OFFICIAL COUNCIL PROCEEDINGS A regular meeting of the City Council of the City of Menomonie, Dunn County, Wisconsin, was held in open session on January 8, 2024, and called to order by Mayor Knaack at 7:00 p.m. in the City Council Chambers. The following members were present: Luther, Burstad, Sutherland, Yonko, Schwebs, Gentz, Solberg, Schlough, Erdman and Sommerfeld. McCullough was absent. SPECIAL RECOGNITION – Mayor Knaack presented a proclamation recognizing January 15, 2024 as a day to celebrate Martin Luther King, Jr. MOTION made by Erdman, seconded by Schlough, and carried unanimously to approve the minutes of the December 18, 2023 council meeting. PUBLIC HEARING – None PUBLIC COMMENTS – Becca Schoenborn, Executive Director of Downtown Menomonie, spoke in support of agenda item 6(h). NO ACTION taken on the ARPA funding allocation. RESOLUTION – MOTION made by Schlough, seconded by Luther, and carried to approve the resolution establishing February 20, 2024 as the date for a Spring Primary election. MOTION made by Schwebs, seconded by Solberg, and carried unanimously on roll call vote to approve the City of Menomonie and Keeping Safety Simple LLC Safety and Health Consulting Agreement for 2024 at a total cost of $21,504. MOTION made by Burstad, seconded by Schwebs, and carried unanimously on a roll call vote to approve an HVAC Service & Maintenance Contract agreement for City Hall with Bartingale Mechanical, Inc. for 2024-2026 at a total cost of $122,247. MOTION made by Schlough, seconded by Sommerfeld, and carried unanimously on roll call vote to approve the City of Menomonie and CAT Fabick Generator Inspection & Maintenance Agreement for 2024-2026 at a total cost of $50,387.55. MOTION made by Luther, seconded by Sutherland, and carried unanimously on a roll call vote to award the Well #4 replacement pump to Municipal Well & Pump in the amount of $47,950. ORDINANCE to adopt the Title 1, Chapter 9, Section 5 ordinance amendment regarding Building Inspection Department Permit Fee Schedule was INTRODUCED by Luther. MOTION to waive the first reading of the ordinance was made by Erdman, seconded by Burstad and carried unanimously. MOTION to waive the second reading of the ordinance was made by Luther, seconded by Schlough, and carried unanimously. MOTION to adopt the ordinance was made by Luther, seconded by Burstad and carried unanimously. MOTION by Erdman, seconded by Solberg, and carried unanimously to approve the Downtown Menomonie, Inc. Board Members as presented. MOTION made by Solberg, seconded by Burstad, and carried unanimously to approve the 2024 Menomonie Area Senior Center, Inc. lease extension for rented space at the Leisure Services Center. BUDGET TRANSFERS – Motion was made by Luther, seconded by Burstad, and carried unanimously on roll call vote to approve the following budget transfer: $6,680 from the Contingency Fund to the Fire Department Contractual Repairs & Services account to cover the expense of modifications to the shower facilities at Station 1 to accommodate female firefighters. MAYOR’S REPORT – Mayor Knaack gave his report that the light display at Wolske Bay has been well attended this season. The Mayor also recognized the years of service and retirement celebration for Greg Stai. COMMUNICATIONS AND MISCELLANEOUS BUSINESS – Administrator Atkinson reported that the City’s internal financial auditing process with Wipfli will begin soon and that the employee handbook will come before council in the next month.
