OFFICIAL COUNCIL PROCEEDINGS A regular meeting of the City Council of the City of Menomonie, Dunn County, Wisconsin, was held in open session on January 22, 2024, and called to order by Mayor Knaack at 7:00 p.m. in the City Council Chambers. The following members were present: Sutherland, Yonko, McCullough, Schwebs, Gentz, Solberg, Schlough, and Sommerfeld. Luther, Erdman and Burstad were absent. MOTION made by Schwebs, seconded by Schlough, and carried unanimously to approve the minutes of the January 8, 2024 council meeting. PUBLIC HEARING – None PUBLIC COMMENTS – None MOTION to waive the rules to allow Rebecca Kralewski, representing the Menomonie Housing Authority, to address the council was made by Solberg, seconded by McCullough, and carried unanimously. MOTION made by McCullough, seconded by Yonko, and carried unanimously to accept the 2024 annual payment in lieu of taxes (PILOT) from the Menomonie Housing Authority. MOTION made by Sommerfeld, seconded by Schwebs, and carried unanimously to approve the American Rescue Plan Act (ARPA) State Local Fiscal Recovery Fund (SLFRF) funding allocation as presented. MOTION made by Yonko, seconded by McCullough, and carried unanimously on a roll call vote to approve the quote from Irvington Garage for the Community Services Cone Truck Replacement in the amount of $10,753.93. MOTION made by Solberg, seconded by Schwebs, and carried unanimously on a roll call vote to approve the proposal from AECOM for the Downtown Menomonie Traffic Study in the amount of $20,470. ORDINANCE Title 5, Chapter 1, Section 14 regarding Disorderly Conduct Related to Election Workers was INTRODUCED by Gentz. MOTION to waive the first reading of the ordinance was made by Gentz, seconded by Sommerfeld and carried unanimously. MOTION to waive the second reading of the ordinance was made by Sommerfeld, seconded by Solberg, and carried unanimously. MOTION to adopt the ordinance was made by Gentz, seconded by McCullough and carried unanimously. MOTION by Yonko, seconded by Schwebs, and carried unanimously on roll call vote to approve the agreement between the City of Menomonie and IAFF Local 1697 Firefighters for January 1, 2023 – December 31, 2024. MOTION made by McCullough, seconded by Gentz, and carried unanimously to approve the City of Menomonie Employee Handbook with the recommended revisions, including option two for section 5.8 holidays, and option 2 for section 5.12 funeral leave, as presented. BUDGET TRANSFERS – Motion was made by Solberg, seconded by Sommerfeld, and carried unanimously on roll call vote to approve the following budget transfer: $10,000 from the Contingency Fund to the Airport Contractual Repairs & Services account to cover the City’s portion of the Statewide Crack filling Program by the WisDOT. MAYOR’S REPORT – Mayor Knaack reported that he’s working on various agreements that will help improve economic development, and that he will be attending the WI Housing and Economic Development presentation event in Madison to pitch an affordable housing plan to developers in February. The Mayor also reported that the Administration has been in contact with Governor Evers office to make his administration aware of the healthcare barriers being created by the closing of Prevea facilities and is requesting government intervention. COMMUNICATIONS AND MISCELLANEOUS BUSINESS – Administrator Atkinson reported that the City will be pursuing alternative near site clinic providers to replace Prevea for City Staff. Atkinson also reported that Chief Klass has been working diligently with our partners in the Rural Fire District to bring their cost share in line with state averages. Atkinson shared that the City is in the planning stages of the official closing of TID #12 (before mid-April) and moving the TID funds into the affordable housing fund. Public Works Director Schofield provided an update regarding the challenges this year with flooding Half Moon Park due to the abnormal winter weather. Schofield also gave an update regarding the Stout Road Two-Way Left Turn Lane (TWLTL) Crash Reduction Project.
