OFFICIAL COUNCIL PROCEEDINGS A regular meeting of the City Council of the City of Menomonie, Dunn County, Wisconsin, was held in open session on November 7, 2022, and called to order by Mayor Knaack at 7:00 p.m. in the City Council Chambers. The following members were present: Chase, Burstad, Sutherland, Yonko, McCullough, Schwebs, Solberg, Erdman, and Sommerfeld. Schlough was absent. MOTION was made by Burstad, seconded by Sommerfeld, and carried to approve the minutes of the October 17th, 2022 council meeting. PUBLIC HEARING – None. PUBLIC COMMENTS – Mark Grove spoke in support of agenda item 6A., regarding a rezoning request, on behalf of Java Companies. Andrew Mercil spoke in support of agenda item 6G, clarifying some of the topics surrounding the Mabel Tainter Theater’s funding and the Mabel Tainter Board’s bylaws. ORDINANCE to rezone the south 60’ of Lots 13 & 14, Block 1, Oak Park Addition was INTRODUCED by Schwebs. MOTION was made by Schwebs, seconded by Burstad, and carried unanimously to refer the Oak Park Addition rezoning ordinance to the Plan Commission. NO ACTION was taken on the proposed 2023 city general fund operating and debt service budgets. MOTION made by Schwebs, seconded by Erdman, and carried unanimously to approve the Community Services Department sale of surplus items. MOTION was made by Erdman, seconded by Chase, and carried unanimously on roll call vote to award Albrightson Excavating, Inc. a $1,248,980.70 contract for the Schneider Avenue and Lookout Road construction project. MOTION was made by Yonko, seconded by Sutherland, and carried unanimously to approve the revised WI DOT 2022 functional road classification map as presented. MOTION was made by Burstad, seconded by Solberg, and carried unanimously on roll call vote to approve the 2021 invoices and personal property write-offs as presented. MOTION was made by McCullough, seconded by Solberg, and carried unanimously to approve the revised city of Menomonie employee handbook as presented. BUDGET TRANSFERS - MOTION was made by Solberg, seconded by Erdman, and carried unanimously on roll call vote to approve the Inspection Department’s internal budget transfer for $700, from the advertising account to the custom office supplies account to purchase printer supplies. MAYOR’S REPORT – Mayor Knaack gave community updates in regards to Winter Wonderland and Wolske Bay and noted the next Business After Hours that will be hosted at City Hall on November 14th, 2022. COMMUNICATIONS AND MISCELLANEOUS BUSINESS – None. MOTION to reconvene in open session under Wisconsin Statutes 19.85 (2) was made by Erdman, seconded by Schwebs, and carried unanimously on a roll call vote.
