OFFICIAL COUNCIL PROCEEDINGS
A regular meeting of the City Council of the City of Menomonie, Dunn County, Wisconsin, was held in open
session on December 5, 2022, and called to order by Mayor Knaack at 7:00 p.m. in the City Council
Chambers. The following members were present: Chase, Burstad, Yonko, Sutherland, McCullough,
Solberg, Schlough, Erdman and Sommerfeld. Schwebs was absent.
PUBLIC HEARING – None
PUBLIC COMMENTS – Padraig Gallagher spoke in support of agenda items 5.A. and 6.D., representing Stepping
Stones of Dunn County, Inc. Melissa Kneeland spoke in support of agenda item 6.C., representing Dunn
County Historical Society.
MOTION made by Erdman, seconded by Burstad, and carried unanimously to approve the minutes from the
November 7th and November 21st Council meetings and the November 7th Special Council meeting
minutes.
MOTION made by Erdman, seconded by Solberg, and carried unanimously to approve the temporary trailer storage
extension for Stepping Stones of Dunn County, Inc. at 1602 Stout Road for another 90 days through
February 2023.
MOTION made by Burstad, seconded by Sutherland, and carried unanimously on roll call vote, to approve the 2023
Water Utility operating budget as presented.
MOTION made by Schlough, seconded by Yonko, and carried unanimously on roll call vote, to approve the 2023
Wastewater Utility operating budget as presented.
MOTION made by Schlough, seconded by Erdman, and carried unanimously on roll call vote, to approve the 2023
Solid Waste Utility operating budget as presented.
MOTION made by McCullough, seconded by Solberg, and carried unanimously on roll call vote, to approve the
2023 Stormwater Utility operating budget, including the recommended Storm Water utility fee adjustment,
as presented.
MOTION made by McCullough, seconded by Burstad, and carried unanimously on roll call vote, to approve the
2023 Tax Increment District operating budgets for TIDS #12-17, as presented.
MOTION made by Erdman, seconded by Yonko, and carried unanimously on roll call vote, to approve the
expenditure of $20,000 from ARPA funds in 2023 for the Dunn County Historical Society solar array project.
MOTION made by Chase, seconded by Sommerfeld, and carried unanimously on roll call vote, to approve the
expenditure of $10,000 from ARPA funds in 2023 for the Evergreen Cemetery Association’s seal coating
project.
MOTION made by McCullough, seconded by Schlough, and carried unanimously, to approve the ARPA-NIF-137
contract bid award to Skid Steer Guy, LLC for $25,100 for the C-3 building demolition project at 1620 Stout
Road.
MOTION made by Burstad, seconded by Chase, and carried unanimously on roll call vote, to approve the Fire
Department’s $33,500 purchase of equipment for the city’s fire stations and fire engines as presented to
council.
MOTION made by Sutherland, seconded by Burstad, and carried unanimously on roll call vote to approve the
purchase of two LUCAS CPR devices in the amount of $37,437.58 using ARPA and FAP funds.
MOTION made by Solberg, seconded by McCullough, and carried unanimously on roll call vote to approve the
proposed 2023-2024 Construction Fund capital budget as presented. Chase abstained.
MOTION made by Erdman, seconded by Chase, and carried unanimously to approve the appointments/re-
appointments of Jen Beech, Linda Bark, Josh Risler, Jody Pabich and Rory Fedderson to the Recreation
Advisory Board.
BUDGET TRANSFERS – None.
MAYOR’S REPORT – Mayor Knaack gave his report on upcoming community events including the ribbon cutting
and holiday light party at Wolske Bay on December 22nd, and invited city staff, council members and the
Menomonie community to attend. The Mayor also mentioned that ice is being made at Winter Wonderland
and hopes to see more skaters come to the rink. Lastly, the Mayor spoke about meeting with Governor
Evers on December 8th to discuss “Project Hope.”
COMMUNICATIONS AND MISCELLANEOUS BUSINESS – None.
