OFFICIAL COUNCIL PROCEEDINGS
A regular meeting of the City Council of the City of Menomonie, Dunn County, Wisconsin, was held in open
session on October 3, 2022, and called to order by Mayor Knaack at 7:00 p.m. in the City Council
Chambers. The following members were present: Sutherland, Solberg, McCullough, Chase, Schwebs,
Yonko, Schlough, Burstad, and Erdman. Sommerfeld was absent.
MOTION made by Burstad, seconded by Erdman, and carried unanimously to approve the minutes from the
September 6th and September 19th council meetings.
PUBLIC HEARING – No one appeared for the public hearing.
PUBLIC COMMENTS – None
ORDINANCE to adopt the proposed zoning ordinance amendment being Lot 1 of CSM #4658, Volume 23, Page
98, Document 3646197 to Local Commercial District (B2) was INTRODUCED by Solberg. MOTION to
waive first reading was made by Erdman, seconded by McCullough. MOTION to waive second reading
was made by McCullough, seconded by Solberg. MOTION to adopt the ordinance amendment was made
by Solberg, seconded by McCullough and carried unanimously on roll call vote.
RESOLUTION – MOTION made by Schwebs, seconded by Erdman, and carried unanimously on roll call vote to
adopt a resolution authorizing the issuance and sale of up to $8,902,238 sewerage system revenue bonds.
MOTION made by Burstad, seconded by McCullough, and carried unanimously on roll call vote to approve the
contract award to B&B/Altronex at a cost of $163,905 for the emergency repair and replacement of Blower
Unit #1 at the Waste Water Treatment Plant with funds from the Sewer Utility replacement fund.
MOTION made by Chase, seconded by Solberg, and carried unanimously on roll call vote to approve the one-year
contract extension (for 2023) with Keeping Safe Simple, LLC in the amount of $21,504 for city safety
consulting services.
NO ACTION was taken on the preliminary plan outlining uses for Federal ARPA funds.
MOTION made by Solberg, seconded by Burstad, and carried unanimously on roll call vote to approve $25,000 in
ARPA monies for holiday decorating expansion in Wolske Bay Park, with $20,000 going directly to the
Menomonie Christmas Lights Display organization.
MOTION made by Burstad, seconded by Sutherland and carried unanimously on roll call vote to approve $25,000
in ARPA monies for the Christmas Miracle Winter Wonderland expansion at Winter Wonderland.
MOTION made by Solberg, seconded by Yonko, and carried unanimously to approve the mayoral appointment of
Eric Brey as an alternate to the Board of Zoning Appeals (term expiring April 2025).
BUDGET TRANSFERS – MOTION made by Schwebs, seconded by Solberg, and carried unanimously on roll call
vote to approve the $1,000 budget transfer for the Recreation Department from Contingency to the Building
Supplies account to cover the costs of redoing the tile floors in the Leisure Services building and the $81.17
budget transfer for Information Technology from the Vehicle Maintenance account to cover the cost of
vehicle repairs.
MAYOR’S REPORT – Mayor Knaack gave his report on community events including the Menomonie High School
Homecoming Parade, and the high scoring and winning UW-Stout Blue Devils Football Homecoming game.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS – The Stout Road project has been received well and is
mostly complete minus a few additions of signage, minor cosmetic repairs, etc. Mr. Prange gave an update
on the lease with Foundations Therapy for the 3rd floor of City Hall.

seconded by Solberg, and carried unanimously on a roll call vote.
MOTION to reconvene in open session under Wisconsin Statutes 19.85 (2) was made by Chase, seconded by
Solberg, and carried unanimously on a roll call vote.
NO ACTION was taken on the discussion of the proposed financial support of the development of private
properties for residential purpose.
MOTION made by Erdman, seconded by Chase, and carried to adjourn.
