OFFICIAL COUNCIL PROCEEDINGS A regular meeting of the City Council of the City of Menomonie, Dunn County, Wisconsin, was held in open session on November 21, 2022, and called to order by Mayor Knaack at 7:00 p.m. in the City Council Chambers. The following members were present: Chase, Yonko, McCullough, Schwebs, Solberg, Schlough, Erdman and Sommerfeld. Sutherland and Burstad were absent. PUBLIC HEARING – Mike Stewart and Amanda Kahl spoke in support of and to clarify the funding request increase for Main Street Menomonie (Downtown Menomonie). PUBLIC COMMENTS – None ORDINANCE to adopt the 2023 general fund operating budget and tax levy of $7,435,000 was INTRODUCED by McCullough. MOTION to waive first reading was made by Erdman, seconded by Yonko, and carried. MOTION to waive second reading was made by Solberg, seconded by Sommerfeld, and carried. MOTION to adopt the ordinance was made by McCullough, seconded by Schwebs and carried unanimously on roll call vote. MOTION made by Solberg, seconded by Schlough, and carried, on roll call vote, to require the reinstatement of voting rights for the city representative on the Mabel Tainter Board to receive $60,000 of city funding. Ayes (5): Schwebs, Solberg, Schlough, Erdman, and Sommerfeld; Noes (2): Yonko and McCullough. Chase abstained. MOTION to amend the original motion requiring the City’s representation on the Mabel Tainter Board to be a city council member only, made by Yonko, seconded by Erdman. Motion failed. Ayes (2): Yonko and Erdman; Noes (5): McCullough, Schwebs, Solberg, Schlough, and Sommerfeld. Chase abstained. MOTION to waive the rules made by Solberg, seconded by Erdman, and carried to allow the Main Street of Menomonie representatives to address council regarding their funding request. MOTION made by McCullough, seconded by Sommerfeld, and carried unanimously, to approve the 2023 Business Improvement District (Main Street of Menomonie, Inc.) operating plan as presented. MOTION made by Solberg, seconded by Sommerfeld, and carried unanimously on roll call vote to increase the Main Street of Menomonie, Inc. additional subsidy request by $5,000 for a total of $25,000 for 2023. NO ACTION was taken on the Wakanda Waterpark executive summary report review. MOTION made by Sommerfeld, seconded by Chase, and carried unanimously to approve the Wakanda Park Parade of Lights special event sponsored by the Menomonie Area Chamber and Visitors Bureau. MOTION made by Schwebs, seconded by Solberg, and carried unanimously, on roll call vote, to approve the contract extension through December 31, 2025 with Melstrom Inspections, LLC for city electrical inspections as presented. BUDGET TRANSFERS – None. MAYOR’S REPORT – Mayor Knaack gave his report on current community events including the Winterdaze Parade coming up on December 8th and holiday decorating at Wolske Bay. COMMUNICATIONS AND MISCELLANEOUS BUSINESS – Hines shared the news that the DNR awarded the City an Urban Forestry Grant for $13,267.50 in 2023.
