OFFICIAL COUNCIL PROCEEDINGS A regular meeting of the City Council of the City of Menomonie, Dunn County, Wisconsin, was held in open session on January 16, 2023, and called to order by Council President Solberg at 7:00 p.m. in the City Council Chambers. Council President Solberg announced that she would be retaining her right to vote as the Ward 8 representative. The following members were present: Chase, Burstad, Schlough, Yonko, Sutherland, Schwebs, Solberg, Erdman and Sommerfeld. McCullough was absent. PUBLIC HEARING – Kevin Oium addressed the council to give background information on the Java Company rezoning request. Dave Bauer spoke in opposition of the Java Co. rezone request. Mary Kay Mork spoke in opposition of the Java Co. rezone request. Jason Lynn spoke in opposition of the Java Co. rezone request. Andy Crowe spoke in opposition of the Java Co. rezone request. Josh Hoyt spoke in opposition of the Java Co. rezone request. Linda Bark spoke in opposition of the Java Co. rezone request. Mark Crowe spoke in support of the Java Co. rezone request. Sarah Tyrott spoke in opposition of the Java Co. rezone request. PUBLIC COMMENTS – John Dawson gave an overview of a proposed Habitat for Humanity project in the City. MOTION made by Erdman, seconded by Sutherland, and carried unanimously to approve the minutes of the January 3rd, 2023 council meeting. MOTION to waive the first reading of the rezoning ordinance made by Erdman, seconded by Yonko. MOTION to waive the second reading of the rezoning ordinance made by Chase, seconded by Sutherland. MOTION to deny the rezoning ordinance request made by Erdman, seconded by Chase and carried on roll call vote. Ayes (6): Chase, Sutherland, Yonko, Schlough, Erdman, and Sommerfeld. Noes (3): Burstad, Schwebs, Solberg. MOTION to waive the rules to allow John Dawson, representing Habitat for Humanity, to address the council on agenda item “A” made by Chase, seconded by Erdman, and carried unanimously. MOTION made by Sutherland, seconded by Schlough, and carried unanimously to authorize the Administration to move forward with Habitat for Humanity, to sell three town home lots on Brickyard Road for $10,000 per lot, create the lots and rezone the lots to R-4 Twin Home District. MOTION made by Sutherland, seconded by Schlough, and carried unanimously to approve the 2023 Menomonie Area Senior Center, Inc. lease extension for rented space at the Leisure Services Center. MOTION made by Yonko, seconded by Sutherland, and carried unanimously on roll call vote to purchase from Keyes Chevrolet, one half-ton crew cab pickup for $44,050, with additional accessories from Indianhead Truck Equipment for a total cost of $47,365.88; and one half-ton regular cab pickup for $42,250, with additional accessories from Indianhead Truck Equipment, for a total cost of $45,595.88. MOTION made by Erdman, seconded by Yonko, and carried unanimously on roll call vote to purchase from Markquart CDJRF, LLC, a one-ton cab and chassis for $50,678, adding a dump box and accessories for $21,480.88, for a total cost of $72,158.88. MOTION made by Sommerfeld, seconded by Chase, and carried unanimously on roll call vote to purchase from MTI, two Toro mowers, for a total cost of $51,528.46 (with a trade-in amount of $4,500 for a John Deere mower). MAYOR’S REPORT – No Mayor’s report in the Mayor’s absence. COMMUNICATIONS AND MISCELLANEOUS BUSINESS – Eric Sutherland spoke of the recent basketball tournaments in Menomonie sponsored by the Menomonie Hoops Club. Lowell Prange mentioned the upcoming Housing Forums for Dunn County, the City of Menomonie and the Village of Boyceville and encouraged community members to attend.
