of excessive property assessments at 819 7th Street East, 820 6th Street East, and 1011 7th Street East from NSCALE Properties, LLC. MOTION made by McCullough, seconded by Erdman and carried unanimously to approve the special event request from Stepping Stones for September 17, 2022 at Wilson Park. ORDINANCE to adopt the proposed Title 6-4-1 ordinance amendment creating two-hour parking on the 1800 block of 2nd Avenue South was INTRODUCED by Merrill. MOTION was made by Merrill, seconded by Erdman and carried to waive the first reading. MOTION was made by McCullough, seconded by Merrill and carried to waive the second reading. MOTION was made by Merrill, seconded by McCullough and carried unanimously to adopt the Title 6-4-1 ordinance amendment. MOTION made by Schwebs, seconded by Beech and carried unanimously to authorize the sale of Police Department surplus items as presented to council. RESOLUTION - MOTION was made by Merrill, seconded by Schlough, and carried unanimously to adopt the resolution in support of and recognizing the commitment of the Menomonie Police Department. MOTION made by McCullough, seconded by Beech and carried unanimously to approve the appointments to the Board of Review and Urban Forestry Board. BUDGET TRANSFERS – MOTION made by McCullough, seconded by Schlough and carried unanimously to approve the sewer utility copy machine budget transfer as presented. MAYOR’S REPORT – Mayor extended an open invite to city council members and members of the community to visit Winter Wonderland and Wolske Bay and enjoy the ice skating and community gathering for fun. Mayor also introduced and congratulated Mitch Stai who has been offered the Recreation Manager position with the City of Menomonie. COMMUNICATIONS AND MISCELLANEOUS BUSINESS – Megan Hines, Environmental Program Coordinator presented to council the 2021 Solid Waste Site Metrics and the City Hall Phase II HVAC Temperature Controls Energy Efficiency grant request. CLAIMS - MOTION was made by McCullough, seconded by Schlough, and carried unanimously on roll call vote to approve payment of the following claims: February 21st, 2022 Claims 2021 Claims Total Invoice Cedar Corp $758.14 Xcel Energy $17,725.56 Total $18,483.70 2022 Claims Total Invoice 5 Alarm $13,223.95 Total $13,223.95 2022 Parking Utility Claims Total Invoice City Treasurer $2,054.09 IPS Group $630.00 Total 2,684.09 MOTION was made by Erdman, seconded by Beech and carried unanimously to approve the license list as presented. TEMPORARY CLASS “B” BEER LICENSE: Dunn County Historical Society (1820 John Russell Road) “Brews & Build” Events 02/24/2022 03/17/2022 04/21/2022 05/19/2022 CHANGE OF AGENT: Brad Weisenbeck – Dick’s Fresh Market 1408 9th Street MOTION made by Merrill, seconded by Erdman, and carried to adjourn.
