OFFICIAL COUNCIL PROCEEDINGS
A regular meeting of the City Council of the City of Menomonie, Dunn County, Wisconsin, was held in open
session on April 17th, 2023, and called to order by Council Mayor Knaack at 7:00 p.m. in the City Council
Chambers. The following members were present: Burstad, Sutherland, Yonko, McCullough, Schwebs,
Solberg, Schlough, Erdman, and Sommerfeld. Chase was absent.
SPECIAL RECOGNITION: Mayor Knaack recognized Dave Kowieski, Chief Building Inspector, for recently being
named Building Inspector of the Year by the Northwest Building Inspectors Association.
MOTION was made by Erdman, seconded by Burstad, and carried to approve the minutes of the April 3, 2023 council
meeting.
PUBLIC HEARING – None
PUBLIC COMMENTS – None
RESOLUTION - MOTION was made by McCullough, seconded by Erdman, and carried unanimously to adopt the
resolution establishing alternate side irrigation restrictions beginning June of 2023.
RESOLUTION - MOTION was made by Erdman, seconded by Solberg, and carried unanimously to adopt the
resolution to allow City residents to participate in a No Mow May pilot program.
MOTION was made by Schwebs, seconded by Burstad, and carried unanimously on a roll call vote to purchase a new
street sweeper and award the bid to McQueen for $261,011.
MOTION was made by Schwebs, seconded by Yonko, and carried unanimously to extend the agricultural land lease
with Tim Taylor for two years.
RESOLUTION - MOTION made by McCullough, seconded by Schwebs, and carried unanimously to adopt the
resolution approving the updated 2023-2028 Comprehensive Outdoor Recreation Plan.
MOTION made by Erdman, seconded by Solberg, and carried unanimously to waive the rules and allow Mike Stewart,
president of Downtown Menomonie to speak.
MOTION was made by Solberg, seconded by Burstad, and carried unanimously to approve the special event requests
as presented, except the New Third Thursday events, with the requirement that insurance is provided by the
event.
BUDGET TRANSFERS – None
MAYOR’S REPORT – The Menomonie Baseball Association will be cleaning up Wakanda Park on Saturday, April 22
from 9 am – 12 pm, volunteers are welcome. Spring curbside yard waste pickup will be collected by the
Community Services department on April 24, May 1, and May 8. The Urban Forestry Board will be hosting
their annual Arbor Day Celebration on Friday, April 28th at 11 am at the Dunn County Historical Society, all
are welcome. The City will be hosting an electronics collection on Thursday, June 1 from 3 – 7 PM at the
Community Services Department shop. Mayor Knaack recognized and thanked Kelly McCullough for his
service on the City Council. The City Council is reminded of the Organizational Meeting to be held on April
18th, 2023 at 6 PM in the Council Chambers.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS – Administrator Atkinson discussed recent alcohol
compliance checks and there were several repeat offenders. More information to come regarding the
compliance process. Schlough questioned if there was a location to drop off trash that was cleaned up out of
the ditches and noted that the Solid Waste Site could use some clean-up after the recent snow melt.
CLAIMS - MOTION was made by Erdman, seconded by Sommerfeld, and carried unanimously on roll call vote to
approve payment of the following claims:

Schlough, seconded by McCullough, and carried unanimously on a roll call vote.
MOTION to reconvene in open session under Wisconsin Statutes 19.85(2) was made by Burstad, seconded by
Sutherland, and carried unanimously on a roll call vote.
NO ACTION was taken during the closed session.
MOTION to adjourn was made by Erdman, seconded by McCullough, and carried unanimously.
