OFFICIAL COUNCIL PROCEEDINGS
A regular meeting of the City Council of the City of Menomonie, Dunn County, Wisconsin, was held in open
session on April 18th, 2022, and called to order by Council Mayor Knaack at 7:00 p.m. in the City Council
Chambers. The following members were present: Chase, Traxler, Sutherland, Beech, Schwebs, Merrill,
Solberg, Schlough, Erdman, and Sommerfeld. McCullough was absent.
MOTION was made by Schlough, seconded by Schwebs, and carried to approve the minutes of the March 21st, 2022
and April 4th, 2022 council meetings.
PUBLIC HEARING – None
PUBLIC COMMENTS – None
MOTION was made by Schwebs, seconded by Beech, and carried unanimously to approve the special events
requests for the Dunn County Humane Society’s “Mutt Strut n Tabby Trot” event on June 11th, 2022 and
Lutheran Campus Ministry’s “Pack the Park” event on August 7th, 2022.
MOTION was made by Solberg, seconded by Erdman, and carried unanimously to accept the petition of direct
annexation of Lindstrom Alliance, LLC (E6091 578th Avenue, Town of Red Cedar) property into the City of
Menomonie.
ORDINANCE to adopt the proposed ordinance amendment removing parking 200 feet east of Broadway (north and
south side) at Elm Avenue East was INTRODUCED by Solberg. MOTION was made by Erdman, seconded
by Merrill, and carried to waive the first reading. MOTION was made by Merrill, seconded by Sommerfeld,
and carried to waive the second reading. MOTION was made by Traxler, seconded by Solberg, and carried
unanimously to adopt the Title 6-4-2 ordinance amendment.
RESOLUTION – MOTION made by Erdman, seconded by Sommerfeld, and carried unanimously to adopt the
resolution authorizing the submittal of a DNR Recreational Trails program grant application for the southern
section of Junction Trail.
MOTION was made by Schlough, seconded by Chase, and carried unanimously on roll call vote to approve the
emergency repairs contract with Skid Steer Guy, LLC, for two downtown pedestrian crossings as presented to
council using funding from tax increment district (TID) 15.
MOTION made by Schwebs, seconded by Solberg, and carried unanimously on roll call vote to approve the Sewer
Utility study request $17,000 with Merriman for a treatment plant blower motor repair.
MOTION made by Solberg, seconded by Chase, and carried unanimously on roll call vote to approve the request to
purchase replacement street lighting fixtures (regular and decorative) including globes as presented to
council, using funds from tax increment district (TID) 15.
MOTION was made by Chase, seconded by Beech, and carried to approve the Mayor’s recommendations to the
following Boards and Commissions:
Community Development Commission:
Judy Schuch – term expires October 2023
John Sobota – term expires October 2023
Jan Traxler – term expires October 2023
Economic Development Revolving Loan Committee:
Charlie Jones – no set term
BUDGET TRANSFERS – None
MAYOR’S REPORT – Mayor Knaack thanked the Community Foundation for its collaboration in implementing public
WiFi access in Wilson Park, made possible through the Porter Fund and Douglas & Ann Larson Family Fund
grants. Mayor Knaack presented special recognition certificates to Council members Jennifer Beech and Jan
Traxler for their service on the Menomonie City Council.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS – Organizational meeting of City Council tomorrow
evening, Tuesday, April 19, 2022 at 6:00pm for council representative appointments. Sutherland thanked city
volunteers and devoted workers for the upkeep and improvement of city parks and amenities, i.e. the baseball
diamonds. Schwebs thanked the city for allowing alternative parking for church members during construction
at the First Congregational church.
