OFFICIAL COUNCIL PROCEEDINGS A regular meeting of the City Council of the City of Menomonie, Dunn County, Wisconsin, was held in open session on February 6, 2023, and called to order by Mayor Knaack at 7:00 p.m. in the City Council Chambers. The following members were present: Chase, Burstad, Sutherland, Yonko, Schwebs, Solberg, Schlough, Erdman and Sommerfeld. Burstad left the meeting at approximately 9:10pm and McCullough arrived to the meeting during closed session. MOTION made by Erdman, seconded by Schlough, and carried unanimously to approve the minutes of the January 16th, 2023 council meeting. PUBLIC HEARING – None. PUBLIC COMMENTS – Nita Fitzgerald spoke in favor of the joint purchase of electronic election poll books with the County of Dunn. Jim Uhlir spoke in opposition to the joint purchase of electronic election poll books with the County of Dunn. Suzette Nieman spoke in opposition to the joint purchase of electronic election poll books with the County of Dunn. Laurie Jean Christianson spoke in opposition to the joint purchase of electronic election poll books with the County of Dunn. Steve Christianson spoke in opposition to the joint purchase of electronic election poll books with the County of Dunn. Eric Vanasse introduced himself to council as the representative of Structures Unlimited, Inc. for any questions related to the salt shed referenced in agenda item 6-E-a. Rory Feddersen spoke in favor of the Recreation Department/MADGO request for ARPA funds to purchase disc golf baskets. Pete Huff spoke in favor of the joint purchase of electronic election poll books with the County of Dunn. MOTION to waive the rules to allow Rebecca Kralewski, representing the Menomonie Housing Authority, to address the council was made by Erdman, seconded by Solberg, and carried unanimously. MOTION made by Yonko, seconded by Chase, and carried unanimously to accept the 2023 annual payment in lieu of taxes (PILOT) from the Menomonie Housing Authority. MOTION made by Schwebs, seconded by Chase, and carried unanimously to approve the joint purchase of electronic poll books with the County of Dunn in the amount of $13,082.88, from the Contingency account. MOTION made by Erdman, seconded by Schlough, and carried unanimously on roll call vote to approve the special events requests for the Mabel Tainter for the Community Celebration on May 20, 2023 and Stepping Stones for The Beat 2023 on September 9, 2023 at Wilson Park. ORDINANCE to adopt the Title 1, Chapter 9, Section 4(a) ordinance amendment regarding the limits for public works construction projects was INTRODUCED by Solberg. MOTION to waive the first reading of the  ordinance amendment made by Erdman, seconded by Sommerfeld. MOTION to waive the second reading of the ordinance amendment made by Yonko, seconded by Chase. MOTION to adopt the Title 1, Chapter 9, Section 4(a) ordinance amendment made by Solberg, seconded by Sommerfeld, and passed unanimously on roll call vote. MOTION made by Erdman, seconded by Schlough, and carried unanimously to waive the rules to allow Eric Vanasse to answer questions from council members regarding the potential salt shed purchase from Structures Unlimited, Inc. MOTION made by Yonko, seconded by Solberg, and carried unanimously on roll call vote to award the salt shed bid to Structures Unlimited, Inc. in the amount of $123,030.18. MOTION made by Chase, seconded by Solberg, and carried unanimously on roll call vote to award the tandem axle cab and chassis bid to River States Truck & Trailer in the amount of $152,814. MOTION made by Schwebs, seconded by Sommerfeld and passed unanimously on roll call vote to award the tandem axle patrol equipment bid to Universal Truck Equipment in the amount of $150,171. MOTION made by Schlough, seconded by Solberg, and carried unanimously on roll call vote to award the skid steer bid to Bobcat Plus in the amount of $34,301.93 (including trade-in value for 2012 Bobcat S205). MOTION made by Schwebs, seconded by Yonko, and carried unanimously on roll call vote to purchase a submersible pump for Well #8 in the amount of $62,800 from CTW Wells and Pumps as presented. MOTION made by Erdman, seconded by Chase, and carried unanimously on roll call vote to purchase new disc golf baskets (DGA Mach X’s) for the Wakanda disc golf course using ARPA monies, in the amount of $10,460. MOTION made by Schlough, seconded by Solberg and carried unanimously on roll call vote to purchase a three year contract with Qualtrics CoreXM-DesignXM, in the amount of $42,125, to be reimbursed at 100% through the State of Wisconsin Department of Administration’s Law Enforcement Grant that was awarded in 2022. RESOLUTION – MOTION was made by Solberg, seconded by Chase, and carried to adopt the 2023 Arbor Day proclamation resolution. RESOLUTION – MOTION was made by Schlough, seconded by Yonko, and carried to adopt the 2023 Migratory Bird Day recognition resolution. MAYOR’S REPORT – The Mayor shared the recent press release for Project Hope, garnering lots of positive attention, and can be streamed from the Dunn County website and the Police Department Facebook page. The Mayor noted that the lights at Wolske Bay will be turned off in mid-February. COMMUNICATIONS AND MISCELLANEOUS BUSINESS – Mary Solberg thanked the Mayor for all of his work in creating the light display at Wolske Bay and Winter Wonderland. Lowell Prange gave an update on the job search for the City Administrator position, noting that the search for applicants has closed and there are several candidates in the pool that are advancing.
