OFFICIAL COUNCIL PROCEEDINGS
A regular meeting of the City Council of the City of Menomonie, Dunn County, Wisconsin, was held in open
session on February 20, 2023, and called to order by Mayor Knaack at 7:00 p.m. in the City Council
Chambers. The following members were present: Burstad, Yonko, Sutherland, McCullough, Schwebs,
Solberg, Schlough, and Erdman. Chase & Sommerfeld were absent.
PUBLIC HEARING – None
PUBLIC COMMENTS – Shane Elliot introduced himself to council, representing the Menomonie Jr. Mustangs, for
any questions on Agenda Item F.
MOTION made by Erdman, seconded by Schlough, and carried unanimously to approve the minutes of the
February 6th, 2023 council meeting.
MOTION to waive the rules made by Erdman, seconded by Yonko, and carried unanimously to allow Sean Lentz
from Ehlers to speak on the presale report and 2023/2024 resolutions, allowing for the issuance and sale of
the city’s General Obligation Bonds, Water System Bonds and General Obligation Promissory Notes.
RESOLUTION of the City of Menomonie, Wisconsin relating to the issuance of general obligation bonds in an
amount not to exceed $1,555,000 for swimming pool improvements was INTRODUCED by Schwebs.
MOTION was made by Schwebs, seconded by Solberg, and carried unanimously by roll call vote to adopt
the resolution.
RESOLUTION of the City of Menomonie, Wisconsin relating to the issuance of general obligation bonds in an
amount not to exceed $1,035,000 for the City’s water system improvement program was INTRODUCED by
Yonko. MOTION was made by Yonko, seconded by McCullough, and carried unanimously on roll call vote
to adopt the resolution.
RESOLUTION providing for the issuance and sale of general obligation corporate purpose bonds, series 2023A, of
the City of Menomonie Wisconsin was INTRODUCED by Burstad. MOTION was made by Burstad,
seconded by Sutherland, and carried unanimously on roll call vote to adopt the resolution.
RESOLUTION providing for the issuance and sale of general obligation promissory notes, series 2023B, of the City
of Menomonie Wisconsin was INTRODUCED by McCullough. MOTION was made by McCullough,
seconded by Erdman, and carried unanimously on roll call vote to adopt the resolution.
MOTION made by Solberg, seconded by Schwebs, and carried unanimously on roll call vote to approve the
execution of a developer’s agreement and provide TID #17 PAYGO financial incentive with Gerrard
Development, LLC for a residential housing project.
MOTION to waive the rules made by Erdman, seconded by Sutherland, and carried to allow Shane Elliot,
Menomonie Jr. Mustangs Board President, to address the council’s questions regarding agenda item F.
MOTION made by Burstad, seconded by Sutherland and carried unanimously to authorize the draft of an
ordinance amendment to consider the addition of signage at the Moose Lodge ballfield at 720 19th Ave.
RESOLUTION - MOTION made by McCullough, seconded by Burstad, and carried unanimously to adopt the
resolution setting election polling locations in the City.
MOTION made by Schwebs, seconded by Schlough, and carried unanimously on roll call vote to award McCabe
Construction the bid for repair of the Golf View Drive storm sewer outfall in the amount of $33,945,
contingent on proof of bond and insurance.
MOTION made by Erdman, seconded by McCullough, and carried unanimously to approve the bid award list
received for the Stepping Stones Homeless Shelter as presented from Cedar Falls Building Systems.
MOTION made by McCullough, seconded by Solberg, and carried unanimously to approve the Mayor’s
recommendation of appointments of Phil Pillman and Paul Schermann to the Menomonie Housing Authority
Board.
MAYOR’S REPORT – The Mayor shared that Stepping Stones has initiated its groundbreaking of the new
homeless shelter being built. The Mayor announced that on March 1st, there will be an open house for the
four finalists/candidates for the City Administrator position, which the public is welcome to attend.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS – Director of Public Works Schofield shared that many of
the City’s boulevard Ash trees have had to be cut down due to Ash Borer disease.
CLAIMS - MOTION was made by Solberg, seconded by McCullough, and carried unanimously on roll call vote to
approve payment of the following claims:
